- [00:03:50.940]So for just as a little education, for the development district,
- [00:03:58.040]we get our funding from a variety of sources.
- [00:04:01.680]One of our sources is membership funds from our counties and communities.
- [00:04:07.880]And that's at $1.50 per capita.
- [00:04:11.500]The counties pay for the rural population.
- [00:04:14.460]The communities pay for the rural population.
- [00:04:15.160]The communities pay for their population.
- [00:04:16.640]We receive some funds from the Nebraska legislature.
- [00:04:21.040]We have for about the last four years.
- [00:04:24.480]Up until about four years ago, we did not.
- [00:04:26.840]So now they're seeing the value of what we're doing
- [00:04:30.040]and they're wanting to help out.
- [00:04:32.260]Another source that we have, we call it EDA,
- [00:04:36.880]and it's the Economic Development Administration.
- [00:04:40.880]And it is part of the Department of Commerce.
- [00:04:44.860]And so we receive partnership planning grant funds.
- [00:04:48.040]In order to get those funds, we have to show a match,
- [00:04:53.320]a one-to-one match.
- [00:04:54.440]And so that's where the membership money comes in
- [00:04:57.060]and things like that.
- [00:04:57.960]So our partnership planning grant is just for us
- [00:05:02.820]to go out and do good.
- [00:05:03.880]That's kind of help these communities,
- [00:05:06.160]let's do some good.
- [00:05:07.380]So through the American Rescue Plan Act,
- [00:05:14.560]a number of agencies and entities have gotten funds.
- [00:05:17.880]And so now they're starting to funnel all this down.
- [00:05:20.600]And EDA is no different.
- [00:05:22.600]One, maybe I'll just go to the back here.
- [00:05:28.700]Okay, so one of their funding sources
- [00:05:37.160]is a Build Back Better program.
- [00:05:39.700]It is mostly some large construction,
- [00:05:44.260]projects, and that application is due next month,
- [00:05:48.720]October 16th.
- [00:05:50.220]So I know some people that are working
- [00:05:52.520]on those feverishly.
- [00:05:53.980]And there's a tourism.
- [00:05:56.840]We haven't really looked at that too much yet.
- [00:05:59.520]There's no application deadline.
- [00:06:01.380]But what we do know is that the tourism activity
- [00:06:08.220]needs to be owned, publicly owned.
- [00:06:10.660]And so, you know, we're looking
- [00:06:13.960]at what are some of those opportunities
- [00:06:17.460]for what do we have in our region.
- [00:06:19.980]The next one is economic adjustment.
- [00:06:23.340]It's due March of 2022.
- [00:06:25.360]It's for some long-term programs.
- [00:06:27.380]And I think it probably has a mixture of things.
- [00:06:32.680]And we'll talk about that in a little bit.
- [00:06:35.420]The state of Nebraska is receiving some funds
- [00:06:40.340]from EDA, a separate allotment of funds
- [00:06:43.660]and from what I've heard,
- [00:06:45.080]it is primarily tourism and planning.
- [00:06:47.940]It's up to the state as to how to distribute.
- [00:06:50.500]And I don't know all the details about the tourism.
- [00:06:54.440]I don't know that it's like hard, fast,
- [00:06:58.000]like construction projects,
- [00:06:59.700]maybe more like marketing type things,
- [00:07:02.480]but we're still unsure about all of the details with that.
- [00:07:07.000]So I'm going to go back up here.

- [00:07:13.560]whole whole communities that of course we don't qualify for.

