- [00:00:00.000]Hi, welcome. I'm Captain Aaron Pimbleton of the University of Nebraska-Lincoln Police Department.
- [00:00:08.000]And I'm Captain John Baker. Thanks for joining us today to get to know University of Nebraska-Lincoln Police Department,
- [00:00:16.000]what we are, who we are, and how we go about providing safety on campus to your student.
- [00:00:24.000]At the police department, we're made up of several divisions, the ones that you would typically see in a police uniform.
- [00:00:30.000]We go from police chief all the way down to officer. But our department contains a lot more than that.
- [00:00:36.000]We also house our own dispatch center, which helps with our records and reporting.
- [00:00:42.000]It also has our support staff of I.T., which has GIS, CCTV and building access.
- [00:00:49.000]We also have CSOs who work overnights within the residence halls.
- [00:00:54.000]And so they're just another set of eyes and ears for the police department, which help us provide a safe environment.
- [00:01:02.000]UNLPD follows several philosophies as we go about our duties of providing safety on campus.
- [00:01:09.000]We view ourselves as being accountable and responsible to the community and the public.
- [00:01:14.000]We constantly participate in training and professional development so we can enhance our level of service to your students and we are guided by
- [00:01:24.000]policies and written directives that we review periodically so we are complying with the law, the Constitution, but more so to provide better service and trust with the university community.
- [00:01:39.000]We are accredited with a commission on the accreditation for law enforcement agencies.
- [00:01:45.000]We also believe in strong community partnerships here. We have CSOs, as we mentioned before, which are in the residence halls, but we also have liaisons
- [00:01:54.000]Officers that partner with different entities on campus, such as the Greek organizations and the child care center.
- [00:02:01.000]We also try to host a police citizens academy to meet and educate people on campus on how police operations work and how people can get a different point of view when it comes to law enforcement and how we interact with our community.
- [00:02:17.000]We believe these relationships increase our productivity on campus and also create a safer environment.
- [00:02:24.000]Colleges are prone to certain types of crimes just due to the age of the population and the nature of a college campus.
- [00:02:37.000]Following here are some of the offenses that we see most often that while they may not be the most serious and they don't have the greatest risk of harm or damage, they are common.
- [00:02:48.000]Petty larcenies, online fraud of various types, and substance use that is illegal per Nebraska laws such as alcohol and marijuana.
- [00:02:54.000]Ways that your furture student can contribute to a safe campus.
- [00:03:02.000]Lock their vehicle at all times when they park it.
- [00:03:06.000]Lock the doors to their room.
- [00:03:10.000]Hide valuables from sight inside the cars and inside dorm rooms.
- [00:03:14.000]And never leave property unattended, even if it's going to be just five minutes to use the restroom.
- [00:03:20.000]That provides an opportunity for those to be stolen.
- [00:03:24.000]Residence hall security, although Nebraskans and the UNL community are known for their politeness and holding doors open for others,
- [00:03:31.000]that is how unauthorized people can enter buildings.
- [00:03:34.000]And we encourage everyone to have a person following them scan their card just to ensure that they have access to that building.
- [00:03:42.000]Finally, having property registered with us documents the serial number, the make and the model, and we can even upload a picture.
- [00:03:49.000]And then if in the unfortunate event that item is stolen, we are able to check that.
- [00:03:54.000]Local and national databases and see if it has been recovered by another agency.
- [00:04:01.000]A couple other items we want to touch on when it comes to crime prevention is a couple of things that we see on campus in a very regular occurrence.
- [00:04:09.000]One is bicycle theft. There's a lots of bikes at the beginning of the year that come onto campus and it becomes kind of a high concentration.
- [00:04:18.000]And then the people that attempt to steal these, they just know they're here. So a couple of things you can do.
- [00:04:24.000]With your student as they come to campus or students yourselves can make it safe.
- [00:04:28.000]A. make sure you do like it. Lock it up to a bike rack that's on campus and also make sure it's locked up properly.
- [00:04:35.000]Use a high valued or high structured block instead of something that's just like cheaply made.
- [00:04:41.000]And it's not doesn't have the the ruggedness that we're looking for.
- [00:04:46.000]And then also make sure that you lock it up through the tires, through the frame, because, again, for some convenience, a lot of the companies have
- [00:04:54.000]the quick release tires. But if you just lock up the tire, unfortunately, our criminals are smart enough to know that they can take the tire off of one bike and put it on another bike.
- [00:05:04.000]And then they have a whole bike and they've left two victims with just pieces of bikes.
- [00:05:09.000]So make sure you do lock it up to one of the racks on campus. Try to make sure it's a well-lit area.
