- [00:11:22.220]sections that apply to what you're applying for so what's really nice about
- [00:11:27.860]this document is here at the very top if you click on any of the items that are
- [00:11:33.080]listed it'll take you straight to that so if you're not doing a technical
- [00:11:36.580]assistant project you don't need to read about the rules for technical assistance
- [00:11:41.180]so just read what is applicable to your project one thing to notice and when
- [00:11:49.140]creating your budget is the maximum amount that you can request so that's
- [00:11:56.060]right here for your housing development projects or your general admin $20,000
- [00:12:03.340]per application okay your housing management is going to be $5,000 per
- [00:12:09.700]unit it's pretty
- [00:12:11.160]common that we see people mess up this right here and they will ask for too
- [00:12:19.040]much or they'll ask $6,000 per unit or the math doesn't work out and we take
- [00:12:25.440]off points on the score team will knock off points for that because you didn't
- [00:12:28.900]fill it out correctly so I would hate to see anyone lose points on something
- [00:12:34.380]simple especially when there's so much subjective and objective information
- [00:12:41.140]so really double-check those numbers that these are correct and how much
- [00:12:46.720]you're asking for okay also something to think about I imagine most way
- [00:12:56.620]everyone's in congressional district 3 that's here today I would assume we
- [00:13:00.260]don't have anyone from Lincoln or Omaha or out east do we I was kind of under
- [00:13:06.460]the impression that everyone here is central or Western so what's different
- [00:13:11.120]this year is that an applicant can only serve one application can only serve one
- [00:13:16.520]congressional district so that really affects our our Eastern because
- [00:13:22.160]sometimes you know Omaha would be on the cusp of two of our more so that is
- [00:13:28.340]different and as a nonprofit we are seeing that the federal tax exempt
- [00:13:38.780]letters some of them
- [00:13:41.100]they're not being uploaded with very high quality we can't read the numbers
- [00:13:46.080]we can't tell maybe it's been photocopied too many times trying to
- [00:13:50.700]find that original so that when we're reviewing it we know for sure if you're
- [00:13:56.580]a nonprofit that your tax exempt letter is easy to read and that we're not
- [00:14:02.040]questioning it
- [00:14:03.500]if you are not if we're not able to verify that you are a eligible applicant
- [00:14:11.080]you will you will be taken out
- [00:14:14.620]ok you have to be a nonprofit or city for applying for these funds you can't
- [00:14:23.500]be a private developer on your own
- [00:14:26.580]another common thing that we're seeing is if you are the awardees that if
- [00:14:32.620]you've been awarded in the past you need to make sure that you have met these

- [00:14:37.900]otherwise we're going to have a really hard time understanding how
- [00:14:41.060]you can manage more funds if the funds you already have are behind so be
- [00:14:48.560]talking if you're in my region or Christie's region you know look to see
- [00:14:53.900]where your funds are at and make sure that you are an eligible applicant I'd
- [00:14:57.080]hate for anyone to go through all the work and then they end up not being an
- [00:15:02.300]eligible applicant
- [00:15:08.300]what kind of projects are people applying for this year is it
- [00:15:11.040]anyone does anyone want to be brave and open mic and tell me so I could kind of
- [00:15:16.080]if we're not doing any rentals I won't talk about rentals or if we're doing new
- [00:15:20.700]construction what what are we kind of looking at
- [00:15:24.820]Jordan are you guys doing an application this year yeah when I was going to do an
- [00:15:33.360]application for down payment assistance okay anyone else that's it just down

- [00:15:54.700]um and castlin you may or may not know if alliance is i don't that probably goes through hannah
- [00:16:11.000]uh i will let you guys know that the affiliation guidelines do change every single year so if
- [00:16:16.660]you've never applied and you study this and memorize every page which i don't recommend
- [00:16:22.180]don't put yourself through that stress it will change a little bit next year we go out for
- [00:16:28.340]we try to ask for feedback in the winter time around december and then that's our qualified
- [00:16:35.900]application and then we try to make those and make improvements for
- [00:16:40.980]the following year because we want to be able to serve our customers as best as possible
- [00:16:47.440]so uh if you know but if you are looking at maybe you're just learning about it now and
- [00:16:53.200]you'll want to apply next year take a look at this see okay you're interested in a rental
- [00:17:00.000]new construction maybe you want to put in a five plex uh you know kind of start to look
- [00:17:05.560]at what is budgeted for that what is allowed what expenses how much are you going to ask
- [00:17:10.960]for housing management are you going to ask for general admin what expenses are eligible in there
- [00:17:16.900]and then you'll be able to you know be prepared for the next year uh i would imagine if you wanted
- [00:17:24.340]to apply this year you would already know what you're applying for because the pre-application
- [00:17:28.680]is due next week uh if you're applying for more than one type of application so home buyer
- [00:17:35.960]assistance uh for one community and then maybe another community
- [00:17:40.940]are the same community they also want to do a rental project
