- [00:09:41.500]the broadband challenge process
- [00:09:43.360]that the Nebraska Broadband
- [00:09:45.020]Office is doing.
- [00:09:46.300]So I'm going to try
- [00:09:48.520]sharing my screen
- [00:09:49.680]and hopefully I don't
- [00:09:50.700]lose connection here.
- [00:09:52.180]This is
- [00:09:57.680]a presentation that the
- [00:09:59.020]Nebraska Broadband Office
- [00:10:00.200]put together.
- [00:10:00.840]And I'm just going to leave
- [00:10:02.600]it in this mode because
- [00:10:04.200]I'm going to switch through
- [00:10:05.800]slides pretty quickly.
- [00:10:06.960]But just a few things
- [00:10:10.680]to clarify.
- [00:10:11.600]When they talk about
- [00:10:20.320]speeds,
- [00:10:21.620]they're talking about
- [00:10:23.980]download and upload speeds
- [00:10:25.300]in megabits per second.
- [00:10:27.420]And
- [00:10:28.180]unserved areas
- [00:10:29.800]are where speeds are below
- [00:10:31.380]25 megabits per second
- [00:10:34.480]download and 3 megabits
- [00:10:36.420]per second upload.
- [00:10:37.580]And underserved are
- [00:10:40.240]between 25 and
- [00:10:42.340]100 megabits per second
- [00:10:44.840]download
- [00:10:46.120]and between 3 and 20
- [00:10:48.240]megabits per second upload.
- [00:10:50.340]Here is a
- [00:10:57.160]quick map.
- [00:10:58.500]I'll try to zoom in a little.
- [00:10:59.640]So you can find your county
- [00:11:04.980]and see what they
- [00:11:07.060]say the percentage of locations served
- [00:11:09.200]is.
- [00:11:09.940]You can see especially in the
- [00:11:12.840]Sandhills
- [00:11:13.800]there are quite a few areas that they
- [00:11:17.060]show as unserved
- [00:11:18.800]and underserved in those
- [00:11:20.780]pink shaded counties.
- [00:11:22.840]And then they have
- [00:11:26.900]some information about funding.
- [00:11:28.800]It's pretty patchwork
- [00:11:30.720]across the state depending on
- [00:11:32.860]where providers are
- [00:11:34.760]located and where they were able to
- [00:11:36.800]get grants for.
- [00:11:37.880]Then
- [00:11:43.280]part of this
- [00:11:46.400]challenge process
- [00:11:47.780]can include community anchor
- [00:11:50.300]institutions such as
- [00:11:52.320]libraries, schools, health
- [00:11:54.580]centers, public safety
- [00:11:56.640]entities,
- [00:11:57.380]and housing organizations
- [00:12:00.900]and senior centers.
- [00:12:02.140]In the presentation I
- [00:12:04.580]heard, they're going to focus first
- [00:12:06.600]on residential addresses
- [00:12:08.440]and making sure those are served.
- [00:12:10.320]If they have any funding
- [00:12:12.420]left over, then they
- [00:12:14.420]will apply it to
- [00:12:16.060]these facilities.
- [00:12:26.380]As compared to last year, the
- [00:12:28.080]challenge process is different.
- [00:12:29.940]They are no longer
- [00:12:31.940]going to accept challenges from
- [00:12:33.720]individuals.
- [00:12:35.160]The challenges will come from non-profits,
- [00:12:38.180]local and tribal governments,
- [00:12:40.180]and broadband service providers.
- [00:12:42.280]They're going to provide
- [00:12:46.060]more information the 22nd.
- [00:12:48.440]We just didn't
- [00:12:50.140]really think we had time to have
- [00:12:51.960]another meeting before
- [00:12:53.960]the challenge
- [00:12:56.120]process starts, because it starts
- [00:12:58.000]in January.
- [00:12:59.080]But hopefully we'll have
- [00:13:02.160]a little more information next week.
- [00:13:04.300]And then
- [00:13:08.140]the actual
- [00:13:10.600]challenge phase is from
- [00:13:12.240]January 3rd through February
- [00:13:14.120]2nd.
- [00:13:15.100]The internet service
- [00:13:17.980]providers will be able to do
- [00:13:20.000]rebuttals of those challenges
- [00:13:21.920]from February 3rd to March 16th.
