The Heartland Regional Food Business Center works to build a more resilient, responsive, and competitive food system by providing localized and proactive assistance to small, mid-sized, and diverse food and farm businesses, as well as local and regional food sector initiatives. It is one of 12 Regional Food Business Centers established in 2023 and funded initially by the United States Department of Agriculture. The Heartland Regional Food Business Center is funded to work across Iowa, Kansas, Missouri, Nebraska, Oklahoma, northwest Arkansas, and a designated tribal trade coalition. Our team is comprised of 14 key partners and more than a dozen collaborating organizations. Funding from the U.S. Department of Agriculture supports the business center’s core services – technical assistance, resource coordination, and building local and regional food system capacity.
Our discussion will give an overview of the Heartland Regional Food Business Center, its function, partners, and goals. We will also discuss the Business Builder Grant opportunities that are now open for applications.

- [00:03:31.580]So yeah, as Jamie said, my name is Rulan Taylor. I work for
- [00:03:37.980]the University of Nebraska Extension and Rural Prosperity. I'm an
- [00:03:41.540]Assistant Extension Educator and a Bilingual Specialist there, speaking
- [00:03:45.220]Spanish. So yeah, my main role within Extension, it's
- [00:03:49.400]the statewide outreach under the food systems, and
- [00:03:53.180]specifically under this Regional Food Business Center. So basically,
- [00:03:57.040]I'm going to explain a little bit today about what the Regional
- [00:04:01.120]Food Business Center is, and kind of
- [00:04:04.740]what we're doing and why it is important to
- [00:04:08.140]Nebraskans, really. So this is a new
- [00:04:12.300]initiative or program that the USDA has put out.
- [00:04:16.320]So basically what happened is, after the pandemic,
- [00:04:20.440]our government saw that we had some major
- [00:04:24.540]issues with our
- [00:04:27.020]food system and our supply chains and everything like that. And they saw that
- [00:04:30.580]there can be easily some major breakdowns in
- [00:04:34.740]that system and that there's some real
- [00:04:37.600]possibilities of people not having food and having
- [00:04:42.960]those types of issues. So what they're trying to do is they're trying to
- [00:04:46.680]build up our local food systems.
- [00:04:51.220]So they want to make sure that every community
- [00:04:54.740]has
- [00:04:57.000]a better ability to feed itself. And that even if we have
- [00:05:01.060]these nationwide kind of breakdowns in our supply
- [00:05:04.980]chains that at a local or regional
- [00:05:08.900]level, we could still self-sustain.
- [00:05:11.780]So yeah, there's the USDA, they've set out 12 different
- [00:05:16.980]regions. And so ours is called the Heartland Regional Food
- [00:05:20.740]Business Center. And you can see there, it's kind of that lighter orange.
- [00:05:24.360]So in this, there's a
- [00:05:26.980]five different states. So there's Iowa, Kansas, Missouri, Nebraska, and Oklahoma,
- [00:05:30.860]and a little bit of Northwest Arkansas that you can't see there.
- [00:05:34.080]But within that, there's over 34 different
- [00:05:38.420]partners or groups that we're working with. In the state of Nebraska,
- [00:05:42.720]there is five of those partners. So the
- [00:05:46.820]University of Nebraska is kind of the lead on this program.
- [00:05:50.220]And in Nebraska, so we have the University of Nebraska,
- [00:05:54.020]the Comunidad Maya Pichinichin,
- [00:05:56.960]in Omaha. We have No More Empty Pots,
- [00:06:00.940]which is another group in Omaha, Center for Rural Affairs, and
- [00:06:04.980]then the UNL Tribal Affairs
- [00:06:07.640]group. And we're working together in Nebraska
- [00:06:12.460]to help bring this in. At a regional level, we also are
- [00:06:16.700]working together to bring out kind of three main purposes, which is
- [00:06:20.980]the technical assistance, coordination, and capacity building.
