- [00:00:00.000]Well, good morning, everybody. It is the top of the hour. So we are going to go ahead and start. We are recording this session today for those who might not be able to watch. And as in the past, we will put these on the website.
- [00:00:18.280]So welcome to MVP Series 2. Just to give you a little bit of framing and background on what we're doing and the process that we've been using.
- [00:00:31.580]If you remember, a year ago, we started a conversation with a group of people to really be thinking about how do we add value to extension programming?
- [00:00:42.820]How do we really make sure our work is meeting the needs of our clients?
- [00:00:48.080]Clientele and thinking about new ways to do that and making sure that we're really thinking about it in the bigger picture.
- [00:00:56.500]What are the new strategies for teaching we should be using?
- [00:00:59.500]Which parts of the delivery process do we need to be thinking about and perhaps changing up?
- [00:01:05.860]How do we reach new audiences in different ways?
- [00:01:09.680]How do we also, at the same time as all of this, think about new opportunities for securing resources for some of these programs?
- [00:01:18.060]So that team met diligently last January, so this was 2024, through all about this time and came up with sort of a plan.
- [00:01:31.440]And then last year, 2024, we started doing the MVP series.
- [00:01:36.980]I think in about May we started.
- [00:01:38.960]And so every couple of weeks we had different topics that we covered around revenue generation, around adding value.
- [00:01:45.960]We talked to Kristen Hoska from the foundation about how they could help us do that work.
- [00:01:51.420]We had spreadsheets that John Wester worked on so we could really look at what the true cost of our programming really was.
- [00:01:59.780]And all of you actually did a phenomenal job at that.
- [00:02:04.860]We are moving the needle.
- [00:02:07.500]We know that we have some programs that kind of went through an overhaul and are looking at new ways of doing things.
- [00:02:15.220]We know we had some programs that looked for some outside funding.
- [00:02:20.260]And so we had new sponsorships come into play.
- [00:02:24.640]And sometimes it came as like an underwriting.
- [00:02:27.220]Sometimes it came as a help in supporting the costs of our staff, of our educators, of our staff time to do the work.
- [00:02:37.140]In some of these cases, it meant looking at new audiences and how we get our content to them in a different way.
- [00:02:44.040]Sometimes we put things online.
- [00:02:45.800]Sometimes we did things that were back to face-to-face or some kind of hybrid.
- [00:02:50.440]But the whole idea about making sure that the programs that we're doing and spending our time on are the most useful to our clients and really meeting their needs.
- [00:03:01.600]So that's kind of the background on where we've been.
- [00:03:05.020]So great job at that.
- [00:03:06.620]And as we brought the group back this last winter and said, okay, we did good at that.

- [00:03:20.100]And we could continue to do more of this because it's an ongoing process.

- [00:04:54.240]The whole goal is to help you think about processes and opportunities for maximizing
- [00:05:03.520]value and programming and give you the skills and whatever you need to make that happen.
- [00:05:08.040]So as we go through this, if there's things that you need,
- [00:05:12.020]that we can help you do, we can help you do that.
- [00:05:12.260]If there's things that we're missing, make sure you bring those up and we'll build them
- [00:05:14.800]into the agendas.
- [00:05:16.740]We're starting today just talking a little bit about some updates and an overview, some
- [00:05:22.860]of the things that we've learned from your work, some financial updates from what we
- [00:05:27.960]know today about Nebraska Extension financing and the university and some of our future
- [00:05:33.420]plans.
- [00:05:33.980]We're going to be talking about user fees.
- [00:05:37.960]Last year, if you remember, our finance team did an
- [00:05:42.020]amazing job of redoing the financial handbook and all the pieces and parts.
- [00:05:46.820]So we'll be highlighting some of those pieces where there have been some questions or things
- [00:05:50.680]we just need to have reminders of, how to use resources that you're garnishing from
- [00:05:56.280]some of the programs that you're doing, how to leverage those, that kind of thing.
- [00:06:00.260]We're going to talk about online courses and badging.
- [00:06:04.540]Some of you have embraced this already.
- [00:06:07.040]Some of you are still looking into it.
- [00:06:08.960]Some of you might not have thought about it very much, but what does that look
- [00:06:11.780]like? We have a fairly robust and getting more robust online course system here at
- [00:06:18.380]the university that's NU system based.
- [00:06:21.740]And Angie Rushman, as many of you know, who used to work for us, is leading that effort
- [00:06:26.360]now with their team.
- [00:06:27.380]And so that's great that we have her in place and we have some examples there that we
- [00:06:31.820]can share things that are happening.
- [00:06:33.380]Why not spend some time really talking about examples of MVP programs and what you've
- [00:06:40.160]done? So we're going to be looking.
- [00:06:41.540]Actually here for some volunteers and we'll be calling on some of you.