- [00:13:25.860]And then the broadband office
- [00:13:27.960]will make final determinations
- [00:13:29.880]about challenges
- [00:13:31.200]before April 16th.
- [00:13:33.860]And now let me read Amy's
- [00:13:42.000]updates from this morning.
- [00:13:43.760]She said Ann Byers,
- [00:13:52.220]who's kind of been one of
- [00:13:53.920]the people leading this process
- [00:13:55.600]at the state level,
- [00:13:56.820]just announced her retirement
- [00:13:58.960]and she'll begin transitioning
- [00:14:01.600]over the next few months.
- [00:14:03.020]There's been some transition
- [00:14:06.160]with the broadband office
- [00:14:07.660]where it moved from
- [00:14:09.320]the Public Service Commission
- [00:14:10.560]to the Department of Transportation
- [00:14:13.180]and Ann was more associated
- [00:14:15.380]with the Public Service Commission.
- [00:14:16.840]So I think the Department
- [00:14:20.260]of Transportation folks
- [00:14:21.380]will be taking over
- [00:14:22.620]more fully in the future.
- [00:14:25.340]They recently hired
- [00:14:27.400]two new people
- [00:14:28.320]who will start in 2024,
- [00:14:29.860]one on the grant team
- [00:14:31.460]and one on the communications team.
- [00:14:33.420]So they currently have
- [00:14:35.940]six positions
- [00:14:36.940]in the Nebraska Broadband Office,
- [00:14:39.540]six that are filled
- [00:14:41.440]and three open positions.
- [00:14:43.060]Then about the challenge process.
- [00:14:48.800]She said they will work
- [00:14:52.120]to register eligible entities,
- [00:14:55.080]nonprofits, governments,
- [00:14:56.460]and internet service providers
- [00:14:58.360]once the portal is up and functional.
- [00:15:01.860]And there's no date specified
- [00:15:07.220]about when that portal
- [00:15:08.360]will be up and functional.
- [00:15:09.520]But they will provide training
- [00:15:12.420]on the challenge portal
- [00:15:13.860]and criteria
- [00:15:16.120]around the end of December
- [00:15:17.680]and early January.
- [00:15:19.160]Just my opinion here,
- [00:15:22.060]they've been a little bit
- [00:15:24.820]slow on getting the word out.
- [00:15:26.760]I don't seem to hear about things
- [00:15:28.480]until about a week
- [00:15:30.220]before they happen.
- [00:15:31.080]So you really have to keep
- [00:15:33.300]an eye on things
- [00:15:34.200]if you want to participate
- [00:15:35.820]in any of their processes.
- [00:15:38.420]They did say the broadband office
- [00:15:42.660]just completed the training
- [00:15:44.060]of the portal from their vendor.
- [00:15:45.600]So they are still learning.
- [00:15:48.060]They're working with radio stations
- [00:15:51.520]across the state
- [00:15:52.740]to advertise the challenge period
- [00:15:54.560]to spread awareness to the public.
- [00:15:56.340]They will also be sending out
- [00:15:59.000]press releases
- [00:15:59.720]and other promotional materials
- [00:16:03.060]to ask for help
- [00:16:06.800]with both the recruitment
- [00:16:07.740]of the eligible entities
- [00:16:09.440]and awareness of that challenge period.
- [00:16:12.060]They will host
- [00:16:16.580]virtual town halls
- [00:16:19.300]starting in January.
- [00:16:20.580]It sounds like they'll have
- [00:16:24.300]three or four
- [00:16:25.860]each tailored to a particular audience,
- [00:16:29.060]internet service providers,
- [00:16:30.880]governments, nonprofits,
- [00:16:32.580]and economic development districts.
- [00:16:35.320]And those will provide
- [00:16:39.260]updates on programs
- [00:16:41.860]and the time for questions.
- [00:16:43.960]And
- [00:16:48.160]if anyone is interested
- [00:16:54.040]there's the
- [00:16:57.860]draft digital opportunities plan
- [00:17:01.200]they recently released.

