- [00:00:09.640]Hi, my name is Pablo Ron Hill.
- [00:00:11.320]I am the Assistant Director at Services for Students with
- [00:00:14.130]Disabilities.
- [00:00:15.680]Today we're going to be talking a little bit about mental health
- [00:00:18.601]support and disability services at UNL.
- [00:00:22.200]So first I will be sharing a little bit about counseling and
- [00:00:25.365]psychological services or caps at UNL and then Pablo will talk
- [00:00:28.634]more about his services.
- [00:00:30.440]So again we are located on the second level of the University
- [00:00:33.670]Health Center.
- [00:00:34.480]We are open Monday through Friday, 8:00 to 5:00 and we do
- [00:00:37.277]have an on call counselor that's available 24/7.
- [00:00:39.640]So I'll talk a little bit more about that.
- [00:00:43.560]Our team is comprised of a team of psychologists and counselors
- [00:00:46.583]that work collaboratively with students.
- [00:00:49.120]The piece that we really like parents and students to know is
- [00:00:52.503]that we have a variety of specialty areas and training.
- [00:00:55.840]And so we make sure that we have students matched with someone
- [00:00:59.096]who's going to be a good fit for their mental health support that
- [00:01:02.508]they're needing and can refer internally.
- [00:01:05.600]Our main focus is just providing a safe space for students to
- [00:01:08.470]talk about their mental health needs and really collaborating
- [00:01:11.340]with different departments on campus to get them the best
- [00:01:14.025]resources that they need as well.
- [00:01:17.320]At CAPS we offer a variety of services, so counseling services
- [00:01:20.844]we offer individual counseling, group counseling and relational
- [00:01:24.424]counseling.
- [00:01:26.320]Specialty services.
- [00:01:27.360]We do offer alcohol and other drug services, so this is in the
- [00:01:30.405]form of workshops or evaluations as needed as well.
- [00:01:33.680]Crisis intervention I'll also talk about but we are here in a
- [00:01:36.873]multitude of ways.
- [00:01:37.800]So whether that be a walk in session, a student is in crisis
- [00:01:41.387]or the on call counselor, we offer outreach in different
- [00:01:44.739]workshops so we recognize that all students are coming in for
- [00:01:48.386]mental health support.
- [00:01:49.680]So we also try to provide some workshops and trainings outside
- [00:01:52.723]of our office, whether that be in classes or for other
- [00:01:55.380]departments.
- [00:01:56.760]We also offer online screenings and self help resources.
- [00:01:59.800]So I will share a little bit more, but those are located on
- [00:02:02.466]our website.
- [00:02:04.120]We use consultation and collaboration with other
- [00:02:06.994]departments such as SSD or other departments on campus.
- [00:02:10.280]We make sure that students are getting all the support that
- [00:02:12.337]they need.
- [00:02:12.680]So we will refer and make sure we collaborate to support any
- [00:02:15.831]students coming in and then we do offer referrals as well.
- [00:02:20.920]The cost of our services are completely free.
- [00:02:23.240]So these are funded through a portion of the student UPFS fees
- [00:02:26.447]that students are paying.
- [00:02:28.160]The only time a student is charged for anything is if they
- [00:02:30.904]are not showing up for the appointment or there's a late
- [00:02:33.555]cancellation that's less than 24 hours without a reason such as
- [00:02:36.532]being sick, those types of things.
- [00:02:39.040]And then any mandated alcohol or drug evaluations or
- [00:02:41.538]psychoeducation classes that are mandated also have a fee.
- [00:02:47.600]So a big take away we want you to hear is students have access
- [00:02:50.507]to 1st appointment same day.
- [00:02:51.800]So students will come in for that first an appointment which
- [00:02:54.642]we call an initial evaluation.
- [00:02:56.040]This is basically an intake appointment where we determine
- [00:02:58.779]what students are needing when it comes to services.
- [00:03:01.240]So whether it be at CAPS or referral to an on or off campus
- [00:03:04.786]resource, we'll make sure we get students connected.
- [00:03:08.680]Students who are new to CAPS have never been seen, can
- [00:03:11.801]schedule online at our website at caps.unl.edu or call into our
- [00:03:15.434]office and schedule that way.
- [00:03:20.400]So a little bit about crisis support.
- [00:03:22.960]Students are always welcome to call CAPS to schedule an urgent
- [00:03:25.715]appointment.
- [00:03:27.120]We always encourage students to call ahead of time as we can
- [00:03:29.956]make sure we have a student or excuse me, a clinician available
- [00:03:32.932]if they're coming into our office.