- [00:06:49.160]We're looking at what worked, what might not have worked, what you tried and you came
- [00:06:53.960]back and said, OK, this this isn't going as well as we'd hoped.
- [00:06:57.380]And we also want to look at some of those from other states, too, right?
- [00:07:01.960]Because we know other states, some of them have been doing this work for a long time.
- [00:07:05.460]Some of them are in situations where educators do have to raise their own salary
- [00:07:11.300]since we want to look at some examples, see what we can learn.
- [00:07:14.120]And then we're going to go back and really look at the tools again of the revenue
- [00:07:18.380]generation model tools that we've got online now.

- [00:08:59.740]Well, I'd just go and say I want to say to the group, thank you so much for your efforts and your openness to trying something new and in an area that we need to actually move farther.
- [00:09:18.940]Again, from my standpoint, as your dean, I'm very pleased with the efforts the system has done.

- [00:09:29.520]And like Kathleen said, we'll get more into it, but I just want to offer thanks to the whole system of being willing and able to think differently and to implement different ways of doing things.
- [00:09:41.800]We in Extension have always been adaptable, and that's the name of the game for us as we move forward because we've been hit with disruption since the mid of January, and I don't see much of that changing for a while.
- [00:09:57.080]So that just means we need to do.

- [00:10:11.080]We're going to shift now a bit and talk a little bit about the state of affairs that we know related to the university budget, and we're going to preface all of this by saying, it continues to change, probably hour by hour.
- [00:10:26.080]So, Charlie I'm going to turn it to you.
- [00:10:29.080]I'll get to your question.
- [00:10:31.080]Thanks, Kathleen. And, you know, I think Vice Chancellor Boehm has done a really good job of communicating, as he sees on the budget, and then therefore, I've been trying to communicate where we're at so phase one we called it phase one for INR.
- [00:10:49.080]INR had to come up with about, the number is about 1.2 million to finish out phase one that there was a structural deficit.
- [00:10:59.080]And so for extension, they had started with, we might have to come up with 750,000, it could be 600,000, I think it was around 633,000.
- [00:11:10.080]And the way we did that is we had really slowed down filling positions.
- [00:11:19.080]And so we may have made our commitment for phase one.
- [00:11:23.080]Dave and I we have not received information back of, are we actually going to close.
- [00:11:28.080]And what that takes is about 10 positions that are currently open.
- [00:11:34.080]And we've been holding positions for a while.
- [00:11:37.080]We've been strategically filling those that really need to be filled, especially if we have only one educator in a county.
- [00:11:44.080]You know, those are probably pretty high priority for us.
- [00:11:48.080]And we've asked others where people have had to expand their accountability region to help cover.
- [00:11:57.080]We have been working with the engagement zone coordinators in the program area leaders to think about what do we have to do?
- [00:12:06.080]What would be some other ways to accomplish still meeting the needs and desires of Nebraskans?
- [00:12:12.080]We may not be able to do all the things that we have done in the past.
- [00:12:16.080]And so I feel pretty good about that. So anyway, we made we made phase one that was due by now to be implemented.
- [00:12:26.080]That had to be done by July 1st. And so we think we've got that all done.
- [00:12:30.080]Now there's also phase two that comes in and Vice Chancellor Boehm had talked about that.
- [00:12:37.080]That's about $20 million for the entire UNL.
- [00:12:43.080]And so what does that mean? How does that affect us?
- [00:12:47.080]I do know that the vice chancellor and the interim vice chancellor, Tiffany Heng-Moss, were at an ELT meeting this morning.
- [00:12:55.080]They got called up early, probably got called yesterday and said be at this place at 8:00.
- [00:13:00.080]I don't have the details, but I do know that as an organization, the big university, regardless of what the governor's budget and what the unicameral are dealing with, there is about a $20 million structural deficit within UNL itself.
- [00:13:17.080]And so how do we deal with that? That's what the discussions are being.
- [00:13:24.080]It's very clear to the to the vice chancellor Bain and also to Dean Tiffany Heng-Moss that extension has done its share of cuts.
- [00:13:36.080]There's no guarantee that we won't have to even tighten our belts further.
- [00:13:41.080]But we we they know that from my point of view, extension has done what it needs to do.
- [00:13:51.080]And so I'm going to be holding that line pretty firm.
- [00:13:53.080]As we move forward. And that brings up then this whole thing, which you started over a year ago.
- [00:14:03.080]How do we supplement or how do we add back into our ability to offer outstanding programming to our stakeholders?
- [00:14:14.080]And this is where it goes. We really need to think about philosophically.
- [00:14:18.080]Our programming has to add value to people's lives.
- [00:14:22.080]So much value that they're willing to pay some type of remuneration or someone else underwrites.
- [00:14:30.080]And I was at a meeting last week with a researchers group and they used the word free and I stopped them.
- [00:14:37.080]I said, there's no such thing as free. Not even in research is there anything free.
- [00:14:42.080]It's underwritten. We need to really change our vocabulary that no matter what we do, somebody has underwritten it, whether it's the Nebraska taxpayer,
- [00:14:51.080]whether it's a federal grant, whatever, everything is underwritten by someone.
- [00:14:57.080]And we need to get that across so people don't think, well, it's just free.
- [00:15:01.080]No, nothing is free. I'm trying to think if there's anything else I wanted to bring up.
- [00:15:06.080]Dave, if there's a point I'm missing, I just want to, again, come back to we actually started this ahead of the curve.
- [00:15:16.080]And I really appreciate the Extension leadership team for their,
- [00:15:20.080]their strategic thinking on this of how to get ahead of this because we could see this coming.
- [00:15:29.080]And so I again, it comes back to you. You're the ones who implement this.
- [00:15:34.080]You're the ones who carry it out. I just want to say thank you very much.