- [00:08:15.340]Now Mike and Shelby and Brianna and I were on a call this morning.
- [00:08:21.420]We got together with all of our economic development directors in our
- [00:08:26.580]region.
- [00:08:26.920]We have 14 counties and we have,
- [00:08:30.000]and I haven't really counted them on my fingers.
- [00:08:32.900]We have about 10 economic development directors that are in our region.
- [00:08:37.380]And so we reached out and we had a call about two weeks ago.
- [00:08:43.260]Saying, okay, we've got some opportunities here.
- [00:08:46.580]What do we need in our region?
- [00:08:48.300]And one of the things that they really funneled down to was skilled
- [00:08:55.380]workforce, education, work, career opportunities,
- [00:08:59.080]trying to keep our young people in our region and
- [00:09:05.080]give them the education for the jobs that they can stay here.
- [00:09:10.660]And what kind of job, you know,
- [00:09:13.160]what kind of education do they need?
- [00:09:15.100]And so what we have in our region,
- [00:09:19.020]we are very blessed to have four community colleges.
- [00:09:24.980]Actually, we've got Northeast Economic,
- [00:09:27.380]or Northeast Community College, Central Community College is in Ord.
- [00:09:31.980]We have Mid Plains, which is in Broken Bow and Valentine.
- [00:09:36.280]And then we have Western Community College that serves the Western part of
- [00:09:41.060]Cherry County from Miami.
- [00:09:43.060]So what we're trying to figure out is how can we,
- [00:09:50.340]we know there's things that are going on individually in small pieces in our
- [00:09:56.940]region for career opportunities, maybe some internships.
- [00:10:02.160]And what can we do to bring everyone together to be able to create a
- [00:10:11.220]opportunities,
- [00:10:12.960]for our students or for people that are out of school that,
- [00:10:17.860]you know, they just don't know what they want, you know, and to do,
- [00:10:22.440]and what career opportunities are available to them and what kind of
- [00:10:26.780]education can we provide. So that's where we've kind of started.
- [00:10:31.120]We we had members of our little group provide some questions because we
- [00:10:38.660]kind of funneled down to a target of doing some,
- [00:10:42.860]surveys with schools and businesses to start out with.
- [00:10:45.700]And when I say schools, it was more like administration and counselors,
- [00:10:51.980]faculty, things like that. What are they seeing?
- [00:10:54.960]And then what are businesses needing? What are they looking for?
- [00:10:59.660]What kinds of things are, you know, are they needing?
- [00:11:02.660]Is that manufacturing? Is it trade?
- [00:11:05.320]Manufacturing trades in childcare were the three top kind of workforce needs
- [00:11:11.620]that,
- [00:11:12.760]that our group identified.
- [00:11:14.360]And so what we did was we put together some,
- [00:11:18.020]a draft survey for each one of those groups,
- [00:11:21.360]school and workforce.
- [00:11:23.140]And this morning at nine o'clock, we had our second meeting.
- [00:11:27.740]And so we reviewed some of those questions and survey questions and kind of
- [00:11:35.240]made a plan.
- [00:11:35.900]Our plan is going to be that we're going to get the surveys out to
- [00:11:42.660]our economic development directors for them to funnel out to schools and
- [00:11:49.260]businesses.
- [00:11:51.060]And for those communities that don't have that, then we're, as a district,
- [00:11:56.520]we're going to reach out to the communities directly,
- [00:11:59.200]but we're going to get these surveys out as quickly as we can and try to get
- [00:12:04.560]responses back by October 15th.
- [00:12:07.820]Because if we can't really do a lot,
- [00:12:12.560]until we know what the answers are that they're giving us.
- [00:12:16.300]Now we've talked about once we get those results,
- [00:12:19.720]do we need to do some surveying of our students?
- [00:12:24.140]And so while we're getting this, these surveys out,
- [00:12:28.540]we're going to start researching as to what kind of student surveys are
- [00:12:35.580]available. If that's, you know, if we're going to make that step,
- [00:12:39.080]what are community colleges doing right now?
- [00:12:42.460]Do any of them have apprentice programs or any internship programs?
- [00:12:49.500]Are schools working with businesses? Some are, some aren't, you know,
- [00:12:54.020]what do those programs look like?
- [00:12:56.820]Are there any models, you know,
- [00:13:02.300]that are out there that we could look at and do those include any like
- [00:13:08.500]incentives? How do we keep those kids engaged?
- [00:13:12.360]And, and continuing on. And so there's a lot of,
- [00:13:18.400]a lot of research that we're going to be doing in the next three weeks to be
- [00:13:24.960]able to pull a lot of that information together, just to know what's going on.
- [00:13:29.120]What we want to be able to do with all of this information is identify a path
- [00:13:35.280]that we think would be good for our region to to make some of the
- [00:13:42.260]these educational opportunities a reality.
- [00:13:45.520]We know that in
- [00:13:50.060]I've done some research with the Department of Education.
- [00:13:52.900]There are programs in some of the bigger towns
- [00:13:56.360]that are like a career academy.
- [00:14:00.000]My granddaughter actually went to the career academy,
- [00:14:03.160]went through that in Lincoln, and she was going to classes
- [00:14:08.660]in at Southeast Community College while she was in high school.
- [00:14:12.160]And it was part of that path.
- [00:14:14.020]And she's going to be a pastry chef, which is cool.
- [00:14:18.940]And so we want to be able to reach those kids when they're younger
- [00:14:23.660]and see how we can help them with their career path
- [00:14:28.480]and their education and keep them.
- [00:14:30.000]So our next steps really are to get those surveys out,
- [00:14:35.500]get the results, identify any potential interest by businesses, research.
- [00:14:42.060]Any programs that are existing and develop some partnerships
- [00:14:46.880]and see what we can do to apply for some grant funds
- [00:14:52.160]for this Good Jobs Challenge.
- [00:14:53.560]They can be some significant dollars.
- [00:14:56.280]It could be like a million dollars that we could apply for
- [00:15:01.540]to see what we can do in our region.
- [00:15:03.500]There's a lot of money being thrown at each one of these pots.
- [00:15:07.720]This is going to be an opportunity or grant
- [00:15:11.960]that would be considered on the national level.
- [00:15:18.820]Each one of the United States is broken up into different EDA regions.
- [00:15:27.300]Ours is Region 7.
- [00:15:29.120]There is going to be someone from Region 7
- [00:15:32.160]that is going to be on the scoring team on the national level.
- [00:15:38.280]They would be an advocate for us.
- [00:15:41.860]And so we're going to put our best foot forward.
- [00:15:45.380]I'm not an educator.
- [00:15:46.560]I will tell you that right now.
- [00:15:48.800]But we want to see what we can do
- [00:15:51.460]because everybody talks about this is what we need,
- [00:15:54.760]but how do we get it started?

