- [00:01:28.630]credit incentives that we have
- [00:01:30.210]is a partnership program with
- [00:01:32.240]the Department of Revenue.
- [00:01:33.880]And so if there's any questions
- [00:01:36.380]that come up about the tax side
- [00:01:38.760]of this certain program, Lee
- [00:01:40.840]can answer those questions
- [00:01:42.360]better than I can.
- [00:01:43.480]Also, Kelly Bacon is here, and

- [00:01:48.260]certified local governments.
- [00:01:50.620]So I'm not going to take up too
- [00:01:52.560]much time.
- [00:01:53.480]I'm just going to talk for
- [00:01:54.330]about five or 10 minutes.
- [00:01:55.360]about the three different
- [00:01:58.550]historic tax incentives that
- [00:01:59.830]are offered by the federal
- [00:02:01.040]government and the state
- [00:02:02.180]government.
- [00:02:03.000]So let's go.
- [00:02:05.620]So we have three, and there's
- [00:02:07.510]two that's offered by the state
- [00:02:09.720]and one that's offered by the
- [00:02:11.320]federal government.
- [00:02:12.960]The first one with the state is
- [00:02:15.740]the Nebraska Historic Tax
- [00:02:18.180]Credit.
- [00:02:19.260]And this is a credit towards
- [00:02:20.790]your Nebraska state tax
- [00:02:22.130]liability equal to 20% of total
- [00:02:24.180]rehabilitation.
- [00:02:25.360]The second one is called the Valuation
- [00:02:28.130]Incentive Program.
- [00:02:29.800]And this is a property tax
- [00:02:31.550]freeze for eight years on the
- [00:02:33.440]pre-rehab value of your
- [00:02:35.050]property.
- [00:02:36.060]And it increases every year
- [00:02:38.590]after that for four years to
- [00:02:41.120]the post-rehab value.
- [00:02:43.440]As I said earlier, the Nebraska
- [00:02:45.650]Historic Tax Credit is a
- [00:02:47.450]partnership program between our
- [00:02:49.590]office, the State Historic Preservation
- [00:02:51.790]Office, and the Nebraska
- [00:02:52.960]Department of Revenue.
- [00:02:54.220]Okay.
- [00:02:55.360]So what we do is we look at the
- [00:02:56.760]work you're going to be doing
- [00:02:58.230]to the property and make sure
- [00:02:59.690]it adheres to standards that we
- [00:03:00.990]have to follow.
- [00:03:01.780]And once that's approved and
- [00:03:03.230]then you finish your project,
- [00:03:04.850]then it moves on to the
- [00:03:05.900]Department of Revenue.
- [00:03:07.400]The Valuation Incentive Program,
- [00:03:09.990]that's only our office that
- [00:03:11.990]looks at that.
- [00:03:13.280]We're in communication with the
- [00:03:15.910]building owner and also with
- [00:03:18.380]the county assessor.
- [00:03:20.280]So all the materials that we
- [00:03:21.710]get will also be sending to the
- [00:03:23.270]county assessor.
- [00:03:25.360]The last one is the Federal
- [00:03:27.340]Historic Tax Credit Program.
- [00:03:29.520]And this is a partnership
- [00:03:31.340]between our office, the SHPO,
- [00:03:33.920]the National Park Service, and
- [00:03:36.070]the IRS.
- [00:03:36.880]This is a credit towards your
- [00:03:39.110]federal tax liability equal to
- [00:03:41.570]20% of the total rehab costs.
- [00:03:44.440]The way this works, it comes to
- [00:03:46.900]us first for an initial review.
- [00:03:49.380]We look at it against the
- [00:03:50.780]standards, which I'll talk
- [00:03:52.460]about in a little bit.
- [00:03:53.940]And then we forward it to the
- [00:03:54.690]National Park Service.
- [00:03:55.480]They are the ones that will
- [00:03:57.540]make the final review on this
- [00:03:59.880]for your project.
- [00:04:01.760]And then once you complete your
- [00:04:03.370]project, it goes to the IRS,
- [00:04:04.830]where they will issue the tax
- [00:04:06.300]credit.
- [00:04:07.000]Some differences between all of
- [00:04:10.370]these.