- [00:15:45.080]Charlie, I don't really don't have anything to add. I think just we just have to remain agile.
- [00:15:49.080]I mean, that's the name of the game right now. Right. And Charlie, I think you made a really good point just a second ago.
- [00:15:54.080]And that is whereas it might the system might be viewed as being sort of in paralysis, like no decisions being made.
- [00:16:02.080]Extension has tried to go on offense, as Charlie's mentioned many times, and just be proactive as we can be as we pay attention to what's happening, not only at the federal and state level, but the county level as well.
- [00:16:14.080]So and actually, Charlie and I are meeting with NACO, a couple of NACO leaders in the county.
- [00:16:18.080]We're going to be meeting with a couple of NACO leaders in a couple of weeks here, just to talk about county budget situations and what's happening in the legislature that's impacting them, and how that plays into our situation as well.
- [00:16:28.080]So stay tuned and keep doing good work.
- [00:16:31.080]Right. And so I just want to -- just so you're aware, so the Nebraska Association of County Extension Boards, NASEP, has been very active for the last six, nine months.
- [00:16:44.080]They have met with President Gold three times at least.
- [00:16:47.080]You have outstanding leaders coming from your stakeholders in your relationships.
- [00:16:52.080]Many of you are lead educators out there.
- [00:16:55.080]It is paying dividends.
- [00:16:57.080]They created a -- I would say a full court press in the last two weeks to members on the Appropriations Committee.
- [00:17:06.080]And if you go back two weeks, the rhetoric was, well, there's just going to be a 2% cut.
- [00:17:13.080]Notice what came out now.
- [00:17:16.080]At least it's a positive 1.25%.
- [00:17:18.080]Okay.
- [00:17:19.080]It's not where gold wanted to be at 3.5%, but it's positive.
- [00:17:23.080]Well, this is also dean banquet season.
- [00:17:27.080]And so I was at three banquets this week.
- [00:17:30.080]And that's part of the job.
- [00:17:32.080]And I talked to some state officials.
- [00:17:35.080]And it was interesting that they said, Charlie, don't give up hope.
- [00:17:40.080]This ain't over until it's over.
- [00:17:42.080]And so we will continue to encourage nationals.
- [00:17:45.080]And to encourage NASA to keep the pressure on.
- [00:17:48.080]Just because it came out of appropriations doesn't mean that's the final word.
- [00:17:52.080]So you work for an organization that has incredible connections across this whole state.
- [00:17:58.080]And I can tell you from my point of view, I'm not quitting until the final gavel is --
- [00:18:06.080]I think they used the terminology sine die in June.
- [00:18:11.080]But we are going to keep a full court pressure on.
- [00:18:14.080]We're going to keep playing offense.
- [00:18:16.080]We're going to keep pressuring the system.
- [00:18:18.080]But this is part of it, what we're doing here, talking about MVP.
- [00:18:24.080]We also need to think about, as President Gold talked about, we want to be extraordinary.
- [00:18:29.080]Okay, let's think about ourselves.
- [00:18:32.080]How many of us truly have extraordinary programming out there?
- [00:18:36.080]We're very good. We are.
- [00:18:38.080]But what does that mean in your mind to think about what is extraordinary programming?