- [00:17:44.720]so it is a pre-application is required for each project so you would um in your
- [00:17:54.840]ample fund account you would have more than one um listed there that you could click on
- [00:18:01.860]and work through uh something since we do have a home buyer oh where is it um
- [00:18:10.920]i would highly recommend i've gone in and looked at some
- [00:18:14.500]uh make sure that you are naming your application correctly
- [00:18:20.200]um that is a easy way to not lose any points so right here
- [00:18:32.780]is where we go over naming each and every type of project um and i think you get one whole
- [00:18:40.900]point for naming your project correctly which doesn't seem significant but the application
- [00:18:47.080]is a points right so you want to make sure you get every point that is available to you
- [00:18:54.380]so that you can make sure your project gets funded some of the application is subjective
- [00:18:59.380]so it is each year the score team is different they are educated about nebraska affordable
- [00:19:07.060]housing trust fund it's a diverse group but
- [00:19:10.880]it is still up to them how well they understand your project as to how well you're scoring
- [00:19:16.160]so do make sure that uh naming is done correctly it's here on page 19 and we give an example
- [00:19:23.460]of naming every single project type so well you have to competitive is the application
- [00:19:30.640]usually um in the past we've had around 12 to 16 million dollars to award out
- [00:19:40.860]um we've had anywhere from 60 to 80 applications and we can usually award out
- [00:19:49.820]i think it's about 15 to 20 applications
- [00:19:53.680]um it is competitive so that's why you want to not make any mistakes on the guaranteed one points
- [00:20:05.300]here one point there um it is a competitive
- [00:20:10.840]but what is really unique and really great about nebraska affordable housing trust fund
- [00:20:15.360]is that there is no required match you get points for match but it's not a requirement where it is
- [00:20:23.600]in rural workforce housing and so some excuse me
- [00:20:31.300]you know some communities can't come up with that match some of our non-profits can't come
- [00:20:40.820]understand that's why we have different requirements for different grants
- [00:20:44.920]and so you really want to and a lot of organizations find that nebraska affordable
- [00:20:52.200]housing trust fund is an easy place just easy being relative a place to start
- [00:20:58.760]when you're starting with state funding it's unique to nebraska it doesn't have the federal
- [00:21:07.840]overlays of some of our other projects that are federal funds
- [00:21:10.800]your housing rep is really great you know they're going to work with you as much as you let them i
- [00:21:19.360]mean we like to be involved in our projects anyone that knows christy mcclellan knows that she she
- [00:21:25.420]knows her projects in and out and uh and i try to as well and you know we we love the housing projects
- [00:21:34.480]and so we want to be involved so there's no reason why you can't be involved with your housing rep
- [00:21:40.780]know what's going on and um
- [00:21:44.940]so um there are you know every year there are some changes you know
- [00:21:53.220]specific to you know here or there you know um the amount
- [00:21:58.700]awarded this year did stay the same as last year um you know so you'll just need to go through
- [00:22:06.200]and pick out the sections that apply to you really um
- [00:22:10.760]and work through them um is anyone applying for technical assistance
- [00:22:16.020]to help grow their organization is that anything that people are interested in
- [00:22:22.660]uh that one's not uh it's part of Nebraska affordable housing trust fund it's not as
- [00:22:27.940]a common uh the fund is mostly used for building new construction single-family homes or you
- [00:22:36.580]know a housing development project but there are some funds available
- [00:22:40.740]to help grow your organization um you can put in that kind of application and maybe
- [00:22:46.420]you need to train staff purchase new computers you know you need to really specify how the
- [00:22:52.160]funds would help sustain the organization unfortunately the funds do not cover salaries
- [00:23:01.540]um so anyone that's currently employed they couldn't you know we couldn't use the funds
- [00:23:05.420]for that but some people have used the funds you know to help training gets additional
- [00:23:10.560]certifications for their staff so that's always an area to look at
- [00:23:15.100]yeah are there any questions or anything specific that people want to talk about it's
- [00:23:26.740]this is your time
- [00:23:27.740]does anyone who's applied in the past want to give examples of projects they've done
- [00:23:40.380]help others think about things they can apply for i'm pretty sure tc used this uh grant
- [00:23:48.840]to do the um northfield haven project we got five hundred thousand dollars to build 15
- [00:23:58.380]apartment units for adults with developmental disabilities so we have that in gearing which
- [00:24:05.240]is a huge need for our area and they are completely full
- [00:24:10.200]and so we're looking to potentially expand that and add more apartments it's just an
- [00:24:15.180]awesome thing that we have in our area i think the next closest one at least in nebraska
- [00:24:20.440]might be omaha so there's not a lot of places where you can have adults with developmental
- [00:24:26.000]disabilities housed so there's an on-site manager there's a community room there's a
- [00:24:31.200]community kitchen all sorts of cool stuff like that so we've used it for that project