- [00:04:11.400]The Nebraska Historic Tax
- [00:04:13.220]Credit is transferable, meaning
- [00:04:15.600]you can sell it because
- [00:04:17.180]nonprofits and municipalities
- [00:04:19.510]can apply for this program.
- [00:04:21.600]So that means they can sell it
- [00:04:23.520]to receive cash on loan.
- [00:04:25.480]They can sell it to a third
- [00:04:26.810]party or a financial
- [00:04:27.910]institution.
- [00:04:28.960]The Federal Historic Tax Credit
- [00:04:31.050]is not transferable.
- [00:04:32.640]Municipalities and nonprofits
- [00:04:34.830]cannot use that.
- [00:04:36.160]It has to be an income-producing
- [00:04:37.780]property for the Federal Historic
- [00:04:39.520]Tax Credit.
- [00:04:40.260]For the Valuation Incentive
- [00:04:42.170]Program, it can be an income-producing
- [00:04:44.900]property, but it can also be
- [00:04:46.850]used towards your residents.
- [00:04:49.040]One thing these all have in
- [00:04:50.940]common is that your building
- [00:04:53.030]has to be...
- [00:04:55.360]Certified Historic Property,
- [00:04:58.110]meaning it's listed on the
- [00:04:59.200]National Register of Historic
- [00:05:01.130]Places or it's locally listed
- [00:05:03.990]through a certified local
- [00:05:05.650]government program, which is
- [00:05:07.370]what Kelly is going to talk
- [00:05:08.350]about a little more.
- [00:05:10.160]So there's an application
- [00:05:12.490]process for all three of these
- [00:05:15.140]programs.
- [00:05:16.340]And since they're all different
- [00:05:18.420]programs and all deal with
- [00:05:20.140]different pools of money, there's
- [00:05:23.010]separate applications for all
- [00:05:24.180]three.
- [00:05:25.360]The lucky thing is that you can
- [00:05:27.040]pretty much copy and paste the
- [00:05:29.040]information from one into the
- [00:05:30.410]other.
- [00:05:31.040]So the process starts with a
- [00:05:32.590]Part 1 application, and that's
- [00:05:34.540]the evaluation of significance.
- [00:05:36.700]And that's like I was saying
- [00:05:38.370]earlier that your property has
- [00:05:40.260]to be listed on the National
- [00:05:41.970]Register or locally listed
- [00:05:44.100]through a certified local
- [00:05:45.190]government.
- [00:05:46.280]And so we have to get
- [00:05:47.520]information from you on that,
- [00:05:48.810]you know, a description of the
- [00:05:50.380]building, a statement of
- [00:05:52.030]significance, which a lot of
- [00:05:53.530]that stuff you can pull out of
- [00:05:54.350]the National Register.
- [00:05:55.160]So that's the National Register
- [00:05:56.160]nomination for the building.
- [00:05:57.120]And then photographs to show
- [00:05:59.490]the inside and the outside of
- [00:06:01.450]the building.
- [00:06:02.720]Once that's approved, you can
- [00:06:05.070]submit your Part 2 application.
- [00:06:07.960]And your Part 2 application is
- [00:06:09.240]the description of work. And
- [00:06:10.550]this is the real nitty gritty
- [00:06:11.750]that we get into.
- [00:06:12.580]So you're going to tell us what
- [00:06:15.250]you're going to be doing to the
- [00:06:16.600]property, you know, and it's
- [00:06:17.970]usually separated out by work
- [00:06:19.320]items. So work item one would
- [00:06:20.830]be your roof.
- [00:06:21.380]And you'd explain what you're
- [00:06:22.800]going to be doing to your roof.
- [00:06:24.400]You know, you're going to tell
- [00:06:24.880]us what you're going to be
- [00:06:24.880]doing to your property, you
- [00:06:24.960]know, and it's usually
- [00:06:24.960]separated out by work items. So
- [00:06:24.960]work item one would be your
- [00:06:24.960]roof.
- [00:06:24.960]you're gonna be removing the shingles
- [00:06:28.860]and putting asphalt shingles on.
- [00:06:30.800]So it's things like that.
- [00:06:33.660]And we have to review the work
- [00:06:35.360]you're doing
- [00:06:35.700]inside the building and outside
- [00:06:38.290]the building.
