- [00:00:05.620]a similar concern regarding the proposed reductions
- [00:00:09.180]to the University of Nebraska's budget.
- [00:00:12.130]I wanted to take a moment to help our alumni
- [00:00:14.480]and our friends understand the magnitude
- [00:00:17.200]of the university's budget concerns.
- [00:00:20.190]Governor Ricketts has proposed 11 million dollars in cuts
- [00:00:23.320]to the university system this year, and 23 million
- [00:00:27.160]in permanent cuts starting on July first this coming year.
- [00:00:31.670]These come on top of significant cuts
- [00:00:34.090]that we have taken in the previous year.
- [00:00:36.910]If we're forced to take these cuts,
- [00:00:38.940]we'll have no choice but to eliminate programs.
- [00:00:43.080]There are, indeed, no easy solutions.
- [00:00:46.730]I like to think of our budget
- [00:00:47.990]as falling into three different buckets.
- [00:00:50.550]In one bucket, our self-supporting operations,
- [00:00:53.770]things like student housing and athletics,
- [00:00:57.010]which use zero tax or tuition dollars.
- [00:01:00.440]In fact, Husker athletics is one of the few programs
- [00:01:03.820]nationally that is self-sustaining,
- [00:01:06.430]and already provides significant support
- [00:01:08.810]to academic programming across the university campus.
- [00:01:13.100]In the second bucket are restricted funds.
- [00:01:15.470]These are funds that are like private gifts
- [00:01:18.350]or research grants that can only be used for the purpose
- [00:01:22.060]designated by the donor or by the granting agency.
- [00:01:25.960]We can't use private dollars to keep the lights on,
- [00:01:28.930]we can't use research grants to pay a teaching professor.
- [00:01:33.110]And then in the third bucket is what you would typically
- [00:01:36.050]think of as the academic enterprise of the university.
- [00:01:39.720]All of our teaching programs, extension programs
- [00:01:42.650]spread throughout the state, day-to-day operations.
- [00:01:46.850]State tax dollars and tuition pay for these functions.
- [00:01:51.550]This is the part of the budget
- [00:01:53.250]that is impacted by proposed budget cuts.
- [00:01:57.020]Ultimately, state tax dollars fund
- [00:01:59.560]two-thirds of our operating budget.
- [00:02:02.160]We rely on these funds for the core of our mission.
- [00:02:06.580]So yes, these are difficult budgetary times,
- [00:02:09.640]the state is under some fiscal constraints.
- [00:02:12.840]We certainly have been, and will continue to be
- [00:02:15.050]a partner to the state in managing challenges,
- [00:02:18.330]and we're going to continue to do our part.
- [00:02:21.550]At the same time, as the primary economic engine
- [00:02:24.690]of our state, the University of Nebraska is in a
- [00:02:27.710]unique position to help grow Nebraska out of this challenge.
