- [00:00:03.113]and probably more pronounced here in the last few years,
- [00:00:06.921]especially when Chuck Hibberd took office
- [00:00:08.988]or took the director's position.
- [00:00:10.845]In the last three years I think he's really ramped it up
- [00:00:13.283]in regards to Extension's efforts in climate change.
- [00:00:16.673]So what I'd like to maybe talk with you
- [00:00:18.090]about today is memberships and partnerships,
- [00:00:19.692]and then probably really quickly get into
- [00:00:21.503]resources and programming.
- [00:00:23.221]Talk about resiliency to climate change
- [00:00:25.729]and the response to weather change.
- [00:00:28.446]And you heard from these people ahead of me,
- [00:00:31.883]and we've been involved, Extension's been involved or
- [00:00:34.135]partnerships in these other areas as well.
- [00:00:37.432]The High Plains Regional Climate Center,
- [00:00:40.311]we're a member of that.
- [00:00:41.914]Nebraska State Climate Office,
- [00:00:43.794]now, Martha, you have a 20% Extension appointment,
- [00:00:46.395]is that correct, yeah so Chuck's invested in that as well.
- [00:00:49.971]And then also in this Drought Mitigation Center,
- [00:00:52.618]early on we had some scientists heavily involved
- [00:00:56.472]with development of resources in there.
- [00:00:58.214]Pat Reece was heavily involved early on in that development,
- [00:01:01.581]and then more recently Jerry Volesky,
- [00:01:03.787]who's a range scientist,
- [00:01:04.901]Matt Stockton, who's an ag economist,
- [00:01:06.527]And Scott Cotton, who was an Extension educator
- [00:01:10.520]and has since moved on.
- [00:01:12.123]So we have memberships and partnerships.
- [00:01:14.305]I think Chuck wanted to make sure
- [00:01:15.629]that you guys knew that as well.
- [00:01:17.974]I would think as you think about Extension,
- [00:01:20.528]we have a footprint across the state, right?
- [00:01:22.897]We have a footprint in every county,
- [00:01:25.869]we have research and extension centers,
- [00:01:28.237]we have four of those, so we have the ability to
- [00:01:30.908]deliver a program at the producer
- [00:01:34.298]as well as the community in area locations.
- [00:01:40.968]Listen to the people we serve.
- [00:01:41.947]Develop a valued product by,
- [00:01:43.642]and then basically use a multi,
- [00:01:47.055]a number of different delivery methods.
- [00:01:49.331]I would say our over-arching goal
- [00:01:50.840]in regards to climate change is
- [00:01:52.303]be proactive in our programming to climate change.
- [00:01:54.950]Work with farmers, ranchers, communities,
- [00:01:56.784]citizens of Nebraska, to develop a plan to be
- [00:01:59.548]resilient to climate change.
- [00:02:02.589]A few years ago when Chuck came,
- [00:02:05.654]he surveyed the citizens of Nebraska,
- [00:02:08.719]and brought forth these issues that Nebraska Extension
- [00:02:14.710]was gonna basically look at programming in.
- [00:02:19.145]And there's 17 or 18 issues.
- [00:02:21.421]One of the issue teams in Climate Variation.
- [00:02:25.600]And so basically surveyed Nebraskans, I would say that,
- [00:02:29.594]I wouldn't say that they needed more,
- [00:02:32.520]but they maybe wanted more education
- [00:02:34.888]in this particular area.
- [00:02:36.514]And so basically this issue team was developed.
- [00:02:40.206]So what they've developed in regards to a plan is
- [00:02:43.898]Climate Literacy, Scenario-based planning.
- [00:02:47.357]Dr. Wilson talked about that just a few minutes ago.
- [00:02:50.933]Field-to-Market, that's a consortium that
- [00:02:53.255]we are affiliate member of.
- [00:02:56.018]It's made up of industry people
- [00:02:57.528]as well as university faculty.
- [00:03:00.361]Weather-Ready Farms, that's a nice deal to take a look at.
- [00:03:04.192]I think that's more down the road in regards to
- [00:03:06.026]what this issue team would like to
- [00:03:07.861]address later on down the road,
- [00:03:09.741]but they're in the plans of getting
- [00:03:11.088]that kind of thing put together now.
- [00:03:12.388]Disaster Education, basically working
- [00:03:14.200]with communities as well.
- [00:03:16.545]So this would be what the triangle looks like.
- [00:03:19.540]And so basically Climate literacy,
- [00:03:23.139]if you take a look at level one, level two, three, and four,
- [00:03:26.204]basically Climate literacy, that would be working with
- [00:03:28.828]and learning about the science of climate change.
- [00:03:33.681]Basically take a look at how you might use tools
- [00:03:37.002]to help make informed decisions in regards to
- [00:03:40.601]how it might impact climate change.