- [00:06:39.660]And that usually also includes
- [00:06:41.740]a lot of photographs
- [00:06:42.760]of the inside and outside of
- [00:06:43.850]the building,
- [00:06:44.440]because there are times
- [00:06:45.720]when we won't actually see the
- [00:06:47.230]building.
- [00:06:47.960]And if you're doing the federal
- [00:06:49.370]historic tax credit,
- [00:06:50.260]someone from DC is probably not
- [00:06:51.680]gonna come out
- [00:06:52.320]and tour the building.
- [00:06:53.580]So we need to supply them with
- [00:06:54.900]enough information
- [00:06:55.860]so they can get a good
- [00:06:56.710]understanding
- [00:06:57.420]of the inside and outside of
- [00:06:58.850]the building.
- [00:06:59.800]And depending on the size of
- [00:07:01.180]your rehabilitation,
- [00:07:02.980]architectural drawings will
- [00:07:04.820]also need to be used
- [00:07:06.040]if you're replacing windows,
- [00:07:08.250]moving walls around,
- [00:07:09.580]putting an addition on the
- [00:07:10.730]building.
- [00:07:11.340]Those are the kinds of things
- [00:07:13.500]that are gonna be needed.
- [00:07:14.980]Once that's approved, you start
- [00:07:19.050]your work.
- [00:07:19.680]If anything comes up during the
- [00:07:21.250]time you're working on it,

- [00:07:26.970]amendment
- [00:07:27.660]if the work is substantial
- [00:07:29.960]enough.
- [00:07:29.960]An amendment is basically just
- [00:07:31.800]telling us,
- [00:07:32.540]once we ripped into the roof,
- [00:07:35.300]we found out the whole
- [00:07:36.130]structure was rotten,
- [00:07:36.960]so we need to rebuild the whole
- [00:07:38.330]roof.
- [00:07:38.760]Things of that nature.
- [00:07:41.620]So once your work is done, you'll
- [00:07:47.340]submit a part three.
- [00:07:48.820]And your part three is
- [00:07:50.150]basically saying
- [00:07:51.140]what we said we were gonna do
- [00:07:52.580]in the part two,
- [00:07:53.340]we actually did.
- [00:07:55.120]So it's an application form
- [00:07:57.340]that you have to fill out,
- [00:07:58.500]which is basically just the
- [00:08:01.070]property,
- [00:08:01.900]the applicant, project contact,
- [00:08:03.780]someone that we would speak
- [00:08:05.860]with,
- [00:08:05.860]and then just a lot of
- [00:08:06.780]photographs
- [00:08:07.400]showing the completed project.
- [00:08:09.940]And I was saying, as I was
- [00:08:14.880]saying earlier,
- [00:08:15.580]there's standards that we have
- [00:08:17.680]to follow by law,
- [00:08:18.780]and they're called the
- [00:08:19.720]Secretary of Interior Standards
- [00:08:21.560]for Rehabilitation.
- [00:08:23.340]And what these are is they're
- [00:08:26.060]10 standards
- [00:08:26.680]that we have to follow.
- [00:08:27.860]And what they do is they want
- [00:08:31.930]to protect,
- [00:08:32.520]maintain, and repair the
- [00:08:33.560]historic features
- [00:08:34.420]and materials of the house,
- [00:08:35.960]the things that made it
- [00:08:37.680]interesting enough
- [00:08:38.420]to be listed on the National
- [00:08:39.860]Register
- [00:08:40.420]or locally landmarked in your
- [00:08:42.900]community.
- [00:08:43.860]And you know, but also make it
- [00:08:47.180]functional for modern use.
- [00:08:48.300]So we have to look at how it's
- [00:08:50.860]compatible for reuse,
- [00:08:53.100]make it so it can follow life
- [00:08:55.400]and safety codes,
- [00:08:56.160]fire codes, to bring it in,
- [00:08:58.720]to make it a functional
- [00:09:00.060]building.
- [00:09:00.880]So like I said, we have to
- [00:09:01.930]review the interior
- [00:09:02.880]and exterior of the building,
- [00:09:04.720]retain the historic character,
- [00:09:06.480]and if there's any sort of new
- [00:09:08.410]work
- [00:09:08.780]that's occurring on the outside,
- [00:09:10.160]like an addition or significant
- [00:09:12.380]alterations,
- [00:09:13.340]we have to review that as well.