- [00:15:58.560]but how can we do it in a big way?

- [00:17:13.360]I do know that in the Northeast part
- [00:17:16.920]for Northeast Community College,
- [00:17:18.880]they are trying to go through the economic adjustment
- [00:17:23.020]for something similar.
- [00:17:25.440]They're not looking at, like, the high school students.
- [00:17:29.140]They're looking more for the people
- [00:17:30.860]that are out of high school
- [00:17:32.640]and career opportunities that way.
- [00:17:35.180]And one of the things that they're doing,
- [00:17:38.040]which really tripped my trigger
- [00:17:40.940]and,
- [00:17:41.480]Carla, on our staff,
- [00:17:42.860]was they're trying to fold in
- [00:17:46.100]having a mobile education trailer.
- [00:17:50.140]And so it would travel around different communities
- [00:17:57.380]and stuff like that.
- [00:17:58.660]We like that idea.
- [00:18:00.840]We think it would be great
- [00:18:03.380]that when we think about our entire region
- [00:18:06.480]and all of our schools,
- [00:18:08.340]how do you get one trailer around all these places?
- [00:18:11.460]Now, this grant opportunity
- [00:18:13.760]is not going to fund a trailer.
- [00:18:15.260]We would have to find funds in other locations for a trailer.
- [00:18:20.140]Would it be great to have a trailer
- [00:18:23.180]for each community college to be able to hit their area?
- [00:18:26.520]That would be fabulous.
- [00:18:27.980]But right now we're at the point
- [00:18:30.780]where we just want to gather the information
- [00:18:33.240]and see where all of this leads us.
- [00:18:35.920]Judy, if they would be utilized working with
- [00:18:40.380]junior high, middle school, as well as high school,
- [00:18:43.700]then you could apply for the governor's
- [00:18:45.820]Youth Talent Initiative grant.
- [00:18:47.340]Some other places have created STEM trailers
- [00:18:52.280]utilizing those funds.
- [00:18:55.200]And if you reach out to NPPD, who did their original trailer,
- [00:18:59.240]when they receive their grant funds,
- [00:19:02.260]part of the requirements is that they could make it
- [00:19:04.800]easy to duplicate for other people
- [00:19:08.960]and provide that information.
- [00:19:10.360]So Dawson Area Development created one
- [00:19:12.720]just for our seven school districts,
- [00:19:14.240]but then the school districts can also utilize
- [00:19:16.820]the one that was done by ESU 10
- [00:19:18.600]and Dawson Public Power District.
- [00:19:20.160]So they could potentially have a STEM trailer
- [00:19:23.100]up to at a minimum of probably about four weeks a month
- [00:19:26.840]or a year.

