- [00:00:08.480]Thanks for getting joining us to get to know the University of
- [00:00:11.436]Nebraska Lincoln Police Department and learn some things
- [00:00:14.111]to help you have a safe, safe and successful start at UNL.
- [00:00:17.960]I'm here at UNLPD.
- [00:00:19.120]We have several divisions.
- [00:00:20.560]We obviously have our uniform patrol which most of the
- [00:00:23.992]students, faculty, staff, visitors will see on a day in
- [00:00:27.487]and out business as we patrol.
- [00:00:30.560]We also have an investigations unit which handles all our major
- [00:00:34.108]case stuff that comes into the Police Department.
- [00:00:37.400]We also have our community service officers which patrol
- [00:00:41.144]the residence halls mainly on a third shift or overnight
- [00:00:44.888]schedule.
- [00:00:45.920]We have our own dispatch facility here that handles all
- [00:00:49.859]the incoming calls, police, radio traffic and they are also
- [00:00:54.080]connected into the LPD or the Local 911 emergency center.
- [00:00:58.600]We also have our own Emergency Management, IT building access
- [00:01:01.729]and GIS specialists that help us here at the Police Department.
- [00:01:05.600]Our main role here on campus is to provide the safety and
- [00:01:09.040]security for, you know, students, faculty, staff and
- [00:01:12.184]visitors on campus and that includes both campuses east and
- [00:01:15.743]city.
- [00:01:16.800]And we, we really want to try to be part of that community that
- [00:01:19.776]we are policing.
- [00:01:20.520]So that's another one of our philosophies and also included
- [00:01:24.684]within that is our guardian or protector mindset that we that
- [00:01:28.986]we train and present to our officers that work here for our
- [00:01:33.150]Police Department.
- [00:01:36.840]Our agency is fully accredited through the Commission on Law
- [00:01:40.261]Enforcement accreditation.
- [00:01:42.440]And these are just a few of the services that we provide on
- [00:01:46.022]campus.
- [00:01:46.880]As Captain Pendleton mentioned, obviously one of those is just
- [00:01:50.936]patrol of our two campuses, the Csos are typically in the
- [00:01:54.670]residence halls at night.
- [00:01:56.920]We offer Husker safe walks, which is escorted walks across
- [00:02:01.422]campus or two vehicles 24/7.
- [00:02:03.560]Whenever a student, faculty or staff feels that they would like
- [00:02:07.403]to have somebody walk with them, we offer that we will be having
- [00:02:11.307]a safe exchange zone where you can sell and buy items online
- [00:02:14.970]and meet up either at our Police Department or at a location on
- [00:02:18.814]the east campus where it's well lit and cameras are recording
- [00:02:22.537]that we do the safety notifications.
- [00:02:24.760]For campus.
- [00:02:25.440]We offer firearms storage because firearms are not allowed
- [00:02:28.513]on campus due to state law.
- [00:02:31.280]You can register your valuable items and property with our
- [00:02:34.298]agency so in case they would ever become lost or stolen, we
- [00:02:37.369]have those serial numbers on file.
- [00:02:40.040]We offer lost and found services to the campus and we do present
- [00:02:44.000]safety presentations and like I said, we do much more than this.
- [00:02:47.960]But these are some of the services that students, most
- [00:02:51.818]students take advantage of from our, from our agency and moving
- [00:02:56.308]on to some things that we generally see on campus as far
- [00:03:00.307]as law enforcement that are offenses that you know the
- [00:03:04.166]students or faculty staff can kind of run into is petty
- [00:03:08.095]larceny and theft is probably our main one followed up by
- [00:03:12.164]fraud and then also substance abuse.
- [00:03:15.000]It is a college campus, so alcohol is brought in and on
- [00:03:18.590]campus sometimes and that's something that we deal with on a
- [00:03:22.502]weekend basis.
- [00:03:23.720]So we just want to make sure that people are aware of these
- [00:03:26.041]and it kind of comes into some stuff that we'll talk about as.
- [00:03:28.480]But as Captain Baker mentioned, you know for those thefts
- [00:03:32.174]registering your items with us is a is a huge step for us to be
- [00:03:36.250]able to re reunite your student or you know faculty staff with
- [00:03:40.263]with that item or you know being able for us to get all the
- [00:03:44.084]information that's valid for that report.
- [00:03:47.040]So as we go through this presentation you'll hear us harp
- [00:03:49.430]on that.