- [00:09:15.320]So that's just a really quick nitty
- [00:09:21.210]gritty of three programs.
- [00:09:22.860]That I just kind of wanted to
- [00:09:24.860]introduce to you all.
- [00:09:26.480]And then I'm gonna just kind of
- [00:09:28.530]briefly go over a project
- [00:09:30.180]that we had up in Chadron.
- [00:09:32.240]This is the Weber Brothers
- [00:09:34.730]building.
- [00:09:36.020]They did a federal and Nebraska
- [00:09:37.770]historic tax credit.
- [00:09:39.180]The work was mainly just the
- [00:09:42.240]storefronts.
- [00:09:44.100]There was a storefront that was
- [00:09:46.130]put in
- [00:09:46.760]that was non-historic to the
- [00:09:48.040]building.
- [00:09:48.680]None of the original storefront
- [00:09:52.620]existed, so we had some
- [00:09:54.490]historic images
- [00:09:55.800]to see what existed of the
- [00:09:57.660]storefront.
- [00:09:58.560]And it was pretty typical,
- [00:10:00.540]like large storefront window,
- [00:10:02.160]transoms, center doorway.
- [00:10:04.500]And so we went through the
- [00:10:08.270]review process,
- [00:10:10.020]had to make a few tweaks on
- [00:10:11.070]what they wanted,
- [00:10:11.760]but overall, it was a pretty
- [00:10:13.750]straightforward project.
- [00:10:15.940]And as you can see too,
- [00:10:16.840]they did some work repairing
- [00:10:19.070]the cornice at the top,
- [00:10:22.380]and also the stone on the front
- [00:10:24.150]of the building.
- [00:10:25.360]So we needed information on all
- [00:10:26.670]that stuff.
- [00:10:27.160]And even though they didn't do
- [00:10:28.200]any work on the inside,
- [00:10:29.220]we still needed some general
- [00:10:30.900]photographs of the inside.
- [00:10:32.480]So when they finished their
- [00:10:34.200]project, they can show,
- [00:10:35.820]we said we weren't gonna do any
- [00:10:37.950]work,
- [00:10:38.320]and here's photos to prove we
- [00:10:40.050]didn't do any work.
- [00:10:41.420]So on something like this,
- [00:10:43.460]when they submitted their part
- [00:10:44.910]two to do their work,
- [00:10:45.780]they had to send an
- [00:10:46.560]architectural drawings
- [00:10:47.720]of the new storefront.
- [00:10:52.140]This was what was submitted to
- [00:10:53.750]us.
- [00:10:54.100]So they show us what they're
- [00:10:56.270]gonna be putting in
- [00:10:57.500]with details showing what the
- [00:10:59.500]materials are gonna be,
- [00:11:01.700]about the glass that's gonna be
- [00:11:03.040]put in and the door,
- [00:11:04.000]and then the measured drawings
- [00:11:06.600]showing the details,
- [00:11:07.980]kind of the cutaways and the
- [00:11:09.270]profiles of each of these.
- [00:11:10.680]And so once that was approved,
- [00:11:13.720]they moved ahead with the
- [00:11:14.840]project and completed it.
- [00:11:18.720]It was really straightforward.
- [00:11:21.900]Like I said, that was really
- [00:11:22.970]fast.
- [00:11:23.300]That was a lot of information.
- [00:11:25.120]It's like any sort of program,
- [00:11:26.420]especially with three different
- [00:11:27.630]programs,
- [00:11:28.000]there's a lot of information to
- [00:11:30.010]it, a lot more details.
- [00:11:31.760]And if you have any questions,

- [00:13:01.660]we need,
- [00:13:02.000]but we don't actually make
- [00:13:03.130]those architectural drawings
- [00:13:04.140]for you.
- [00:13:05.100]One of the things that I was
- [00:13:06.140]talking about,
- [00:13:06.900]the 20% credit, the way that's
- [00:13:08.810]calculated
- [00:13:09.560]for these programs,
- [00:13:11.380]the state and the federal
- [00:13:12.570]historic tax credit program,
- [00:13:13.840]you have your overall costs.
