- [00:00:19.876]Within irrigation, there are both surface water
- [00:00:22.415]and groundwater rights to consider.
- [00:00:24.388]This applies to not only irrigation itself,
- [00:00:26.875]but the raising of livestock as well.
- [00:00:29.077]Under the environmental aspect, both inflows
- [00:00:31.189]and outflows in area lakes, rivers, and streams
- [00:00:34.222]must be considered for the ecosystem

- [00:01:00.578]which in the state of Nebraska, includes both surface
- [00:01:02.673]and groundwater irrigation.
- [00:01:04.823]First is center-pivot irrigation,
- [00:01:06.555]which can be either surface or groundwater irrigation.
- [00:01:09.453]Groundwater irrigation, however, is governed by
- [00:01:11.811]correlative rights, which are under the supervision
- [00:01:14.137]of Natural Resources Districts at the local level.
- [00:01:17.340]Surface water, however, which can also
- [00:01:19.476]include canal irrigation,
- [00:01:21.375]is governed by prior appropriation,
- [00:01:23.247]which is first in time, first in right,
- [00:01:25.272]and is governed by the Department of Natural Resources.
- [00:01:28.087]Each of these types of irrigation
- [00:01:29.626]must follow an established set of rules and guidelines
- [00:01:32.216]which differ between these two styles of irrigation,
- [00:01:35.017]making this an increasingly difficult issue
- [00:01:37.193]in the state of Nebraska, for both policy-makers,
- [00:01:39.606]as well as local landowners.
- [00:01:42.102]The environmental aspects of water in Nebraska
- [00:01:44.529]involve both wildlife and recreation purposes.
- [00:01:47.663]The Platte River is home to a large crane migration
- [00:01:50.197]in the fall, while the Niobrara
- [00:01:52.162]is the only designated scenic river in this state
- [00:01:54.783]and has a very unique habitat.

- [00:01:59.455]in the delicate balance of the environmental systems
- [00:02:02.087]and all the species that the systems support.
- [00:02:06.733]The municipal uses for water include both industrial
- [00:02:09.908]as well as domestic, as previously mentioned.

- [00:02:14.580]for towns and cities in the state.

- [00:02:25.829]The future of water in Nebraska is in the balance.
- [00:02:29.060]Climate projections in the state of Nebraska,
- [00:02:30.987]include increased periods of drought,
- [00:02:33.548]increased heavy rain events,
- [00:02:35.890]decreased soil moisture,
- [00:02:38.205]and growing populations,
- [00:02:39.505]and an increase use in municipal uses of large scale.
- [00:02:44.578]Highlighting the emphasis of the need for a policy,
- [00:02:47.488]as well as public action and awareness,

- [00:02:54.220]involved in managing water resources
- [00:02:56.054]face unprecedented challenges.

- [00:03:10.883]is a one year program that educates participants
- [00:03:13.226]about water issues and leadership development.
- [00:03:15.944]The program prepares participants
- [00:03:17.705]to take active, cooperative approaches
- [00:03:19.605]to decision-making about natural resources
- [00:03:21.893]within the state of Nebraska.
- [00:03:24.195]Current water issues is one area
- [00:03:26.178]the Nebraska Water Leaders Academy covers.
- [00:03:28.479]Participants get up-to-date information
- [00:03:30.587]on water issues within the stake.
- [00:03:33.596]Balanced Issue Education is another emphasis of the program.

- [00:03:39.864]of how we balance the issues

- [00:03:55.931]drought to flooding within the same year.
- [00:03:59.190]The Water Leaders Academy is based on
- [00:04:01.182]the McCauley, Van Velsor, and Ruderman model
- [00:04:04.340]of leadership development,
- [00:04:05.657]published in 2010.
- [00:04:08.240]The academy is a science-based program,
- [00:04:10.826]and includes multiple perspectives.
- [00:04:12.989]It involves experts from respective water fields, as well.
- [00:04:16.317]The Water Leaders Academy is grounded
- [00:04:18.036]in evidence-based theory and it provides
- [00:04:20.116]an assessment, challenge, and support,
- [00:04:22.654]while offering a variety of developmental experiences
- [00:04:25.399]and the opportunity to learn from these experiences.
- [00:04:28.624]The leadership baseline includes an assessment.
- [00:04:29.813]Both a pre- and a post-assessment
- [00:04:33.354]are given to participants,
- [00:04:35.347]as well as a challenge element.
- [00:04:37.055]Challenge activities can be several different
- [00:04:39.272]hands-on activities that are performed to enhance
- [00:04:41.651]the understanding of leadership concepts,
