- [00:00:32.370]who was raised on a fifth generation family dairy farm
- [00:00:35.280]near Pleasant Dale, Nebraska.
- [00:00:36.870]She's a graduate of the University of Nebraska-Lincoln
- [00:00:39.330]and has over a decade of experience in nonprofit,
- [00:00:41.910]trade association, management and marketing
- [00:00:44.010]through working for Advanced Association Management,
- [00:00:46.770]a local firm based in Milford, Nebraska
- [00:00:48.840]that her parents founded in 2010.
- [00:00:50.820]She and her mother have recently routed their experience
- [00:00:53.190]in nonprofit management, building renovation,
- [00:00:55.530]and grant writing to create the local initiative,
- [00:00:57.810]the Milford Childhood Learning Center,
- [00:00:59.490]to address the 50% childcare deficit in Seward County.

- [00:01:13.680]So, Kylie, you've shared with me before
- [00:01:16.020]that you do have children of your own
- [00:01:17.610]and you struggled finding care for those children
- [00:01:20.670]when you returned to Milford, Nebraska in 2020
- [00:01:23.550]from Kansas City. Would you like to tell the listeners
- [00:01:25.637]a little bit more about your family,
- [00:01:28.260]and your experience with trying to find care
- [00:01:30.750]when you came back to Nebraska?
- [00:01:32.340]Yeah, so my husband is from Milford as well
- [00:01:35.580]and we got married in 2016.
- [00:01:38.580]And then we kind of just picked up
- [00:01:40.800]and moved to Kansas City for a few years
- [00:01:42.750]and we had my oldest daughter Kit there.
- [00:01:44.940]She just turned four.
- [00:01:46.260]And in September of 2020 we found a house in Seward
- [00:01:51.570]and just thought, "We're starting our family.
- [00:01:53.820]We need to be closer to the rest of our family,
- [00:01:55.980]so maybe this is a good time to move back."
- [00:01:58.140]And we moved back in September of 2020,
- [00:02:01.740]and childcare was just pretty much non-existent.
- [00:02:05.250]She was nine-months-old,
- [00:02:06.180]so there's not a lot of spots for infant care
- [00:02:08.490]under 18 months, so.
- [00:02:09.780]I think we were pretty surprised at the lack of access
- [00:02:13.443]and we didn't really realize if you're not on a wait list
- [00:02:17.490]by the time you're pregnant,
- [00:02:18.540]you've pretty much already missed out on infant care
- [00:02:21.210]and that's just such a huge stress point.
- [00:02:23.580]We ended up taking her to one local provider in Milford
- [00:02:27.660]and she had an opening for Monday and Tuesday.
- [00:02:29.910]And then I had another unlicensed provider
- [00:02:32.070]who had just been doing an in-home off and on
- [00:02:34.320]for probably the better part of 20, 25 years.
- [00:02:36.690]And she had availability on Tuesdays and Fridays.
- [00:02:40.290]And then J.R.'s mom could watch her on Wednesdays.
- [00:02:43.080]So she literally went to a different provider
- [00:02:44.932]every single day.
- [00:02:46.143]Wow.
- [00:02:46.976]From the eyes of my nine-month-old,
- [00:02:48.552]a different person, like, every single day
- [00:02:51.480]was just wild to me.
- [00:02:53.040]So eventually we were able to get in full-time
- [00:02:55.470]at the unlicensed provider and kind of stayed there,
- [00:02:58.632]and had our second child, Roy.
- [00:03:01.740]Then she decided to move to Lincoln.
- [00:03:03.330]I mean, she's done it for over 25 years.
- [00:03:05.002]She was kind of just ready to be done,
- [00:03:06.630]which is totally fair.
- [00:03:07.886]Then we were kind of left with nothing again
- [00:03:10.410]and having another child then under 18 months,
- [00:03:13.170]I just was hit with the same struggle again
- [00:03:15.660]of there's just nothing here.
- [00:03:17.310]And, yeah, I kind of reached the point of
- [00:03:19.770]being fed up with this problem over and over and over again.
- [00:03:22.200]Where was your interest coming from in opening
- [00:03:24.630]this Milford Childhood Learning Center?