- [00:13:16.040]And from those costs are
- [00:13:17.280]extracted out
- [00:13:17.720]your eligible expenditures.
- [00:13:19.800]And so your eligible
- [00:13:20.430]expenditures,
- [00:13:20.940]deal with the historic fabric
- [00:13:22.220]of the building,
- [00:13:22.860]like masonry, roof, windows,
- [00:13:25.580]flooring,
- [00:13:26.020]but it also deals with the
- [00:13:27.220]mechanics of the building.
- [00:13:28.760]So like HVAC, plumbing fixtures,
- [00:13:31.740]electrical HVAC, elevators,
- [00:13:33.760]as long as they're within the
- [00:13:35.330]footprint
- [00:13:35.720]of the historic building.
- [00:13:36.920]And also part of those costs
- [00:13:41.000]are soft costs,
- [00:13:41.900]which are architectural fees
- [00:13:44.420]that are also included into
- [00:13:47.540]those eligible expenditures.
- [00:13:49.500]Whatever those eligible
- [00:13:50.150]expenditures are,
- [00:13:50.700]those expenditures add up to,
- [00:13:51.660]that's what your 20% credit is
- [00:13:53.390]calculated from.
- [00:13:54.500]And if I'm wrong on that on
- [00:13:56.730]Nebraska side,
- [00:13:58.080]Lee will let me know.

- [00:15:27.140]And I'm going to refer to it as
- [00:15:29.310]CLG
- [00:15:29.660]because it's just a lot shorter
- [00:15:31.140]and it's the acronym that we
- [00:15:32.550]all use for the program.
- [00:15:33.980]So it is a preservation
- [00:15:35.820]assistance program
- [00:15:37.540]and it's a network of
- [00:15:38.820]communities and counties
- [00:15:41.140]all over the country and then
- [00:15:43.740]in Nebraska
- [00:15:45.160]that have similar preservation
- [00:15:48.940]goals.
- [00:15:49.660]Just in the sense that they
- [00:15:51.160]have preservation goals
- [00:15:52.300]to begin with, it might be a
- [00:15:53.760]little bit different
- [00:15:54.880]in each community or county,
- [00:15:57.460]and that's perfectly fine.
- [00:15:59.500]And it provides a mechanism to
- [00:16:02.000]protect historic properties.
- [00:16:04.500]I don't know how familiar you
- [00:16:06.560]are
- [00:16:07.220]with the National Register of
- [00:16:08.870]Historic Places,
- [00:16:09.820]but the National Register
- [00:16:11.120]program in and of itself
- [00:16:12.420]does not provide any protection
- [00:16:14.310]for historic properties.
- [00:16:16.020]It's just completely an
- [00:16:17.870]honorary listing.
- [00:16:19.420]But through the CLG program,
- [00:16:21.880]there's a way that you can help
- [00:16:24.070]protect
- [00:16:24.440]your historic properties.
- [00:16:26.560]And it's a way to sustain and
- [00:16:28.310]build strong communities
- [00:16:29.480]through historic preservation.
- [00:16:31.220]It helps provide a sense of
- [00:16:33.040]community identity
- [00:16:34.500]with your historic buildings,
- [00:16:35.900]whether it's your commercial
- [00:16:39.290]downtown core
- [00:16:40.900]or different residential areas.
- [00:16:43.440]So there are five requirements
- [00:16:46.830]of the program.
- [00:16:49.180]The first is to pass a
- [00:16:51.270]preservation ordinance,
- [00:16:53.560]and that preservation ordinance
- [00:16:55.640]needs to provide
- [00:16:56.880]for the protection of historic
- [00:16:58.280]properties.
- [00:16:59.020]But what that means to you and
- [00:17:01.650]your community,
- [00:17:02.520]your county is completely up to
- [00:17:05.390]you.
- [00:17:06.080]Some communities are only
- [00:17:07.630]looking at the demolition
- [00:17:09.340]of their historic properties.