- [00:18:56.080]Just a couple other things to add to that, and then we want you to be posing your questions, too.
- [00:19:02.080]The Family Youth Community Partners met last week, and they actually met Wednesday when the Appropriations Committee was doing its back and forth.
- [00:19:09.080]So you can be sure our stakeholders are in the room.
- [00:19:12.080]are in the room talking to state senators.
- [00:19:15.230]And we've tried to be as crystal clear as we can about what that means if we start taking
- [00:19:20.990]some cuts on the extension side of the house and what we've already cut and what that needs
- [00:19:25.390]to look like down the road.
- [00:19:26.570]So I think our stakeholders are pretty well tuned.
- [00:19:30.190]And thanks to all of you for helping inform them and really highlighting our best work
- [00:19:35.690]and saying what it looks like if there's cuts to the university, because that means cuts
- [00:19:41.030]to extension.

- [00:19:51.150]One of the things we've been able to do in extension is make it through the first round
- [00:19:56.870]of cuts without riffing any employees.
- [00:20:00.490]And that has not been true of our counterparts, even within the institute.
- [00:20:07.430]There are some riffs that have had to go on.
- [00:20:09.430]So we appreciate the strategic planning that all of you have helped us do.
- [00:20:14.090]And being able to be patient as there's been a pause on positions.
- [00:20:19.350]But because of that, we haven't had to do any real riffs.

- [00:22:14.010]Round one, we were solid, but as Charlie said before, we're moving into phase two.
- [00:22:18.030]And Charlie and Dave, I don't know if you have more insight into either of this, but, you know, the regents met on Friday, and we saw a couple of things there happen.
- [00:22:27.870]One is the salary increases for our unionized campuses were announced, and those are at, like, that 5% level.
- [00:22:38.210]So that's going to have to fit into the whole budget too, right, because that's a given that they'll do the 5%.
- [00:22:43.990]The UNL budget situation doesn't get decided until June because we're not a unionized campus, but the system still has to cover those unionized campuses.
- [00:22:54.350]So that'll be one piece of the picture that happens.

- [00:25:13.890]If you go back two or three years, we have 15 or 20 positions open at any given time.
- [00:25:17.950]Fortunately, that's slowed down, but we have that flow going on.
- [00:25:21.730]And so as we slow or we pause, we decide that we're not moving forward with certain positions for now.
- [00:25:26.810]I know that's really difficult if it's in your backyard, but just realize it's a betterment for the good of the entire system when we're doing that.
- [00:25:35.350]And I know it's always hard when it's happening locally, but just keep that in mind.
- [00:25:40.010]And then the other thing that I'll tell you has really made a huge difference in the last, I'd say, year.
- [00:25:43.870]So you're aware of situations where we have partnerships with other agencies who are paying 50%, 75% of educator positions.
- [00:25:54.870]Whenever we do salary savings and buy out of positions, parts of positions, that's part of this.
- [00:26:00.810]We've had foundations that have purchased like a 25% of a couple of educators' positions for three years.
- [00:26:06.370]Every time we have other agencies or organizations buying out faculty time, that's direct budget savings.
- [00:26:13.850]So we have probably gained, I don't know, two and a half or three positions in the last two years just by doing that.
- [00:26:21.270]So keep your eyes open for those types of opportunities.
- [00:26:24.450]That's huge in helping us mitigate the circumstances.