- [00:06:23.820]So we'll really hit on the
- [00:06:26.940]capacity building, which is the business builder grants that we're giving out. We're going to make
- [00:06:30.920]sure and touch on that today. But we also have technical assistance,
- [00:06:35.080]which is basically setting up a system
- [00:06:38.800]of people that can help these business owners,
- [00:06:42.740]farmers, get the necessary
- [00:06:45.820]help to be super successful. So
- [00:06:50.180]listening to what you all are doing, you all kind of fit within that bill
- [00:06:54.960]of technical assistance. You all can
- [00:06:56.920]help businesses be successful. And so we're just trying to
- [00:07:00.940]help build a
- [00:07:04.060]kind of a network of people
- [00:07:08.780]that help do that. And that's kind of the coordination side of it too.
- [00:07:12.600]So we provide that help, create that network, and then put up
- [00:07:17.020]that capacity building.
- [00:07:18.220]All right. So this is kind of just briefly the vision
- [00:07:24.500]of the Heartland Regional
- [00:07:26.900]Food Business Center, and then also the mission that we have there.
- [00:07:30.100]So really, like I said, the main point of this, we want to reach those
- [00:07:34.260]local, small-scale businesses that are in our
- [00:07:38.980]food system and really help them serve their local area
- [00:07:43.020]and strengthen the local food systems.
- [00:07:44.700]Core values they have, so access, equity, justice, and wealth
- [00:07:50.860]building. Really, we want to try and reach out to as many
- [00:07:54.880]Nebraskans and reach as many
- [00:07:56.880]Nebraskans as possible. We want to do that in a really
- [00:08:00.580]fair manner. We recognize that not always
- [00:08:05.100]has things gone out to areas like
- [00:08:08.160]rural Nebraska or western Nebraska or wherever it may be.
- [00:08:13.040]We want to make sure that we're reaching all of those different
- [00:08:17.200]areas as equitable
- [00:08:20.460]as possible and just through
- [00:08:24.440]our core values there.
- [00:08:26.860]Now we're going to get into the nitty-gritty of what's
- [00:08:32.880]really awesome about what's going out.
- [00:08:36.600]As I mentioned, we have our
- [00:08:39.580]capacity building, which is these business builder sub-awards.
- [00:08:43.900]What's awesome is in this region, there's $11.1 million
- [00:08:48.400]that is going to be pushed out in grants to these five states
- [00:08:52.760]that are in the region. We're going to have several different rounds of funding,
- [00:08:57.580]the funding is going to range a little bit
- [00:09:00.860]each round, but this first round that is open right now is
- [00:09:04.580]$3.7 million. So there's $3.7 million
- [00:09:08.880]that is on the table right now that's up for grabs.
- [00:09:13.120]There's going to be, a business can apply for
- [00:09:16.120]$5,000 to $50,000, and that's
- [00:09:21.060]over the lifespan of these business builder sub-awards, that's the
- [00:09:25.000]total they can apply for, is up to $50,000.
- [00:09:26.820]There is, it is a reimbursement
- [00:09:32.140]grant, so a business, they would go and
- [00:09:35.900]spend the money, and then get reimbursed through the grant
- [00:09:39.720]for that. There's no matching requirement, which is
- [00:09:43.660]very nice. A person or business has 12 months
- [00:09:47.960]to do their project, and
- [00:09:50.620]I guess, so the
- [00:09:54.920]first one is open, it's open now, closes in October,
- [00:09:59.960]and then they're going to review all the
- [00:10:03.920]applicants, and have that award notification
- [00:10:08.080]by January 15th, so all the people who've applied in this first
- [00:10:11.940]round are going to get that, are going to know
- [00:10:15.880]by January, and then we're hopefully going to have two more rounds of funding
- [00:10:19.360]in the year 2025.
- [00:10:21.820]So it's going to be kind of interesting. We really wanted to make sure
- [00:10:28.560]that the money got distributed evenly
- [00:10:31.820]across the five states. So how we're going to try and do that is
- [00:10:36.320]we're going to split up so that $3.7 million, they're going to split
- [00:10:40.380]it up into equally as possible between the five states.
- [00:10:44.500]So 15% of that $3.7 million
- [00:10:48.280]is going to be specifically for Nebraska.
- [00:10:51.800]And so how that's going to work is all the Nebraskans
- [00:10:56.200]who apply to the grant are going to be competing for that 15%.