- [00:17:11.160]And so they want to have a
- [00:17:12.850]review process
- [00:17:13.980]that if the city or a private
- [00:17:17.190]property owner wants to demolish,
- [00:17:18.940]one of their historic
- [00:17:20.150]properties,
- [00:17:20.860]and these are properties that
- [00:17:21.860]you have determined
- [00:17:22.820]to be historic,
- [00:17:24.360]that the community gets to have
- [00:17:27.370]a conversation about this.
- [00:17:29.400]It doesn't mean that the demolition
- [00:17:30.940]would necessarily get stopped.
- [00:17:33.020]It depends on what your
- [00:17:34.010]ordinance says,
- [00:17:34.720]but it's a way to at least
- [00:17:37.200]review projects.
- [00:17:39.320]It could be that your community
- [00:17:41.620]wants to review
- [00:17:44.060]exterior changes to your
- [00:17:45.920]historic properties
- [00:17:47.560]and what the exterior changes
- [00:17:48.700]are that you want to review is
- [00:17:52.720]up to you.
- [00:17:53.640]Maybe you want to be able to
- [00:17:55.000]review additions to buildings.
- [00:17:57.200]Maybe you want to be able to
- [00:17:58.420]review window replacements
- [00:17:59.960]or roof replacements or
- [00:18:01.400]additions or solar panels.
- [00:18:04.440]You know, all of those things
- [00:18:05.590]are up to you,
- [00:18:06.460]what you want to put in your
- [00:18:08.320]ordinance.
- [00:18:09.400]North Platte is a CLG.
- [00:18:12.840]And I forgot to mention which
- [00:18:14.030]the one,
- [00:18:14.460]which CLGs there are in
- [00:18:15.860]Nebraska,
- [00:18:16.500]but North Platte and their
- [00:18:17.850]ordinance,
- [00:18:18.460]all they do is review the demolition
- [00:18:21.160]of their historic properties.
- [00:18:22.960]Auburn, same thing.
- [00:18:24.120]They review the demolition of
- [00:18:25.600]their historic properties,
- [00:18:27.220]but it only gives a 30 day
- [00:18:29.060]delay.
- [00:18:29.720]So it doesn't actually stop any
- [00:18:31.450]demolition.
- [00:18:32.380]It just allows for a
- [00:18:33.970]conversation to see
- [00:18:35.460]if there can be an alternative
- [00:18:37.230]to demolition.
- [00:18:38.140]And I'll stop 'cause yeah,
- [00:18:39.220]I forgot to mention what the CLGs
- [00:18:40.600]are in Nebraska.
- [00:18:41.480]They are Auburn, Fairbury,
- [00:18:44.340]Lincoln, North Platte, Omaha,
- [00:18:47.660]Platt Smith, Red Cloud and
- [00:18:50.030]Sydney.
- [00:18:51.040]So they are all in different
- [00:18:52.910]parts of the state.
- [00:18:53.720]And I've talked to communities,
- [00:18:55.340]they're all over the state
- [00:18:56.690]about the program.
- [00:18:57.860]Amelie is exploring the CLG
- [00:19:00.420]potential,
- [00:19:01.460]Emerson, Ralston, Lancaster
- [00:19:03.980]County.
- [00:19:04.880]So there's other government
- [00:19:07.090]entities across the state.
- [00:19:09.260]There are over 2000 across the
- [00:19:11.900]country.
- [00:19:12.480]And the smallest one that I
- [00:19:15.030]know of has a population
- [00:19:17.400]of 157, not to say there isn't
- [00:19:19.900]anything smaller,
- [00:19:20.840]but it is really, it's a
- [00:19:21.920]program designed to work
- [00:19:23.080]in communities and counties of
- [00:19:25.180]all shapes and sizes.
- [00:19:26.840]So back to the requirements.
- [00:19:29.980]So part of that preservation
- [00:19:31.600]ordinance,
- [00:19:32.260]you will establish a historic
- [00:19:34.070]preservation commission.
- [00:19:35.920]The commission needs to have at
- [00:19:38.850]least five people
- [00:19:40.620]who have either education,
- [00:19:43.880]experience, interest in some
- [00:19:45.620]field
- [00:19:46.600]of historic preservation.
- [00:19:49.120]You may not have people that
- [00:19:50.890]have degrees
- [00:19:51.580]in historic preservation or
- [00:19:52.880]architecture
- [00:19:53.700]or landscape architecture.