- [00:03:35.240]But we do have an alcohol counselor available 24/7, so
- [00:03:37.767]that's really nice.
- [00:03:38.640]You know, if students are experiencing mental health
- [00:03:41.253]distress after hours, we recognize that mental health
- [00:03:43.915]support is not needed.
- [00:03:45.000]Only Monday through Friday, 8 to 5 S students that have access to
- [00:03:49.127]this regardless if they're using our services or not, and they
- [00:03:53.067]just call our our main number at 4024727450 and follow the
- [00:03:56.756]prompts and be connected.
- [00:03:59.240]If your student has any questions about medication
- [00:04:02.349]issues or medication management needing a refill, those things,
- [00:04:06.250]they call the Health Center at 402-472-5000 and the medical
- [00:04:09.908]emergencies.
- [00:04:10.640]We encourage students to call 911.
- [00:04:14.640]I'll talk briefly about these referral partnerships that we
- [00:04:17.409]have.
- [00:04:17.640]So well, Track Connect is a wonderful resource for anyone
- [00:04:20.720]who's looking for community providers, whether that be back
- [00:04:23.907]home while they're on break over the summers, those types of
- [00:04:27.148]things.
- [00:04:28.440]And then Better Mind is a free telehealth referral partnership
- [00:04:31.440]that we have as well.
- [00:04:32.440]So if students are needing an online therapy platform, we can
- [00:04:36.186]provide a referral through CAPS.
- [00:04:38.200]So those are some pieces to know about referrals and we do have a
- [00:04:41.638]care manager at CAPS who can help facilitate referrals as
- [00:04:44.659]well.
- [00:04:47.200]Now the student is maybe thinking that CAPS or mental
- [00:04:49.663]health therapy is not quite what they're looking for right at
- [00:04:52.492]this moment.
- [00:04:53.040]We do have great website resources, so online mental
- [00:04:55.843]health screenings where students can kind of go through a set of
- [00:04:59.280]questions and get feedback on what services might be helpful.
- [00:05:03.080]We have self-guided mental health resources, so some of
- [00:05:06.116]these that you can see down here such as college transition or
- [00:05:09.533]procrastination, some pieces just to help them manage, maybe
- [00:05:12.841]some more specific concerns.
- [00:05:14.880]Group and workshop opportunities will also always be updated on
- [00:05:18.214]our website.
- [00:05:18.840]So if they're interested in getting started, they can learn
- [00:05:21.878]more about those and our website iscaps.unl.edu.
- [00:05:26.160]And now I will switch you over to Pablo Thank You Services for
- [00:05:32.152]Students with disabilities.
- [00:05:35.120]We are located on the first floor of Louise Town Hall.
- [00:05:38.920]Louise Town Hall is right between the right between the
- [00:05:43.476]Love Library and the Art Museum.
- [00:05:46.840]OK.
- [00:05:51.240]So our our work is on campus is to help to mitigate the risk of
- [00:05:56.078]discrimination based on disability.
- [00:05:59.320]And the way we do that is that we work to provide through
- [00:06:03.421]accommodations equal and integrated access to all the
- [00:06:07.240]experiences of students and some visitors also and that is
- [00:06:11.413]through the academics, the social events, cultural events,
- [00:06:15.585]recreational programs that are offered by by the university and
- [00:06:20.112]students have the have civil rights related to this in in the
- [00:06:24.496]Americans with Disabilities Act.
- [00:06:30.720]So as defined by law, a disability is a type of physical
- [00:06:34.851]impairment or mental impairment that substantially limits one or
- [00:06:39.562]more major life activities.
- [00:06:42.240]So what you see on the right hand side here is the list of of
- [00:06:46.052]conditions and all conditions are not always rising to the
- [00:06:49.679]level of a disability to limit major life activities.
- [00:06:53.280]Live activities such as walking, eating, sleeping, being awake,
- [00:06:57.436]thinking, learning, these are these are just examples of what
- [00:07:01.462]of major life activities that are impacted.
- [00:07:04.720]This list on the right is the list is the primary conditions
- [00:07:09.116]that students register with our office.
- [00:07:12.880]And the number one by far is mental health.
- [00:07:17.200]And that is a number that keeps increasing.
- [00:07:19.840]Semester to semester we start, we see more and more students
- [00:07:22.666]registering with our office with mental health conditions.
- [00:07:25.400]And that's not just Nebraska, that's all universities across
- [00:07:29.009]the country.
- [00:07:30.240]A new one on this list this year is long COVID.