- [00:10:59.740]Once that 15% is
- [00:11:03.040]full for Nebraska, then all the rest who haven't
- [00:11:08.200]gotten, I guess, accepted yet will go into
- [00:11:12.000]the region-wide pool competing for the leftover,
- [00:11:15.980]which is about 25% of the funds. And then they'll compete
- [00:11:20.020]against
- [00:11:20.500]businesses from all over the region for that final
- [00:11:26.160]25%. And yeah, basically
- [00:11:30.360]we're just trying to make sure that each state gets an equal opportunity for
- [00:11:35.260]those funds. And the application,
- [00:11:39.580]and we can go and look at that a little bit,
- [00:11:42.800]so it's out of 100 points, and even to be
- [00:11:47.300]considered, they have to get at least
- [00:11:49.200]70 points on the application. And like I
- [00:11:52.800]said, we can go and look at that
- [00:11:54.420]application in just a sec.
- [00:11:56.340]All right, so now we're going to look at
- [00:12:01.160]who can apply. So basically, if any small
- [00:12:06.220]business or nonprofit organization that
- [00:12:09.040]has to deal with the food system in some
- [00:12:12.460]way. So things, businesses that
- [00:12:17.900]that I am currently working with right
- [00:12:19.900]now are people that are actual producers.
- [00:12:24.060]So they're raising the crops or the
- [00:12:27.120]animals or the honey, stuff like that
- [00:12:29.460]bees. I've also I'm working with some
- [00:12:32.240]value added processors. So a person who
- [00:12:35.240]does hot sauce or a person who does kind
- [00:12:39.040]of baked goods using farm honey. So
- [00:12:42.120]there's a lot of different things that
- [00:12:43.560]can qualify. So basically any
- [00:12:45.820]like I said, small scale food business
- [00:12:49.720]can apply. Then you can kind of see
- [00:12:53.740]there the requirements for small fit a
- [00:12:57.700]lot of different businesses here in
- [00:12:59.420]Nebraska. So a lot of our kind of rural
- [00:13:01.860]food businesses are probably going to
- [00:13:05.200]fit within that that bill.
- [00:13:07.340]Yeah, so there's just some examples of
- [00:13:14.160]the
- [00:13:14.600]types of
- [00:13:15.800]of businesses or people that that would
- [00:13:18.200]be able to apply for for this kind of
- [00:13:20.600]thing. Something else that I would add in
- [00:13:23.520]there is schools are eligible to apply.
- [00:13:26.700]I've actually just started working with
- [00:13:28.720]some FFA chapters or other programs in
- [00:13:34.660]this and they're looking to apply either
- [00:13:37.200]they have a school food business that
- [00:13:39.940]runs like I know up in Rock County, they
- [00:13:42.540]have a gelato business. And so
- [00:13:45.780]something like that could apply or if
- [00:13:48.900]they want to do training or something
- [00:13:52.420]that this is we can throw that in as
- [00:13:54.580]well.
- [00:13:54.820]All right, so this is a one that's going
- [00:14:01.080]to probably have a lot of questions is
- [00:14:03.060]what type of project fits within this
- [00:14:06.300]grant because it does have quite not
- [00:14:08.440]quite a bit but a few limitations. So
- [00:14:12.640]when we look at eligible projects, basically
- [00:14:15.760]the way that that it's worked in my
- [00:14:17.320]mind is anything that isn't production.
- [00:14:20.100]So it has to be the post-production of
- [00:14:24.280]whatever it may be. So a person can't use
- [00:14:29.060]this funds to do any type of
- [00:14:31.640]construction. So they can't use it to
- [00:14:34.440]build a new building or barn or fencing
- [00:14:37.520]or anything like that. They can't use it
- [00:14:39.800]for the help with production. So they
- [00:14:41.980]can't buy more land. They can't buy a
- [00:14:44.320]tractor. They can't buy a
- [00:14:45.740]equipment that helps with the actual
- [00:14:47.540]production. They can't buy, you know,
- [00:14:51.480]just anything that side of things. So
- [00:14:53.940]we're looking at everything post
- [00:14:55.760]production. So basically, I grew this
- [00:14:58.200]carrot. What do I do with my carrot now?