- [00:24:36.560]and then other than that then just the down payment assistance
- [00:24:40.020]which is also a really cool thing that we offer to help people with repairs and also
- [00:24:45.660]down payment for their houses and that's income-based
- [00:24:49.940]jordan is this something that could help with the container home project or does that even
- [00:25:00.460]need any financing assistance
- [00:25:02.760]um i would assume
- [00:25:09.840]that aulic would probably not want to do this so i don't know though but it maybe it could
- [00:25:15.700]as long as it qualifies
- [00:25:20.340]so something to think about is the funds can't pay for anything that's already occurred so
- [00:25:27.800]it can only be reimbursement for what has occurred after the department has entered
- [00:25:35.280]into a contract with the applicant so
- [00:25:39.660]we so sometimes like what that could look like is say we're building some
- [00:25:48.220]apartments and you know we have two units one is ten units and ten units and
- [00:25:54.260]they're two under two separate rooms they have two separate addresses they
- [00:25:57.640]may share a parking lot that's fine but if unit phase one was to construct one
- [00:26:04.820]building that's fine and then if you're applying for NHTF funds for
- [00:26:09.480]phase two to construct that second building we could come in on that but we
- [00:26:14.400]can't reimburse for anything that's already occurred you know it would need
- [00:26:19.300]to be a new a new project within the contract period something to think about
- [00:26:27.880]when writing your application is it is a device a diverse group of individuals
- [00:26:36.940]that are scoring from across the state
- [00:26:39.300]which I think it really benefits that you know we're having people across the
- [00:26:43.900]state read these but they may not they're most likely not familiar with
- [00:26:49.420]every town in Nebraska I would be hard-pressed to find anyone that could
- [00:26:53.640]name all the towns in Nebraska so when you're writing about your community your
- [00:26:59.280]nonprofit what you're doing even if you've been awarded before you really
- [00:27:05.480]need to come into the application explaining who you are
- [00:27:09.120]to the person that is scoring like you're introducing yourself for the
- [00:27:13.200]first time it is I always say it's the right combination in between having the
- [00:27:18.740]right numbers so that your numbers work out and your hallmark story you have the
- [00:27:24.560]right amount of fluff the right amount about you know your community wants this
- [00:27:30.560]it's been talked about at City Hall meetings it has you know great response
- [00:27:36.820]we have three infill lots we
- [00:27:38.940]have you know whatever it is that you're going to be building that you have
- [00:27:43.800]community buy-in because the last thing the state wants is to invest in your
- [00:27:48.500]community if your community doesn't want us there which we don't see as much as
- [00:27:55.180]we used to but there there used to be that stigma and I'm sure we've all heard
- [00:27:58.860]it in affordable housing I don't want those houses in my neighborhood well we
- [00:28:05.060]produce a very nice product and you do you do
- [00:28:08.760]want these houses in your neighborhood because they're generating income
- [00:28:12.300]property taxes the sale of the house and they are very nice units you know we
- [00:28:18.360]have strict requirements for them and so we want to make sure that neighbors know
- [00:28:25.020]that and that communities that there's community
- [00:28:28.660]buy-in. Morgan, have you seen any unique projects like maybe remodeled nursing homes
- [00:28:39.370]into apartments or old school buildings or something like that? Yeah, Hastings did a old
- [00:28:49.610]garage like a where you take to where you take your car to get it worked on. It had two bays
- [00:28:56.190]on the main. It was a two bay building and then with an office space. And they kept the original
- [00:29:03.450]structure, gutted out the inside and added a second story and turned it into two apartments.
- [00:29:11.690]And so it was really interesting. It was kind of that 1950s art deco on the outside.
- [00:29:19.710]And then they continued. It's architecturally very interesting. And they were able to
- [00:29:26.170]do, it's a three unit, two bath kitchen living room. And so conversions, you know, we have
- [00:29:35.090]a lot of downtown space. And so that was a really interesting one. Wood River is working
- [00:29:40.570]on a conversion project this year. Or they were awarded last year, I should say. They
- [00:29:56.150]had a bar and these different rooms to it. And so they have really cool old tin ceiling

- [00:39:25.770]But with that, there's a caveat. How do you know that you need, everyone needs housing, okay? So that's, we all know that, okay? We're all in the housing world. We all know that there's a housing shortage. But how do you know that your community wants rentals? How do you know that your community wants a fiveplex? How do you know?
- [00:39:47.390]So either doing a housing study, a housing study light, doing a windshield survey, doing a survey at the fireman's pancake feed, whatever event that your community has that has a large population there, you can survey them and ask them about housing.
- [00:40:06.810]It doesn't have to be an over-the-top extensive document. It can be short and sweet.
- [00:40:16.370]But as long as it's data and that you can show that you listen to your community and the data is supporting what you want to build, what you want to apply for.