- [00:19:37.520]and USDA,
- [00:19:39.840]would have some funding for a trailer and equipment,
- [00:19:43.100]but we could not have anybody under the age of 18
- [00:19:48.400]in that trailer.
- [00:19:49.260]So it kind of defeats the purpose of what, you know,
- [00:19:52.560]doesn't mean we're not going to think about that
- [00:19:54.860]for another different program or something,
- [00:19:58.000]but when it comes to, you know,
- [00:20:00.560]impacting our youth,
- [00:20:02.860]that would not work for the trailer and stuff.
- [00:20:05.940]So I appreciate you letting me know
- [00:20:07.420]about those other opportunities.

- [00:20:17.180]The other opportunity I wanted to share with you
- [00:20:21.180]is the USDA Emergency Rural Health Care Grant.
- [00:20:23.920]They have two tracks, track one and track two.
- [00:20:27.460]Track one is more kind of right there
- [00:20:31.280]in the hospitals, if you will.
- [00:20:35.360]Track two is a little more,
- [00:20:39.120]more visionary in my estimation.
- [00:20:43.400]We're talking big dollars and all that stuff.
- [00:20:46.220]But when you have a short amount of time
- [00:20:47.960]to get these applications in,
- [00:20:49.580]I figure for us, we want to be able to
- [00:20:52.900]make the greatest impact that we can
- [00:20:55.960]with individually.
- [00:20:59.380]And so October 12th is the deadline for that.
- [00:21:05.220]The activities need to be tied to COVID.
- [00:21:09.100]The entire state of Nebraska received
- [00:21:11.900]a total of $2.8 million,
- [00:21:13.640]so it's not going to go very far.
- [00:21:15.500]You have to be a public body,
- [00:21:19.300]nonprofit association, or tribe to be eligible.
- [00:21:22.200]And grants are from 35% to 75%.
- [00:21:27.340]USDA has their percentage,
- [00:21:30.460]and it's kind of similar.
- [00:21:32.000]I don't know if any of you have ever worked
- [00:21:33.620]with their community facilities program.
- [00:21:35.740]And so it depends on the income
- [00:21:39.080]of what that community is,
- [00:21:41.760]and they're using the numbers from the 2010 census.
- [00:21:45.320]So some communities may be eligible for 35% grant funds.
- [00:21:51.420]Some may be eligible for 75%.
- [00:21:54.560]We have some in our region that are eligible for 0% or 15%.
- [00:22:01.000]So the activities are capacity for vaccine distribution
- [00:22:07.960]and storage.
- [00:22:09.060]Medical supplies and equipment, revenue loss, telehealth,
- [00:22:13.380]construction, some vaccine testing, staffing for that,
- [00:22:18.840]and then support equipment and tied to food banks and stuff.
- [00:22:23.280]And so just so you're aware, we have two hospitals that we're
- [00:22:29.000]working with right now.
- [00:22:30.280]One is Brown County.
- [00:22:32.320]And they are kind of doing a combination of some things for some
- [00:22:39.040]of the hospitals that we're working with right now.
- [00:22:41.680]And one of the things that we're working with is some of the
- [00:22:45.020]facilities that we're working with right now.
- [00:22:47.020]And so we're working with some of the facilities that we're

- [00:23:40.700]worked hand in hand with both of them on USDA community facility grants. So we feel like we've
- [00:23:47.640]got a good handle on, you know, the paperwork and the documentation that is needed for this.
- [00:23:53.620]But I think the, you know, if, if you're interested, if you've got anybody that's
- [00:23:58.720]interested, you'll want to, to reach out to those USDA reps to see what, what can be done

- [00:28:07.220]programming board um so that's a huge um asset that i think they would easily entertain doing

- [00:28:20.560]equipment uh and then you were talking about career academies uh where we serve nine
- [00:28:27.860]communities it's hard to put one building in one community and and make it feel like
- [00:28:32.620]it's not specifically for them and so what i'm working on as a long-term plan is to create a
- [00:28:39.180]decentralized career academy and so utilizing what each of our seven school districts might
- [00:28:46.120]already have in place one has a great welding lab another one has some maker space equipment
- [00:28:52.300]and another one provide partners with ccc to provide like cna and med aid classes that high
- [00:29:01.260]school students are taking.
- [00:29:02.600]But really only from that community and so we can help either provide additional resources
- [00:29:10.040]equipment if we can help coordinate or provide transportation so schools students can go
- [00:29:17.000]between towns then we can do a decentralized for the whole area best leveraging our resources