- [00:05:14.000]And then, as Captain Baker said, make sure you register your bike with us here on campus.
- [00:05:18.000]at the police department. The next one is fraud that we see a lot here. There's a lot of technology out there.
- [00:05:24.000]We're seeing phishing, sex extortions that are on campus. So if it seems too good to be true or you're meeting someone for the first time and it seems to be progressing in a manner where they want photos or something in a real quick manner,
- [00:05:36.000]that could be a telltale sign that it's maybe a fraud and someone's going to try to take advantage of the situation in a way to to financially burden you.
- [00:05:46.000]So just make sure that you're paying attention. If you get something online and you're just questioning if it's real or not, you can always come to the police department.
- [00:05:54.000]Ask us about it.
- [00:06:00.000]We always encourage the UNL community to report crimes to University Police Department.
- [00:06:06.000]We use a victim centered and a belief based approach on all of the crimes that are reported to us.
- [00:06:13.000]And we believe that the victim is in control of what happens.
- [00:06:17.000]Sometimes folks choose to pursue an investigation and wish to press charges.
- [00:06:22.000]Other times they want us
- [00:06:24.000]to be aware of it, but not necessarily proceed with an investigation.
- [00:06:29.000]Throughout all of that
- [00:06:32.000]the victim is in control. We want them to dictate what happens because they're the ones that experienced that crime.
- [00:06:40.000]And we want them to.
- [00:06:43.000]That we want them to have control.
- [00:06:46.000]These are some of the offenses that are reported to us directly. Others are reported to CSA's campus safety authorities on campus.
- [00:06:54.000]All the all the crimes that we investigate.
- [00:06:59.000]We do that to the fullest of our ability and we will let the student know at the at the conclusion what we found.
- [00:07:08.000]As far as sex based offenses, we do use a survivor centered and a belief based approach.
- [00:07:16.000]We also partner with our other units on campus to provide services and
- [00:07:21.460]resources to that student. Some of the other services we provide here on campus other than
- [00:07:28.490]our normal patrol is we also provide the Husker Safe Walk. So if your student ends up studying
- [00:07:34.510]late or someplace on campus and they need to get back to their residence hall or to their car on
- [00:07:38.750]campus, they can call the police department and we will send either an officer or one of our CSOs
- [00:07:44.130]to escort them where they need to get so they don't have to walk alone. We also during that
- [00:07:48.490]time try to educate them on how they can try to be safe on campus. We also offer safe exchange
- [00:07:54.310]zones. So if you're trying to sell some merchandise online through someone you don't know,
- [00:07:59.130]you can come to the police department or an area on East Campus where there's a recording,
- [00:08:05.570]it's well lit, and we've identified those on campus. We also run the UNL alert on campus. So
- [00:08:12.170]if there is a major incident, whether it's weather related or human related, that's where your
- [00:08:18.170]student can get notifications on what the police department, what actions they should take and what
- [00:08:23.530]they should do on campus. So we highly recommend before your student comes to campus that they
- [00:08:28.250]register for the UNL alert. We also provide firearms and weapons storage here at the police
- [00:08:34.370]department. So if you're an avid outdoorsman, you can bring that and store it here. They're not
- [00:08:39.510]allowed on campus. So there's state statute and stuff that regulates that, but we can store it
- [00:08:45.130]here on campus at the police department.
- [00:08:47.850]We also, as we mentioned before, have our property registration. So that way,
- [00:08:52.130]if you're bringing high valued items, we necessarily don't keep serial numbers and
- [00:08:56.590]that kind of stuff. But if it does go missing, that's a great way for us at the police department
- [00:09:00.850]to try to identify it if it gets pawned or sold someplace else. So we like to have those there.
- [00:09:05.850]It's a one-stop shop. You can come register your items at the beginning of the year,
- [00:09:09.250]and then you can kind of forget about it. And if we need it, you can tell us that it's registered.
- [00:09:12.950]We can go locate the items, get the serial numbers off of them, and then proceed with what we needed
- [00:09:17.530]to. We also host the lost and found here on campus. So a lot of items come to that.
- [00:09:22.370]Again, with technology, we've updated that. So it's an online system that you can see what
- [00:09:27.150]items are turned into us. You can check to see if your key fob, AirPods, whatever it may be,
- [00:09:33.090]has been turned into us and locate that here. We also provide safety presentations across campus.
- [00:09:38.890]So if you're a student or you're the student yourself, and you want to have a safety
- [00:09:43.050]presentation by the police department, whether it be active threat, alcohol safety,
- [00:09:47.210]personal safety, we offer those so you can reach out to the police department and have that provided.
- [00:09:52.590]For the parents, some conversations that you should have with your future student
- [00:10:00.690]will help them be successful and safe on campus.