- [00:03:43.062]This also has a K through 12 component to it,
- [00:03:46.057]so it's also in the school systems.
- [00:03:48.681]Scenario-based planning, that's where we bring
- [00:03:51.073]stakeholders together as well as
- [00:03:53.023]climatologists or climate people together,
- [00:03:55.568]put together some scenarios, ask them which ones will
- [00:03:58.699]have the greatest impact on them,
- [00:04:01.067]and that will allow us to maybe move
- [00:04:03.505]resources more towards those particular areas
- [00:04:06.895]that especially stakeholders think that
- [00:04:08.289]that might have the greatest impact on them.
- [00:04:11.539]The Field to Market, we're a member of
- [00:04:14.512]that particular consortium.
- [00:04:17.832]They have a program where you can basically
- [00:04:23.928]look at putting inputs into a program
- [00:04:27.086]and basically goes through some kind of,
- [00:04:30.848]it's pretty easy to use on the front side,
- [00:04:32.961]the science behind it's fairly in-depth,
- [00:04:35.445]but it generates the sustainability
- [00:04:38.116]of those particular practices that are used by farmers.
- [00:04:40.995]It also has a greenhouse gas output component to it.
- [00:04:44.757]So you can look at opportunities in this particular program
- [00:04:49.981]to look at how you might help producers change in regards to
- [00:04:54.346]some of the practices that they might use to
- [00:04:57.179]increase their sustainability and also to reduce
- [00:05:00.035]greenhouse gas emissions in their particular farm setting.
- [00:05:03.751]And then the idea here would be to use these three things to
- [00:05:07.164]basically develop climate-ready farms and ranches,
- [00:05:10.624]if you will, they probably work more closely on
- [00:05:12.946]the farm side of things as compared to
- [00:05:14.130]the ranch side of things right now,
- [00:05:16.080]but take Climate literacy, Scenario Planning,
- [00:05:18.867]Field to Market focus groups, and then work that into
- [00:05:22.768]some kind of climate-ready farm certification program.
- [00:05:27.017]What they would like to do in this particular program
- [00:05:28.991]is to get bankers involved, insurance companies involved,
- [00:05:33.728]in regards to how we might be able to
- [00:05:35.214]move that kind of program forward.
- [00:05:39.277]So they also have a program, they call it HailKnow.
- [00:05:42.296]It's not hell no, it's HailKnow, okay?
- [00:05:45.036]And it's a USDA program, if you will,
- [00:05:47.543]and basically have a grant where we have a group of folks
- [00:05:52.861]that have put together resources at the university level
- [00:05:55.601]so that they can have a unified delivery method
- [00:05:58.248]when they have hail in areas.
- [00:06:02.636]They're working on a website,
- [00:06:03.635]that website's not quite ready to go yet,
- [00:06:05.632]but it looks like a really promising kind of a project.
- [00:06:09.626]Weather-Ready Farms, I talked about that.
- [00:06:12.087]Community organizations involved with activity in disaster.
- [00:06:16.476]There's a group of educators that are out there that
- [00:06:19.610]go to communities, help them get basically a plan together
- [00:06:24.556]to get through any of these kinds of things
- [00:06:27.459]that might be caused by climate change.
- [00:06:31.870]Disaster Kit workshop for families.
- [00:06:35.678]Basically what they're gonna do in this particular program
- [00:06:38.860]is work with families, work on communications,
- [00:06:42.087]if they're involved in a disaster so families know how to
- [00:06:45.152]communicate with one another during that time period.
- [00:06:48.124]It's also part of 4-H, where they can put together
- [00:06:51.630]a family disaster kit, if you will,
- [00:06:55.067]and they can basically exhibit that
- [00:06:57.250]at the county fair, state fair, and that kind of thing.
- [00:06:59.525]So starting young and working with families as well.
- [00:07:04.610]Also involved with Nebraska Extension
- [00:07:07.884]Disaster Educational Network.
- [00:07:10.044]We have a group working in this particular area,
- [00:07:12.180]how working with communities,
- [00:07:14.502]Extension working with communities also.
- [00:07:17.590]We know that other organizations work within
- [00:07:19.448]those communities to help develop disaster plans,
- [00:07:22.350]but Extension's there, and we have
- [00:07:23.953]a very active group of folks working with communities
- [00:07:28.063]in regards to how they might prepare themselves
- [00:07:29.874]for climate change.
- [00:07:32.683]That's kinda what Chuck wanted to talk about,
- [00:07:34.703]have me talk about today.
- [00:07:36.073]I'd be more than happy to answer any kinds of questions
- [00:07:38.465]that you might have.
- [00:07:43.310]So I know that climate change
- [00:07:46.161]has become a new emphasis for Extension.
- [00:07:49.017]It is, it's an issue team, and so that issue team
- [00:07:53.011]is basically involved with this kind of thing, yes.