- [00:46:59.140]chamber

- [00:47:07.880]and the presentation was by
- [00:47:10.220]Dr. Peter Longo who's a UNK political
- [00:47:12.160]science professor which I believe
- [00:47:14.060]Andrea knows as well.
- [00:47:15.200]Back in the late 1800s

- [00:47:19.100]saw 10,000, 20,000
- [00:47:22.380]people, immigrants from
- [00:47:24.180]Europe and so
- [00:47:25.580]while these workforce programs we're
- [00:47:28.060]talking about, as I even mentioned
- [00:47:29.900]some of the ones that we're talking about today
- [00:47:32.200]and it's like those are all good Sean
- [00:47:34.000]but that's not going to
- [00:47:36.200]we're talking about hundreds
- [00:47:37.840]of jobs and we're short
- [00:47:39.320]many, many thousands of jobs
- [00:47:41.660]and so I just wanted to share
- [00:47:44.040]that that's what I heard yesterday and
- [00:47:45.620]no surprise to any of you and
- [00:47:47.540]I think you can go to the chamber's website
- [00:47:49.780]and see some, that's a recorded presentation to the
- [00:47:51.920]Nebraska State Chamber. I think
- [00:47:53.920]it was hosted by the
- [00:47:55.300]Nebraska leadership
- [00:47:58.080]Roberto
- [00:47:59.280]and Rick Nelson was the moderator
- [00:48:02.160]yesterday so I'm just sharing, I'm not
- [00:48:04.140]advocating, I'm just throwing that out there
- [00:48:06.300]so
- [00:48:06.620]That makes me think of a couple things Mike

- [00:48:12.580]I was
- [00:48:13.280]obviously are my
- [00:48:15.900]documentary development of Lexington very
- [00:48:18.020]diverse and so it's
- [00:48:20.160]great to hear how
- [00:48:22.020]other communities are
- [00:48:24.220]addressing
- [00:48:26.120]being inclusive
- [00:48:28.060]and how
- [00:48:28.660]you
- [00:48:29.300]get information to them and then get
- [00:48:33.920]feedback back and things
- [00:48:35.980]like that if anyone was doing anything
- [00:48:38.040]special or at least
- [00:48:40.100]trying something new that would be great to know
- [00:48:42.260]and then the other thing
- [00:48:44.200]I don't disagree that there's
- [00:48:46.100]a crap ton of jobs out
- [00:48:48.140]there but I will tell you I had
- [00:48:50.220]a highly skilled guy that
- [00:48:52.160]does mechanical maintenance and I
- [00:48:54.220]sent his resume out to
- [00:48:55.880]probably about 12 different
- [00:48:58.040]entities that I thought might be big enough
- [00:49:00.280]or had the equipment that he worked
- [00:49:02.140]on and he got seven
- [00:49:04.140]interviews yet
- [00:49:05.900]not a single one of them had
- [00:49:08.220]a job posted and so
- [00:49:10.200]how do we help businesses
- [00:49:12.240]fill jobs if
- [00:49:14.000]they're not publicizing all their openings
- [00:49:16.240]and I know it's difficult
- [00:49:17.900]HR's
- [00:49:19.500]overwhelmed and stuff like that but
- [00:49:22.040]if anyone's
- [00:49:24.600]doing specific efforts
- [00:49:26.080]with businesses in their community
- [00:49:28.000]to help promote the job
- [00:49:29.900]I'd be interested to see
- [00:49:32.100]what they're doing there as well
- [00:49:33.200]Our Department of Labor
- [00:49:40.380]is doing something different
- [00:49:41.520]they're doing a drive-by job fair
- [00:49:43.960]where they ask the employers to send
- [00:49:46.260]information on what openings
- [00:49:48.060]they have
- [00:49:48.860]and they'll just drive by and here's
- [00:49:52.080]a swag bag full of jobs
- [00:49:54.000]we'll see how it goes
- [00:49:55.760]I've heard that there's been others in the state
- [00:49:57.640]that have done it so we're doing it next week
- [00:49:59.860]we've had some small successes
- [00:50:05.900]with those
- [00:50:06.620]and so I think
- [00:50:09.200]for the effort they're worth the time

- [00:50:14.040]out of those for some employers
- [00:50:15.560]that was great and they provided us
- [00:50:17.460]job postings that weren't
- [00:50:20.000]on their website or on
- [00:50:21.660]anywhere