- [00:15:00.780]And that's what we're really trying to
- [00:15:04.060]get into. There does get some
- [00:15:07.560]stipulations when we get into animal
- [00:15:12.040]processing. And a lot of this just
- [00:15:15.720]comes from the USDA has other grants
- [00:15:18.100]that address those issues. And so this
- [00:15:20.680]grant addresses, again, a different issue
- [00:15:24.440]that the other ones don't. So meat
- [00:15:27.720]processing, you can't use the funds
- [00:15:32.060]towards the actual slaughter of an
- [00:15:35.840]animal, but you could use it towards,
- [00:15:38.960]all right, I've processed the cow and now
- [00:15:43.120]I have this beef. What do I do with it?
- [00:15:45.700]And so it can go towards things like I
- [00:15:48.200]want to do jerky or I want to make a
- [00:15:51.020]sausage or smoked meats or packaged
- [00:15:53.440]smoked meats, anything like that. It
- [00:15:55.500]could go towards, it just can't go
- [00:15:56.640]towards the actual, you know, slaughtering
- [00:15:58.640]and processing of the animal that way.
- [00:16:00.500]But once you have the meat product or
- [00:16:02.760]the meat, what do we do with it in terms
- [00:16:05.300]of creating a product or something like
- [00:16:06.780]that? But yeah, going into more projects.
- [00:16:11.860]So basically anything that is market
- [00:16:15.680]they really want to address is, you
- [00:16:18.040]know, I have my hot sauce.
- [00:16:19.600]What do I do with my hot sauce?
- [00:16:20.960]How do I get into, you know, grocery
- [00:16:25.000]stores, into larger supermarkets, into,
- [00:16:28.800]you know, even to a farmer's market,
- [00:16:31.160]that type of thing.
- [00:16:31.780]So that's a big part of it.
- [00:16:33.540]It can go into website development.
- [00:16:35.140]It can go into feasibility studies,
- [00:16:38.520]things like that.
- [00:16:39.780]It can go.
- [00:16:40.380]So like you can see there, there's a
- [00:16:42.140]big list, legal support for the
- [00:16:43.860]business. It can go towards
- [00:16:45.660]a big one that we have a lot of
- [00:16:48.520]people and a lot of questions going
- [00:16:50.080]on is towards
- [00:16:51.800]equipment.
- [00:16:52.560]The grant money can be used
- [00:16:55.840]to buy certain equipment
- [00:16:56.940]for things
- [00:16:59.200]related to processing.
- [00:17:01.060]So, for example,
- [00:17:03.300]if someone needed to get
- [00:17:05.240]for their marketing needs, needs
- [00:17:07.460]a new laptop, that's something
- [00:17:09.320]that would be, you know,
- [00:17:10.980]acceptable.
- [00:17:12.360]So another thing that I've
- [00:17:15.640]has come up a lot is things
- [00:17:17.600]like commercial kitchens, because for
- [00:17:19.540]a lot of
- [00:17:20.500]food processing, they have
- [00:17:23.540]to have that done in a
- [00:17:25.120]licensed commercial kitchen.
- [00:17:27.100]And so the grant
- [00:17:29.620]money could be used towards something
- [00:17:31.700]like that to help with the processing
- [00:17:33.480]side of that. It can be used
- [00:17:35.320]towards packaging
- [00:17:37.420]and labeling and getting equipment
- [00:17:39.600]that can do that packaging and labeling
- [00:17:41.680]and the design and the
- [00:17:43.620]branding of everything that goes along with
- [00:17:45.620]that. So there's a lot of different
- [00:17:47.620]things that can go
- [00:17:49.280]towards.
- [00:17:50.940]And I think the best way
- [00:17:53.280]if a business is looking at
- [00:17:55.500]applying, I think one of the best ways
- [00:17:57.480]and they have an idea of what they kind of want to do
- [00:17:59.560]is to come talk with
- [00:18:01.440]a technical assistance
- [00:18:03.540]provider. And I would
- [00:18:05.560]recommend talking with someone who works
- [00:18:07.540]in the Heartland Center. So myself,
- [00:18:09.660]I am a technical assistance provider.