- [00:07:33.760]What we've recognized in the last few years since the onset
- [00:07:38.017]of COVID in our world is that long COVID appears to be the
- [00:07:42.203]medical research is showing a permanent condition and not a
- [00:07:46.460]not a temporary one.
- [00:07:48.040]So it is now considered can be considered for eligibility for
- [00:07:52.194]accommodations.
- [00:07:54.240]OK, so the difference between there's a difference between the
- [00:07:59.905]ways in which students gain accommodations in K12 versus in
- [00:08:05.300]higher Ed.
- [00:08:06.880]And these different ways are based on laws.
- [00:08:11.160]And in the K12 experience, the IDEA Law or the Individuals with
- [00:08:15.691]Disability Education Act is worded in a way that allows high
- [00:08:20.010]schools to provide accommodations that are focused
- [00:08:23.621]on success.
- [00:08:25.080]And in in the Americas with Disability Act, which governs
- [00:08:29.447]colleges and and universities, the accommodation provides
- [00:08:33.814]access, not success.
- [00:08:35.320]Not you can do it, you will do it and we'll help you get all
- [00:08:38.175]the way to the finish line.
- [00:08:39.440]That's not how it works in in in college.
- [00:08:41.600]Well, the way it works is a matter of access to the
- [00:08:44.758]education, access to the course materials and the access to the
- [00:08:48.645]exams to demonstrate the mastery of the knowledge you learn in
- [00:08:52.471]the classes.
- [00:08:54.200]And so there's a difference also in the way the accommodation
- [00:08:57.839]plans are made.
- [00:08:59.440]In K12 multidisciplinary team, they call it the MDT, It gets
- [00:09:04.264]together and that's it's instructors, you know, maybe
- [00:09:08.534]maybe nurses, maybe psychologists, maybe academic
- [00:09:12.488]advisors get together and evaluate students and determine
- [00:09:17.075]what it is they need to be successful.
- [00:09:20.240]They put together a plan, the parents sign off on it, and
- [00:09:23.180]sometimes the students are unaware of the whole process
- [00:09:26.019]until it's time to use the accommodations.
- [00:09:28.640]In college that's a different the way we determine eligibility
- [00:09:31.925]is through an interactive process between a disability
- [00:09:34.793]specialist in our office with a with a student who's registering
- [00:09:38.182]with us.
- [00:09:39.240]The reason that's so important is because they a student with a
- [00:09:44.542]disability is the is the the expert on their lived
- [00:09:48.768]experience.
- [00:09:50.160]And so we want to know how how the condition that rises to a
- [00:09:54.270]level of of disability effects their access either in, you
- [00:09:58.246]know, their access to the education as I mentioned, but
- [00:10:02.019]also you know their access to to to enjoy the programming and
- [00:10:06.197]experience of housing.
- [00:10:07.880]We do housing accommodations based on disability as well.
- [00:10:10.520]We determine those eligibility and also the process that we
- [00:10:14.363]use, the interactive process that's used in college also
- [00:10:18.014]supports student self advocacy.
- [00:10:20.720]And we we believe in this to be the central part of of one thing
- [00:10:24.399]that students, all students learn while they're at the
- [00:10:27.512]university to advocate for themselves to talk with the
- [00:10:30.625]resources that they need.
- [00:10:32.640]OK.
- [00:10:34.960]And so here there's a this is the responsibilities based on
- [00:10:38.661]the laws in a nutshell.
- [00:10:40.400]And So what you'll see here in high school is that the school
- [00:10:44.319]and the parents and the IEP team are are the primary people
- [00:10:48.112]responsible for all the things like identifying the student
- [00:10:51.905]with a disability and providing the accommodations is different
- [00:10:55.950]as you see here in college it's all the students responsibility
- [00:10:59.996]except for this providing accommodation because the laws
- [00:11:03.599]the Americans with Disability Act is the is the law that makes
- [00:11:07.582]the institution responsible not only to to develop an
- [00:11:10.996]accommodation plan with our office but then also for faculty
- [00:11:14.852]to implement reasonably those accommodations.
- [00:11:19.200]But you know, I I the take away here, yes, the student is
- [00:11:22.049]responsible for all these things.
- [00:11:24.240]But I also want you to know that students are not alone in this
- [00:11:28.328]process.
- [00:11:29.680]You know we work with students closely when they register with
- [00:11:33.078]us.
- [00:11:33.240]Sometimes students just you know get a hold of us for information
- [00:11:36.284]and you know maybe they need a resource they know it's not our
- [00:11:39.190]office but they're they're familiar with their disability
- [00:11:41.865]specialists and and you know they contact them.