- [00:03:49.760]So when you're having communications with your you
- [00:03:52.454]know future Husker, go ahead and try to give them that nudge to
- [00:03:55.835]make sure that they register items with us.
- [00:04:00.280]Here are some of the ways that you can help prevent becoming a
- [00:04:04.507]victim on on some of these types of crime that we mentioned.
- [00:04:09.240]First that we'll talk about is property crime theft or
- [00:04:12.131]vandalism or or stuff like that is essentially just locking
- [00:04:15.286]items up.
- [00:04:15.800]You know lock up the vehicle lock up your cars and and
- [00:04:20.394]pickups 24/7.
- [00:04:21.560]It doesn't matter where you're parked.
- [00:04:22.680]Time of day keep the valuables out of sight.
- [00:04:25.400]If a A would be thief walks by a vehicle and doesn't see anything
- [00:04:29.241]inside of value, it's very unlikely that they're going to
- [00:04:32.617]waste their time trying to break into something when when they
- [00:04:36.285]don't know if if they can get anything valuable out of it in
- [00:04:39.835]the residence halls.
- [00:04:41.000]Please keep your doors locked.
- [00:04:42.320]Do not let people walk in after you.
- [00:04:46.160]That's Nebraskans are known for our politeness and and the
- [00:04:49.937]university community is a very good place and with nice people
- [00:04:53.971]but holding doors open for other people who may walk in when
- [00:04:57.876]they're not authorized to be so may be allowing them to to
- [00:05:01.654]commit a crime later, leaving property unattended.
- [00:05:05.280]We see this quite a bit in the libraries and student unions
- [00:05:08.406]where students will be studying and they'll leave items out just
- [00:05:11.794]for a few minutes while they go use the restroom.
- [00:05:14.400]When they go talk to a friend or go buy some food and they come
- [00:05:17.684]back in, their laptops and other items are gone.
- [00:05:20.200]So just following these simple steps can help prevent some of
- [00:05:23.822]the really common offenses that we see.
- [00:05:26.800]Again, we don't have a lot of serious crime on campus.
- [00:05:29.840]It's very rare.
- [00:05:31.320]However, unfortunately we do see these a lot and these are very
- [00:05:34.908]impactful to students and we'd be amiss if we didn't talk about
- [00:05:38.496]the bike thefts that kind of happen on campus too, because
- [00:05:41.804]it's again something that can be impactful to a student.
- [00:05:45.000]Although it seems pretty trivial, but if it's your only
- [00:05:47.944]form of transportation and it goes missing it can it can be
- [00:05:51.098]detrimental to your day.
- [00:05:53.120]So we definitely recommend if you're gonna send your, your,
- [00:05:56.269]your, your future Husker down here with a bike, make sure they
- [00:05:59.575]have a a lock that also will help them keep that.
- [00:06:02.200]So we recommend a ruggedized U lock and then not only do they
- [00:06:05.907]have it, but they use it properly.
- [00:06:08.320]You know, park the bike in a well lit area on a bike rack and
- [00:06:12.159]then use the the lock appropriately that goes through
- [00:06:15.502]a tire, through the frame to whatever device that they have.
- [00:06:20.040]And if you want to be extra safe, you can also use another
- [00:06:22.890]cable lock to try to lock the front tire.
- [00:06:25.240]Again, we're we're a society that wants everything easier, so
- [00:06:28.392]if we make everything really easy to take off the bike, if we
- [00:06:31.545]need to change our flat tire or whatever, that's good for us at
- [00:06:34.800]that point.
- [00:06:35.360]But it also makes it a little easier for a would be thief to
- [00:06:38.265]try to, you know, mix and match a bike together.
- [00:06:40.600]Like, hey, I can take this seat off this one and this tire off
- [00:06:43.416]this one and then put it all together.
- [00:06:45.160]And now I have a full bike that I was just easily taking up all
- [00:06:48.488]these parts apart from other bikes.
- [00:06:51.080]Again, with that, periodically check on your bike, you know it.
- [00:06:54.080]It also helps us if it does go missing that you don't come to
- [00:06:57.590]us.
- [00:06:57.760]You know, almost when the semester's over and be like,
- [00:07:00.428]well, I locked it up here August 30th, you know, that's a big gap
- [00:07:03.629]and there's a lot of time frame between that and then hit on
- [00:07:06.588]again.