- [00:17:09.460]If you see anything you want to make changes about
- [00:17:12.020]when I skimmed through
- [00:17:14.460]I think most of the changes would be
- [00:17:16.960]more applicable to internet service providers
- [00:17:20.760]than to anyone else.
- [00:17:23.780]But you are welcome to glance through that.
- [00:17:26.320]They also have
- [00:17:29.900]the Nebraska proposal
- [00:17:33.320]to the National Telecommunications and Information Agency
- [00:17:36.800]that's available here.

- [00:17:51.260]so I'm not sure how well it will share.

- [00:18:07.670]see where areas are not covered. Like here by me, there's a spot near Bushnell that's pretty open.
- [00:18:37.650]And if you zoom in even further, you can see it focuses more specifically on actual addresses and
- [00:18:49.490]communities that they know have coverage. You can also go up to location summary, map in the chat as
- [00:19:05.630]well.
- [00:19:06.150]And you can type your address in. We'll put my office address.
- [00:19:23.370]And that shows a little green dot, which shows that it is a
- [00:19:36.010]site.
- [00:19:36.130]And you can also type your address in. We'll put my office address. And you can click on it and get a little more information about the providers available, speeds available, the date this was last updated.

- [00:20:00.950]These are more commercial areas of Sydney that may be available.
- [00:20:06.110]They may not have pulled into the map.
- [00:20:10.110]So one of the biggest things about the challenge process to watch out for is that addresses are actually identified on the map.
- [00:20:20.490]They think most of the addresses they have on the map are fairly accurate, but they think there might be some addresses that are just missing.
- [00:20:29.530]So check your home, your business, any other location.
- [00:20:36.090]Check the locations that you think are important and make sure that they pull up on the map and are represented accurately.
- [00:20:44.070]And then if you see something that you think is listed incorrectly or not listed at all,
- [00:20:53.770]at this point, the plan is to send challenges to the economic development districts, at least in the panhandle.

But we're getting through that. And then in 2024, we've got all of our like build up to the semester that, you know, happens this first week in high school.

- [00:32:02.250]Yeah, let me just give a couple quick announcements here.
- [00:32:06.030]So just want to let everybody know that there's a couple new funding sources out there.
- [00:32:09.610]If you have folks in your communities who are a small scale farming operations, small
- [00:32:15.530]food and farming businesses, Nebraska Department of Agriculture has just opened up a request
- [00:32:21.950]for applications for food and farming business owners to apply to expand their business
- [00:32:29.290]operations, help them reach new markets, develop new products, things like that.
- [00:32:34.510]So it's called the Resilient Food System Infrastructure Program.
- [00:32:37.270]And state of Nebraska has about two.
- [00:32:39.590]A half million dollars to allocate over the next couple of years to business owners.
- [00:32:44.470]They're kind of doing it. It's kind of interesting.
- [00:32:46.710]They're doing it in two different two different types of application.
- [00:32:50.310]One can be an equipment only application.
- [00:32:52.970]So if you know somebody needs a new vehicle, a refrigerated vehicle, processing
- [00:32:58.110]equipment, it's really kind of intended to support the middle of the supply chain process.
- [00:33:04.750]So not really for production per se, but kind of that aggregation process.
- [00:33:09.570]And processing and distribution sort of part of the supply chain.
- [00:33:13.650]So equipment only anywhere between $10,000 and $100,000.
- [00:33:17.190]There's no matching requirement on that particular application.
- [00:33:20.870]So it's really a great opportunity for small business owners to get some much needed equipment
- [00:33:26.690]to help them stay successful.
- [00:33:29.570]They also have an application for anything that's over $100,000.
- [00:33:33.190]And those will be for infrastructure purchases.
- [00:33:37.290]So if someone is thinking about, you know,
- [00:33:39.550]opening a processing facility or a wash and pack facility for fresh produce or anything
- [00:33:45.150]like that, it would be a good opportunity for that.
- [00:33:48.390]The one thing they won't fund with this pot of money is for meat processing, because there's
- [00:33:55.230]already other USDA funds allocated for that specifically.
- [00:33:58.870]So it cannot be for animal processing.
- [00:34:02.350]But I wanted to make sure folks knew about that.
- [00:34:04.590]And then we have coming up in January, our annual local food
- [00:34:09.530]and healthy farms conference.
- [00:34:10.830]It's going to be in Columbus this year, January 26th and 27th.
- [00:34:15.290]So really, if anyone's interested,
- [00:34:17.730]we encourage you to join us.
- [00:34:19.070]We're going to have a great slate of speakers and sessions
- [00:34:24.110]and be a good opportunity to network
- [00:34:26.030]with a lot of small business owners in Nebraska.