- [00:26:56.210]had a question with me last week, I think, about the public health departments across
- [00:27:07.070]the state and had some information about like different funding that they provide.

- [00:27:19.750]You had talked about that possibly we could get funding like that they could help buy
- [00:27:24.430]out some of our time and that we could be working with them on on some things that maybe

- [00:27:43.790]New to extension, but has been working with UNMC and anyway, it has a little bit of knowledge
- [00:27:51.610]kind of about some different ways that people are getting funded.
- [00:27:55.310]And you don't have to say anything, but I was curious if you did have a thought if maybe
- [00:27:59.310]this would be something to share and get people's thoughts on.
- [00:28:03.550]Sure.
- [00:28:04.550]I mean, I do know UNMC has a public health like practice where they assist local health
- [00:28:12.110]departments with their community.
- [00:28:13.770]Community health needs assessment and community health improvement plans.
- [00:28:17.770]I think now they're also partnering with their evaluation.
- [00:28:21.790]So they're kind of outsourcing that to also something within the UNMC College of Public
- [00:28:26.950]Health.
- [00:28:28.090]And so I don't know if there's a way that we can either partner with the College of
- [00:28:33.210]Public Health and looking at providing those services.
- [00:28:36.610]Or if there's a way that we try to branch out and provide that service at more of a
- [00:28:43.750]cut rate, and then public health departments potentially might be willing to work and try
- [00:28:51.410]something new, we'll say.
- [00:28:59.150]And I just brought that up because I'm wondering if we need to kind of be looking at what things,
- [00:29:04.450]because we are uniquely local and we're connected in different places, you know, we span across
- [00:29:10.810]the state, are there current partnerships?
- [00:29:13.730]That organizations are having with an entity that's, you know, 200 miles away where we
- [00:29:24.850]actually might be better to serve that, or do we find ways to build more kind of collaborations
- [00:29:32.690]where maybe we all come together, maybe a visitor center or economic development and
- [00:29:38.130]extension and finding just different ways to.
- [00:29:43.710]To connect, collaborate, and I don't know, I just am ending that sentence there, but
- [00:29:52.210]that made me think kind of.
- [00:29:55.710]So I'll just put a yes, we're working towards that one of the things we found out though.
- [00:30:01.430]And and again, it's all change, right? One of the things we're finding out that there's
- [00:30:07.470]can be a little bit of difficulty in actually working with you and MC, not in philosophy
- [00:30:13.690]but in business wise, and it works both ways. And so I think that's one of the things that
- [00:30:20.410]the whole entire system has to work out, figure that out to make it easier for say, extension
- [00:30:25.990]to work with you and MC seamlessly rather than having to go through two different business
- [00:30:30.070]offices, and things like that. We're not there yet. I just want to think there's some people
- [00:30:34.610]on this call today who have done it and are working through it. And I just want to say
- [00:30:38.950]thank you. Thank you. Thank you. Because it's difficult. It plain old is it's not easy.
- [00:30:44.470]But we're going the extra mile. But yet we're documenting what we're doing. So then if we ever
- [00:30:49.690]get the chance, somebody says, well, how can we increase the efficiency? We can go, here's a good
- [00:30:53.970]way that we've lived it. And this would be really good to change. And we can. But we have to
- [00:30:59.530]document that. We have to live it and document it and be ready.
- [00:31:02.830]Really good question. Good idea. And, you know, we've tried to be pretty strategic in extent
- [00:31:13.650]to that. And I think that's why we have two health educator positions that are statewide now
- [00:31:18.530]that we didn't have before. So we're trying to be ready and poised for those kinds. We're having
- [00:31:23.970]the conversations now, but ready and poised. When does it make sense to actually make the jump? And
- [00:31:29.170]what does it look like to help others use our local footprint in a way that makes the most sense?
- [00:31:37.650]And as Charlie said, there's just lots of pieces and parts to that, as you can imagine.
- [00:31:43.630]Yeah, there's process parts. There's philosophy parts to that. We always want to stay on the
- [00:31:50.190]education side of the house versus the enforcement side of the house. So there's just lots of pieces
- [00:31:56.610]to be discussed. But those are the kinds of ideas we continue to look at. So thanks for bringing
- [00:32:01.310]those up and continuing to bring those up. And if there's opportunities to pilot some of those
- [00:32:06.070]things in various places, that's what we're looking for. Are there questions?