- [00:07:06.880]Make sure you register your items with us.
- [00:07:11.280]Another type of crime that we see reported to university
- [00:07:14.583]police is various types of fraud, with most of which
- [00:07:17.654]occurring online.
- [00:07:19.840]Some of the more common forms is phishing, where you may receive
- [00:07:23.222]an e-mail that looks to be authentic.
- [00:07:25.200]It looks like it comes from a university.
- [00:07:27.640]It may even come from a university account because their
- [00:07:31.417]account was hacked and there'll typically be an offer for a job,
- [00:07:35.725]or it'll be from a bank that they need to log in and claim
- [00:07:39.636]their account, or a payment has been suspended because they need
- [00:07:43.944]to verify their information.
- [00:07:46.960]What?
- [00:07:47.320]But the link that is there is not authentic and it does not
- [00:07:50.937]actually go to that bank or that website and instead it's from
- [00:07:54.736]thieves who want to steal login credentials so they can later
- [00:07:58.474]steal that identity.
- [00:08:00.760]We have seen a very marked increase with students engaging
- [00:08:05.760]in online discussions that that the begin friendly and then it
- [00:08:11.100]turns towards a more.
- [00:08:12.880]It takes a a tone of sexual nature and eventually nude
- [00:08:18.524]photos are exchanged.
- [00:08:21.400]However, the person that initiates a call will typically
- [00:08:26.217]send the first photo and it's most often not of them
- [00:08:30.696]unfortunately.
- [00:08:32.360]And so when a student returns with a a photo of themselves the
- [00:08:36.518]the original person will then threaten that student and send
- [00:08:40.544]threaten to send those photos to family and friends and whoever
- [00:08:44.768]else unless they're paid a certain amount of money.
- [00:08:48.200]This is called sextortion and if you're not familiar with it
- [00:08:51.953]please please do look it up and and give yourself some
- [00:08:55.338]information on this our it.
- [00:08:57.000]It is illegal and what we tell students typically is very very
- [00:09:02.081]few people, if any, want to see nude photos that quickly.
- [00:09:08.080]Essentially, if you don't want it to show up anywhere on the
- [00:09:11.274]Internet, do not send it to anyone on the Internet 'cause it
- [00:09:14.469]may end up there.
- [00:09:16.800]A less common fraud but still happens is again those job
- [00:09:20.854]offers or check cashing where someone will advertise for a a
- [00:09:25.192]stay at home part time job we will send you a check, you just
- [00:09:29.602]need to cash it and then you send us gift cards or I need you
- [00:09:34.012]to buy items with it and send them here or buy gift cards and
- [00:09:38.421]send them somewhere else.
- [00:09:41.080]These are often termed as being a personal assistant type of
- [00:09:44.821]type of a job.
- [00:09:46.720]The check that is sent to the student and cashed is actually
- [00:09:50.737]fraudulent, and it's not caught until after those the gift cards
- [00:09:55.018]and whatnot are sent online or money orders or whatever the
- [00:09:58.969]case may be.
- [00:09:59.760]Money wires, and that money cannot be retrieved once it's
- [00:10:03.276]sent through the money, through the money orders or or wire
- [00:10:06.913]transfers.
- [00:10:08.680]So then that student is out that money from the check, that the
- [00:10:11.320]cash it turned out to be bogus.
- [00:10:15.240]None of these jobs are legitimate.
- [00:10:17.600]No one will ever send a check for more than what an agreed
- [00:10:21.430]amount is and ask someone to cash it and then you know, keep
- [00:10:25.390]the extra as a as a convenience fee or for for their troubles.
- [00:10:29.960]It is not a legitimate job offer and that that check is is false.
- [00:10:35.280]We encourage it.
- [00:10:36.120]If students have any concerns about the legitimacy of a job
- [00:10:39.807]offer, please call us.
- [00:10:41.160]Talk to an officer and we can walk you through what to look
- [00:10:44.760]for on what may be a possible scam.
- [00:10:49.800]Now a on a college campus, you know, it would be, you know, not
- [00:10:53.457]our doing our due diligence if we just don't talk about some of
- [00:10:57.114]the sex offenses and things that get reported to us or that we
- [00:11:00.714]deal with here on, on a daily basis as we go through.
- [00:11:04.160]So again, some of them are reported to the UNL Police
- [00:11:06.590]Department, some of them are not.