- [00:10:05.010]Students should know and understand their surroundings and know where they're at at all
- [00:10:11.010]times, walk with others, and if they're in unfamiliar surroundings, and
- [00:10:16.890]know how to get help, know our phone numbers, know where we are located.
- [00:10:22.190]Of course, an emergency 911 is still the best way to summon emergency help.
- [00:10:28.210]We work with Lincoln Police Department.
- [00:10:29.850]So no matter where they're at in Lincoln, we can get them the help that they need.
- [00:10:33.670]Consuming alcohol as a minor and ingesting marijuana are both still illegal in Nebraska.
- [00:10:40.670]However, we understand that consuming,
- [00:10:46.570]substances is a choice that students will face.
- [00:10:49.270]If students choose to partake to those, it is imperative that they are responsible while doing so.
- [00:10:53.910]In Nebraska, students can be in violation of minor possession of alcohol just by having
- [00:11:00.950]alcohol in their body, by consuming it previously.
- [00:11:03.650]However, our officers do use discretion when choosing between sanctions,
- [00:11:08.690]whether it be university-related or a criminal citation.
- [00:11:12.010]Another crime that we see a lot on campus that involves
- [00:11:16.250]students or minor vehicle crashes, if a student hits another vehicle,
- [00:11:20.310]regardless of where it happens, regardless of how much damage,
- [00:11:23.590]they are required by law to leave their information,
- [00:11:26.110]including their name and a way to contact them, a phone number.
- [00:11:32.150]We at the police department can assist in that process if needed,
- [00:11:36.270]but it can be as simple as leaving a note on the car.
- [00:11:38.870]By contacting university police, however, they can be assured that
- [00:11:43.470]the note won't fall off and that they are following everything that
- [00:11:45.930]they need to do.
- [00:11:46.690]As we mentioned before, phishing and job scams are common online
- [00:11:51.970]and for college students.
- [00:11:54.250]We encourage students to know who they are talking to online.
- [00:11:57.770]And as a general practice, just best never to send any photos of
- [00:12:02.170]themselves on the Internet.
- [00:12:03.170]Assume that anything sent on the Internet will be made public.
- [00:12:07.310]Sending nude or partially nude photos to someone that they just met
- [00:12:10.730]online is often used to turn around and extort them for money,
- [00:12:13.810]and it can be a devastating experience
- [00:12:15.610]to a student,
- [00:12:16.850]and we want to do anything we can to prevent that crime from happening.
- [00:12:20.090]Students, regardless of gender,
- [00:12:23.070]should know what sexual consent means and how it relates to sexual activity.
- [00:12:27.470]Students should know how to ask for consent,
- [00:12:30.270]how to give consent, and how to withdraw consent.
- [00:12:33.530]They should know the reporting options.
- [00:12:35.270]If something were to happen that they feel unsafe,
- [00:12:37.730]or if they are in a situation that they feel is uncomfortable,
- [00:12:42.230]they should know how to get help for that,
- [00:12:44.330]whether it's from the police department,
- [00:12:45.550]or from their friends.
- [00:12:46.650]Consent should never be assumed as given from a partner.
- [00:12:51.330]Finally, we encourage students and parents to call us
- [00:12:54.790]with any questions or concerns before the emergency happens.
- [00:12:58.290]We are here to help work with students
- [00:13:00.350]and help them succeed to be safe on campus.
- [00:13:02.630]So a couple highlights that we want to cover
- [00:13:09.350]before we get out of here is,
- [00:13:10.830]before you get to campus,
- [00:13:12.190]make sure you register your property with us.
- [00:13:14.650]That's a huge thing.
- [00:13:15.530]That can help your student and us
- [00:13:17.750]if items do go missing.
- [00:13:19.510]So we highly recommend that happen.
- [00:13:21.310]The next thing is just to make sure
- [00:13:23.190]your student signs up for UNL Alert.
- [00:13:25.130]Now, parents, this is mainly for the students
- [00:13:27.890]because there are limitations to the system.
- [00:13:30.430]So if you live out of town, out of state,
- [00:13:33.610]and you try to register for this,
- [00:13:36.550]it will grab your phone number
- [00:13:38.530]before it could grab a student's phone number
- [00:13:40.930]and send a message to.
- [00:13:42.610]And so now you're taking someone's spot.
- [00:13:44.390]So we highly recommend
- [00:13:45.510]that you let your students sign up for the UNL Alert
- [00:13:48.990]and don't try to get into the system
- [00:13:50.750]and take someone else's spot.
- [00:13:52.690]But parents, there are other ways
- [00:13:54.290]that you can get the information.