- [00:32:29.330]where it says revenue generation models and tools. Will we cover contracts possibly in that one?

- [00:32:43.590]to cover salary savings. We need to cover contracts. So if there's other things you

- [00:32:51.850]this conversation today. Yeah. I think that would be a great one to maybe add to that.
- [00:32:56.770]I also recognize, and I think it's important to go back to the fact that each one will be
- [00:33:02.890]unique and different, just knowing even the ones that I've done. So it's not a simple sort of
- [00:33:07.990]blanketed process for all, depending on what business goes through, but just some general,
- [00:33:13.570]what are some things that you need to consider when you're approaching those,
- [00:33:17.170]and who are some good people to maybe start with before we just dive into those conversations.

- [00:33:43.550]We want to share a little bit about, this is like part of the good news part of this, right?
- [00:33:54.890]The amazing work that you have done, excuse me, in revenue generation. And I'm just going to
- [00:34:03.230]report to you from the quarter that was September 1 through November of 2024. Okay, so
- [00:34:13.530]this was just from the first quarter that you did this work. You as a system generated $37,884
- [00:34:22.830]in MVP work, which is pretty darn impressive, folks. Like, kudos. That was just in the first
- [00:34:33.370]quarter when we were just starting to do this, when we were just starting to collect this.
- [00:34:37.070]And so congratulations. That ranged from some groups having
- [00:34:43.510]all about 8,000, some groups having a couple hundred, but we know that's a work in progress.
- [00:34:49.190]So think about if we can generate 40,000 a quarter when we're just learning this,
- [00:34:57.270]right? And we've done, some of you are great at this already, but some of you
- [00:35:00.350]were just figuring it out. If we can start that kind of revenue and we end up like for
- [00:35:05.530]four quarters, then we're looking at 160, 200,000-ish. That starts to be real dollars
- [00:35:13.490]that we can give back into the system that you can start using for R&D, potentially positions
- [00:35:21.670]down the road. Second quarter is about the same amount. Thanks, Dave. Great. We're going to do
- [00:35:31.230]this again in some of the other sessions, how you've been using some of that money. I was looking
- [00:35:36.590]the other day at how that money has gone out. If you remember, we developed a team account for
- [00:35:43.470]your MVP dollars to come back in, in each of the program areas. So there's one for ag profitability,
- [00:35:50.410]livestock systems, fort landscape environment, early childhood, 4-H youth development,
- [00:35:56.110]food, nutrition, health, rural prosperity, Nebraska, water and cropping systems. So there's
- [00:36:03.270]chunks, but each of you have an account. Each of the groups have an account.
- [00:36:08.090]And some of you have used that money to do professional development for your teams.
- [00:36:13.450]Some have used it to buy supplies. So like if you're going out and doing a program,
- [00:36:19.330]then you're using it for kits around that or whatever the tools you need to go out and do
- [00:36:25.870]that programming. Some of you are still thinking about that, which makes complete sense, getting a
- [00:36:31.270]little bit of a bigger pool before you go out and spend those funds. Some of you are using it for
- [00:36:36.270]some piloting of things. So that as we go forward is going to start to get even more
- [00:36:43.430]meaningful. And we just wanted to make sure that you knew like those are real dollars. Some of you
- [00:36:47.310]are actually spending those. The way to access those, that's decided at the team level. So
- [00:36:53.250]program area leaders are the ones to contact about that and figure out how it is those funds will be
- [00:36:58.650]used. Questions, comments about that?

- [00:37:24.650]will continue to go up as we do even more of that. So be thinking about, and this is just how we're
- [00:37:30.990]going to couch it for today. We won't take the whole time, but what are the kinds of things that