- [00:11:08.120]But we also partner with a lot of entities on campus, Title 9
- [00:11:12.866]care, University Health Center.
- [00:11:15.840]And then the university also has campus safety authorities that
- [00:11:18.992]are mandatory reporters that are on campus.
- [00:11:21.160]So if your student comes up and says hey you know, I this
- [00:11:23.878]happened to me, there are people on campus that are required to
- [00:11:26.878]report that and there's training that they go through to make
- [00:11:29.785]sure that they have the appropriate information and ways
- [00:11:32.456]to handle this.
- [00:11:33.720]Here at the Police Department we definitely want to hear about
- [00:11:37.080]these stories because we want to make sure that we can provide
- [00:11:40.440]resources and we can do our due diligence in the investigations
- [00:11:43.853]and handling them appropriately.
- [00:11:45.960]But with that we also use a belief based and survivor
- [00:11:49.605]centered you know mantra and steps and processes because we
- [00:11:53.656]want to give them their that control back.
- [00:11:56.560]If they are a survivor of of an incident like this, we want to
- [00:12:00.689]give them the power.
- [00:12:02.000]We want to give them the ability to take control of what they're
- [00:12:05.937]doing because a lot of that is lost and when the offence
- [00:12:09.390]actually occurs.
- [00:12:10.760]So our investigators are trained and trauma informed interviewing
- [00:12:15.302]skills and and other things that to make sure that this process
- [00:12:19.708]is a seamless and as least intrusive as it can be for the
- [00:12:23.700]survivor.
- [00:12:25.320]As part of that too being able to talk to your, you know, your
- [00:12:28.196]future Husker on where they can go report.
- [00:12:30.440]There's things on our website at the police.unl.edu again as I
- [00:12:34.358]mentioned these other resources that that are on campus and
- [00:12:38.090]we'll get into some other things that you can talk to your future
- [00:12:42.195]Husker here shortly.
- [00:12:45.920]So before coming to campus, these these are things that we
- [00:12:49.637]ask that you consider and that you talk with, talk with each
- [00:12:53.482]other, talk with parents, parents talk with your students.
- [00:12:58.040]You know have.
- [00:12:59.200]If you haven't had these conversations before, they may
- [00:13:03.136]be difficult, but a student will be much better prepared for
- [00:13:07.424]success having this background information, personal safety is,
- [00:13:11.924]is everyone's responsibility, you know, knowing, knowing the
- [00:13:16.212]surroundings, being alert.
- [00:13:18.040]And it's not just for crime.
- [00:13:19.800]It's also when crossing the street, you know, having the
- [00:13:22.333]head up, making sure a car is going to stop at a crosswalk.
- [00:13:26.720]You know, knowing who you're with and how you're going to get
- [00:13:30.278]home, having a cell phone that's charged, having gas in your
- [00:13:33.779]vehicle, all of that is a personal responsibility for your
- [00:13:37.165]own, for your own safety.
- [00:13:40.400]Here at the Police Department we acknowledge that you know, this
- [00:13:43.684]is a time of students lives where they are experimenting and
- [00:13:46.766]learning and trying new things, but it can be done responsibly.
- [00:13:51.720]Consuming alcohol as a minor and in Nebraska currently ingesting
- [00:13:55.792]marijuana are both illegal, but it's a choice that students will
- [00:13:59.865]have to make.
- [00:14:01.360]If if students do choose to partake in this, we just we ask
- [00:14:05.637]that they're responsible while doing so.
- [00:14:09.960]Minor possession by consumption is an offense in Nebraska,
- [00:14:13.947]whereas if a minor under 21 is intoxicated, that is treated as
- [00:14:18.205]the same as being a minor in possession of alcohol.
- [00:14:22.400]Now, our officers do use discretion on some of these
- [00:14:26.403]situations where we recognize not everyone, not every
- [00:14:30.482]situation is is the same and you know, so it's not it's not
- [00:14:35.014]automatically that they will be cited.
- [00:14:37.960]However, the university also does have student affairs and
- [00:14:42.698]student conduct that may take more informal actions through
- [00:14:47.517]the university on on some of these, if if a student is
- [00:14:51.935]driving and they accidentally hit another vehicle, you know
- [00:14:56.754]accidents happen.
- [00:14:58.120]However, not providing information on the vehicle that
- [00:15:01.225]you left or not reporting it to us is a crime.