- [00:18:11.440]So I would be able to talk
- [00:18:13.460]with one of these businesses.
- [00:18:15.600]Or non-profits. And we would
- [00:18:17.680]look at their project.
- [00:18:19.120]And I would help them understand, okay,
- [00:18:21.320]yeah, that works. No, that doesn't
- [00:18:23.820]work. How can we
- [00:18:25.200]adjust your project
- [00:18:27.800]plan? How can we make that fit within
- [00:18:30.060]the rules of
- [00:18:31.860]the grant? But overall,
- [00:18:33.620]I'd say it is fairly broad
- [00:18:35.760]in terms of post-production
- [00:18:37.680]and what people
- [00:18:39.100]are looking for.
- [00:18:40.760]Yeah, so this is
- [00:18:45.580]just goes into unallowable
- [00:18:47.080]things that
- [00:18:48.540]might come up.

- [00:19:27.560]in Ogallala.
- [00:19:28.440]And the project would be to
- [00:19:31.620]help develop the retail space.
- [00:19:33.920]Do you think that would be something
- [00:19:35.680]that would qualify?
- [00:19:36.480]Yeah, I would say it
- [00:19:39.500]would with certain
- [00:19:41.560]regulations.
- [00:19:43.560]And that's something we're trying
- [00:19:45.540]to work out and understand
- [00:19:47.700]now because it says no
- [00:19:49.620]construction. But when we're looking at
- [00:19:51.940]you know, there is
- [00:19:53.740]some construction that would probably be allowable
- [00:19:55.560]within this. So
- [00:19:57.580]things, you know, like
- [00:19:59.200]one that came up this week was
- [00:20:01.620]someone wanted to kind of
- [00:20:03.680]do that same thing. They wanted to increase marketing.
- [00:20:05.800]They wanted to add signage
- [00:20:07.840]to like their food stand like that.
- [00:20:09.500]But in order to put that sign in, they would
- [00:20:11.700]you know, need a certain amount of construction
- [00:20:13.940]that would happen. They'd have to pour some some
- [00:20:15.520]things like that or, you know,
- [00:20:17.580]putting in a commercial kitchen. That would be a certain
- [00:20:19.780]amount of construction that would have to happen.
- [00:20:21.840]So if we're looking at
- [00:20:23.480]developing kind of that retail space,
- [00:20:26.040]my initial thought is
- [00:20:27.840]yes, that would be allowable.
- [00:20:29.320]I would say the best thing to do is
- [00:20:31.520]work with
- [00:20:32.700]work with me and we can help
- [00:20:35.280]figure out exactly
- [00:20:37.620]what they're wanting to do
- [00:20:39.440]and figure out, you know,
- [00:20:41.800]what's going to be allowable. So
- [00:20:43.340]I know they couldn't use
- [00:20:45.500]those funds to
- [00:20:47.300]purchase the building or
- [00:20:49.460]rent the space.
- [00:20:50.500]That wouldn't be allowable. But
- [00:20:53.380]things like, all right, we need signage
- [00:20:55.500]on the outside or we need
- [00:20:57.340]coolers inside for
- [00:20:59.500]that or stuff like that.
- [00:21:01.280]Those types of things would be
- [00:21:03.500]allowable.
- [00:21:05.980]Oh yeah, 100% would be
- [00:21:07.500]allowable. So yeah,
- [00:21:09.360]we just need to talk and figure out
- [00:21:11.360]what things within
- [00:21:13.500]that retail space would
- [00:21:15.500]be allowable under this grant.
- [00:21:17.260]But there would be
- [00:21:19.040]things that would.

- [00:48:46.650]this opportunity. We are keeping ruling very busy. So,
- [00:48:50.710]and we are really pushing people hard to try to get those funds out to
- [00:48:55.510]Western Nebraska, but that is a very real project that's happening.
- [00:48:59.590]And if all of them get submitted, I mean,
- [00:49:02.230]we're talking for people just for one building because of how it's set up.