- [00:19:55.220]That's okay.
- [00:19:56.060]Just find people who are
- [00:19:57.200]interested
- [00:19:57.800]and your commission members do
- [00:20:00.080]not,
- [00:20:00.380]unless your city ordinances say
- [00:20:02.530]differently,
- [00:20:03.420]but as part of the CLG program,
- [00:20:07.300]your commission members do not
- [00:20:08.990]need to live
- [00:20:10.360]within your jurisdiction.
- [00:20:12.580]So they just need to have a
- [00:20:14.780]knowledge of the historic
- [00:20:15.800]resources in the community.
- [00:20:19.060]But, you know, it might be that,
- [00:20:20.690]you know,
- [00:20:20.820]I'll just use Neely since they've,
- [00:20:22.680]they're working on the program.
- [00:20:24.280]So their commission members
- [00:20:25.920]might live
- [00:20:26.560]in rural Antelope County, but
- [00:20:28.340]maybe, you know,
- [00:20:29.220]they grew up in town or maybe
- [00:20:30.660]they work in town,
- [00:20:31.740]but they're familiar with the
- [00:20:33.100]resources.
- [00:20:33.820]That's fine.
- [00:20:34.660]And depending on where your
- [00:20:35.840]community is,
- [00:20:36.420]you may be neighboring another
- [00:20:39.330]county.
- [00:20:40.040]As far as our program goes,
- [00:20:42.040]your commission members can
- [00:20:43.520]live in a different county even.
- [00:20:45.000]You're not putting a geographic
- [00:20:46.620]restriction on that.
- [00:20:47.840]The third requirement is survey.
- [00:20:51.280]I won't speak to you about this
- [00:20:53.170]a whole lot,
- [00:20:53.860]but a survey is trying to
- [00:20:55.880]figure out
- [00:20:56.800]what properties would be
- [00:20:59.310]historic in your community.
- [00:21:01.480]Like I said, that can be kind
- [00:21:05.270]of confusing to people.
- [00:21:06.540]So I won't say a whole lot
- [00:21:08.150]about that,
- [00:21:08.940]but you'll be able to find your
- [00:21:10.740]own historic properties.
- [00:21:14.200]The fifth requirement is health
- [00:21:15.860]participation and education.
- [00:21:18.240]So your commission is a city
- [00:21:20.830]commission,
- [00:21:22.240]just like your planning
- [00:21:23.880]commission.
- [00:21:24.960]Maybe you have a library board
- [00:21:26.670]or a cemetery board.
- [00:21:27.800]So your, the meetings would be
- [00:21:29.280]open to the public.
- [00:21:30.320]So that is at a basic level
- [00:21:31.940]meets that requirement,
- [00:21:33.700]but it's great if you can do
- [00:21:34.700]some public education
- [00:21:36.240]opportunities, you know, in the
- [00:21:38.790]community throughout the year.
- [00:21:39.960]And the fifth requirement is
- [00:21:41.890]staff.
- [00:21:42.580]So there needs to be somebody
- [00:21:43.530]in the city or county staff,
- [00:21:43.540]that kind of serves as the
- [00:21:45.880]director,
- [00:21:46.820]I say of the commission, but
- [00:21:48.450]this isn't a full-time position.
- [00:21:50.600]Like for instance, in Platt
- [00:21:52.840]Smith,
- [00:21:53.200]the city administrator is the
- [00:21:54.730]director of the commission.
- [00:21:56.240]He said on average, he spends
- [00:21:58.280]an hour a week.
- [00:21:59.600]Now that doesn't mean that it's
- [00:22:00.760]necessarily one hour
- [00:22:01.920]every single week, some certain
- [00:22:03.370]times a year,
- [00:22:03.880]he works on it more, but then
- [00:22:05.160]there could be weeks
- [00:22:05.860]where he doesn't work on it at
- [00:22:06.830]all.
- [00:22:07.120]So it doesn't have to be this
- [00:22:09.920]large amount of work.
- [00:22:11.660]And we're not asking you to
- [00:22:12.740]hire,
- [00:22:12.740]to hire an additional person,
- [00:22:15.360]but just really there needs to
- [00:22:16.800]be somebody
- [00:22:17.400]because it's an official
- [00:22:18.800]commission.