- [00:15:04.880]By law when when someone hits another vehicle, they are
- [00:15:07.550]required to leave their information, no matter how
- [00:15:09.981]slight the damage.
- [00:15:11.800]Of course, university police can always be called and we can
- [00:15:14.696]always assist in exchanging that information.
- [00:15:16.880]If you're unsure what to do, the the point is to call us so we
- [00:15:21.433]can help Internet safety.
- [00:15:23.360]You know the Internet has changed immensely just in the
- [00:15:26.657]past five years.
- [00:15:29.200]Criminals have taken advantage of that.
- [00:15:31.600]Know who you're talking to online.
- [00:15:34.080]As I mentioned earlier, please do not send any photos that that
- [00:15:38.135]you wouldn't want to share publicly.
- [00:15:41.600]Assume that anything that you send on the computer can be will
- [00:15:45.203]be seen on a front page paper.
- [00:15:49.200]Finally, you know sexual behavior.
- [00:15:53.720]It's important to know what consent is, regardless of
- [00:15:58.960]gender.
- [00:16:00.240]Everyone should know what consent means, how to give
- [00:16:04.078]consent, how to ask for consent, and and that it's OK to withdraw
- [00:16:08.858]that consent.
- [00:16:12.560]As Captain Pendleton mentioned, we also want to ensure that all
- [00:16:15.392]students know their options of how to report if something were
- [00:16:18.181]to happen, either to them or to a friend.
- [00:16:20.680]And and again, prevention is the key on this, and being informed
- [00:16:25.221]and feeling empowered can help everyone have a safer time here
- [00:16:29.622]at the university.
- [00:16:31.600]Finally, we encourage parents and students both call us with
- [00:16:35.833]questions or concerns.
- [00:16:37.360]If if you're unsure on what to do if you do feel unsafe, call
- [00:16:41.781]us before it gets to that emergency or that immediate
- [00:16:45.632]safety issue.
- [00:16:46.880]We're here to help and we'd like to do that proactively with with
- [00:16:49.839]the university community.
- [00:16:53.160]So before you come to campus, what should you do before you
- [00:16:55.723]come here and down here and start classes.
- [00:16:57.560]Well, a as we've mentioned several times, register your
- [00:17:00.383]property with us.
- [00:17:01.240]That's one of the easiest steps that you can do.
- [00:17:04.400]It doesn't take that long and again a lot of us, if you look,
- [00:17:07.495]we don't know the our serial number on our bike or
- [00:17:10.041]electronics or whatever.
- [00:17:11.560]So it's a kind of like a one stop I get to stop grab, you
- [00:17:14.283]know, write them down real quick.
- [00:17:16.120]You can enter them into our system and then you can forget
- [00:17:18.441]it.
- [00:17:18.560]But then if you're by laptop, you know Airpods, whatever goes
- [00:17:21.770]missing, we have that information that we would need
- [00:17:24.514]for the report and you don't have to go try digging for it,
- [00:17:27.620]especially if you're not from Lincoln.
- [00:17:29.640]You know, if it all your stuff is back in Chicago or wherever,
- [00:17:32.480]you know it, it could already be entered once.
- [00:17:34.600]And then we have it again for the student, sign up for UNL
- [00:17:38.504]Alert, go to our website, put in your information.
- [00:17:41.880]That way if there is something that happens on campus, you are
- [00:17:45.476]notified immediately through whatever process.
- [00:17:48.160]It'll go to your phone, e-mail, text messages, phone call.
- [00:17:51.920]That way you have the most up to And if you're taking, again,
- [00:17:56.252]it's based on, you know, the system constraints and if you
- [00:18:00.375]take the spot of someone that's on campus because the system
- [00:18:04.638]just grabs certain phone numbers, you could be getting
- [00:18:08.482]the message before someone that actually needs it, especially if
- [00:18:13.024]you live in Kearney or even out of state.
- [00:18:15.960]So again, the Uno alert is mainly for the students that are
- [00:18:19.386]on campus, faculty and staff and then you can follow us on social
- [00:18:23.156]media that also social media is very quick with information.
- [00:18:26.960]So all of our tags are at UNLPD.
- [00:18:29.280]So you can go out there and find us on the social media apps,
- [00:18:33.102]Instagram, Facebook and and follow us on that.
- [00:18:36.000]And then you can also find more information about our Police