- [00:11:44.720]You know, we encourage that we we encourage them to reach out
- [00:11:48.882]for for additional information and we support their self
- [00:11:52.710]advocacy in that way.
- [00:11:54.640]OK.
- [00:11:56.800]So some frequently asked questions, right.
- [00:12:00.520]So what I just said, you know we we refer out to other resources
- [00:12:03.738]that aren't that aren't our office that that do things that
- [00:12:06.708]we do not address.
- [00:12:07.600]And so here's you know what.
- [00:12:09.040]So what are some of these?
- [00:12:10.200]Well, the Center for Academic Success and Transition cast is
- [00:12:14.335]is useful for all students in transition at this point, You
- [00:12:18.403]know, students are coming to campus for the first time.
- [00:12:22.480]Maybe they're a transfer student from a different, maybe a
- [00:12:25.111]Community College and maybe they're fresh out of high school
- [00:12:27.832]and they're coming.
- [00:12:28.680]So those are, those are different student transitions.
- [00:12:31.280]The Center for Academic Success and Transition helps.
- [00:12:34.240]They provide study stops, which are essentially evenings study
- [00:12:37.486]halls where tutors are available, you know, and you
- [00:12:40.165]just go in there and do your homework and meet with the
- [00:12:43.050]tutor.
- [00:12:43.360]Maybe they have also individual scheduled tutor meetings.
- [00:12:48.040]University of Nebraska has a has a writing center.
- [00:12:50.520]All students no matter what their major is, they're going to
- [00:12:52.824]be writers.
- [00:12:53.800]And so the writing center, we refer there a lot other resource
- [00:12:57.175]centers like the Math Resource Center, the Chemistry Resource
- [00:13:00.497]Center, the Physics Resource Center.
- [00:13:02.880]And those places are are available to students who are in
- [00:13:06.169]specialty classes, maybe maybe upper class, you know, not the
- [00:13:09.686]intro stuff, but the other stuff, you know, the higher
- [00:13:12.805]level classes.
- [00:13:13.600]And so they're able to work with the experts in those fields.
- [00:13:16.520]And graduate students who helped to tutor undergrads, even
- [00:13:19.236]advanced undergrads help out too in those resource centers.
- [00:13:22.520]And then of course, the academic advisors are also really
- [00:13:25.593]important in in the whole learning experience for
- [00:13:28.243]students.
- [00:13:29.720]And so your eligibility for students, eligibility for
- [00:13:33.320]accommodations don't appear on a transcript.
- [00:13:36.640]They're not part of a permanent institutional record.
- [00:13:39.560]We keep the record here in our office, but that's not, it's not
- [00:13:43.525]shared with with anyone, anyone else.
- [00:13:47.040]So skipping one down, so do we share the diagnosis with faculty
- [00:13:51.087]and staff?
- [00:13:51.720]We do not.
- [00:13:52.800]We consult with with faculty and staff.
- [00:13:56.560]But what we talk about is the the accommodation and a
- [00:13:59.891]student's eligibility for that accommodation is not part of the
- [00:14:03.840]discussion, it's the accommodation and how to
- [00:14:06.678]reasonably implement into into a course design.
- [00:14:10.600]Speaking of implementation.
- [00:14:13.280]So each semester the student will will share their plan with
- [00:14:17.207]their instructors in the classes where they they need the
- [00:14:20.941]accommodations and they'll meet with their instructors to
- [00:14:24.676]discuss the plan and the the the plan takes place.
- [00:14:27.960]Though in fact it goes into effect when the faculty are
- [00:14:30.992]notified.
- [00:14:31.520]It's not once the meeting happens, once the professor
- [00:14:34.960]knows that there's a plan through e-mail then it's it's
- [00:14:38.528]it's it's it's implemented at that point students
- [00:14:41.713]accommodation plans are remain valid for as long as the student
- [00:14:45.790]is enrolled at Nebraska.
- [00:14:47.400]So year after year, unless they want or need to change the the
- [00:14:50.961]plan it it'll be valid and they don't have a requirement to meet
- [00:14:54.636]with us each semester.
- [00:14:56.720]OK, so we encourage students and families to to reach out to make
- [00:15:01.484]some meetings for us together to discuss further what our
- [00:15:05.670]services are, or if the student is sure the family is sure that
- [00:15:10.290]the student's ready to register.
- [00:15:13.040]You can follow the registration process to Steps to Register