- [00:22:19.500]You need to have somebody who
- [00:22:21.680]has the copies of the agenda
- [00:22:24.260]for the meetings, the minutes,
- [00:22:26.900]any project,
- [00:22:27.820]projects that may be submitted
- [00:22:29.310]to you.
- [00:22:29.800]So, and that, and then somebody,
- [00:22:31.620]that person would theoretically,
- [00:22:33.240]hopefully attend the commission
- [00:22:35.030]meetings also.

- [00:22:40.920]So the city ordinance establishes
- [00:22:43.380]local landmarking procedures.
- [00:22:45.780]And I am here because Ryan
- [00:22:47.550]talked about
- [00:22:48.280]the Nebraska Historic Tax
- [00:22:49.980]Credit
- [00:22:50.480]and the Valuation Incentive
- [00:22:52.320]Program.
- [00:22:52.920]And for those programs,
- [00:22:54.880]one of the ways that you can be
- [00:22:57.390]potentially eligible
- [00:22:58.500]for those two tax incentive
- [00:23:00.650]programs is local landmarking
- [00:23:03.060]through your historic
- [00:23:04.390]preservation ordinance.
- [00:23:06.080]And if you're familiar
- [00:23:07.660]with the National Register
- [00:23:08.890]Program at all,
- [00:23:09.580]it's similar to that,
- [00:23:10.780]except this list is just within
- [00:23:12.340]your community.
- [00:23:13.320]So, and you can set kind of
- [00:23:15.190]eligibility guidelines,
- [00:23:16.760]similar to the National
- [00:23:18.210]Register,
- [00:23:18.800]but establishing a historic
- [00:23:20.960]preservation ordinance,
- [00:23:22.880]and then your local landmarking
- [00:23:24.420]procedures,
- [00:23:25.020]and then locally landmarking,
- [00:23:26.400]either individual properties or
- [00:23:28.320]districts,
- [00:23:29.520]you can potentially open up tax
- [00:23:32.140]incentive possibilities
- [00:23:33.520]for the residents and property
- [00:23:35.500]owners in that district,
- [00:23:36.860]and either for the NHTC or the
- [00:23:38.800]VIP.
- [00:23:38.940]But for the federal tax credit,
- [00:23:41.660]that you do need to be listed
- [00:23:43.180]in the National Register.

- [00:23:49.430]landmarking doesn't necessarily

- [00:23:57.500]We do have competitive grant
- [00:23:59.950]funding available
- [00:24:01.420]for preservation projects that's
- [00:24:03.720]only available to CLGs.
- [00:24:06.420]This,
- [00:24:08.940]funding cannot be used for
- [00:24:12.080]rehabilitation,
- [00:24:13.120]remodeling or reconstructing
- [00:24:14.710]historic properties.
- [00:24:16.040]We get that question a lot,
- [00:24:17.540]but it's great for public
- [00:24:20.250]education opportunities,
- [00:24:21.840]for your commission members,
- [00:24:23.340]for your staff members, for the
- [00:24:24.960]public,
- [00:24:25.720]attending trainings, hosting
- [00:24:27.400]trainings.
- [00:24:28.300]One real popular project is
- [00:24:31.970]websites,
- [00:24:32.780]getting information on your
- [00:24:34.740]website,
- [00:24:35.200]any sort of story maps that you
- [00:24:37.790]may want to do online,
- [00:24:38.700]or walking tours, whether that
- [00:24:42.050]would be, you know,
- [00:24:43.040]like a component online or, you
- [00:24:45.730]know,
- [00:24:45.880]brochures, you know, printing
- [00:24:47.540]of those, you know,
- [00:24:48.220]for a walking tour, there's
- [00:24:49.940]lesson plans for schools,
- [00:24:53.100]for different classes.
- [00:24:54.680]Yeah, another benefit, like I

- [00:30:33.570]decision.
- [00:30:34.200]That, okay, we have a lot of
- [00:30:37.400]historic properties in town
- [00:30:39.200]that tells us the story of our
- [00:30:41.580]community.

- [00:30:44.660]those
- [00:30:45.120]or trying to maintain them,
- [00:30:47.640]we're losing a lot of our
- [00:30:48.840]history.