- [00:03:26.490]So my in-home provider notified me,
- [00:03:29.310]I think the last Friday in March of last year,
- [00:03:32.670]that she was retiring.
- [00:03:34.440]I literally sat on her couch and started crying.
- [00:03:36.780]I felt so bad.
- [00:03:37.984]And we've known each other a long time,
- [00:03:39.990]and we have a good relationship.
- [00:03:42.150]And I think she felt bad,
- [00:03:44.430]but I totally respected her decision
- [00:03:46.200]and knew that it had kind of been looming a little bit.
- [00:03:48.840]So I kind of rerouted a little bit.
- [00:03:50.790]I have more contacts within economic development
- [00:03:53.610]because of some work within my job,
- [00:03:55.830]and Jonathan Jank,
- [00:03:56.940]I've worked with him a lot on a few different projects.
- [00:03:59.340]So I went back and rerouted with Jonathan
- [00:04:01.230]and he connected me with C4K, Communities for Kids,
- [00:04:05.190]and we had a call.
- [00:04:06.390]I think I scheduled it, like, Monday or Tuesday
- [00:04:08.940]after my in-home provider notified me,
- [00:04:10.860]like, I worked pretty quick.
- [00:04:12.270]And we had a call about what rural childcare looks like
- [00:04:15.420]and the kind of differences between starting an in-home
- [00:04:18.990]and starting a center and what are some hurdles
- [00:04:21.240]and what are some things to look for.
- [00:04:22.800]And then it kind of snowballed from there.
- [00:04:24.067]So we really just didn't go about it saying
- [00:04:27.090]we have all the answers.
- [00:04:28.170]We went about it saying we're not gonna reinvent the wheel.
- [00:04:31.590]And, like, what are other communities doing to solve this
- [00:04:35.190]and what can we learn from them?
- [00:04:36.960]Uh-hmm, yeah.
- [00:04:37.793]So it sounds like your interests just came from
- [00:04:41.730]just, like, dire need, like, I need childcare.
- [00:04:44.010]Yes.
- [00:04:44.843]There's nothing here, what do I do?
- [00:04:47.118]And then from there figuring out, like,
- [00:04:49.620]okay, what do we do?
- [00:04:51.180]That's like a core piece of,
- [00:04:53.427]and maybe this is the, like, rural Nebraska in me showing.
- [00:04:56.760]My dad, his family has a fifth-generation dairy farm
- [00:05:00.690]and my great great-grandpa homesteaded from Germany,
- [00:05:04.770]he immigrated from Germany
- [00:05:05.910]and homesteaded right north of Pleasant Dale.
- [00:05:08.040]And there's this hole that we stand in sometimes.
- [00:05:10.650]My parents made us stand in it a lot when we were kids,
- [00:05:12.617]and it was the hole they dug when they had to winter there.
- [00:05:16.110]So they homesteaded on December 3rd of, I think, 1880.
- [00:05:19.740]And they had to live in this hole
- [00:05:21.840]'cause they didn't have time to, like, build
- [00:05:23.430]any kind of structure or anything to live in.
- [00:05:25.170]And it just reminds my family, like,
- [00:05:27.480]you have to start from somewhere.
- [00:05:28.710]And so I think thinking about the struggles
- [00:05:31.020]I'm going through and wanting my kids to stay in Milford
- [00:05:34.200]and stay in Nebraska the way that my mom wants me to,
- [00:05:36.930]I had to build something that is sustainable
- [00:05:38.910]so that my daughter has some, sorry.
- [00:05:42.390]Why are you sorry?
- [00:05:43.223]It's okay.

- [00:05:45.960]This is very, like, close to home so I understand.
- [00:05:50.130]Yeah, I think just building something that
- [00:05:52.653]my kids don't have to have that same struggle
- [00:05:55.045]in helping grow their families, too,
- [00:05:58.020]is really important to me.
- [00:05:59.340]Yeah, so that they don't have to be in the dirt hole.
- [00:06:02.394]Right?
- [00:06:03.480]There were a lot of chigger bites that happened to me.
- [00:06:06.240]Yeah, oh, I hate chigger bites, they're the worst.
- [00:06:09.450]All fall, that's all I had
- [00:06:11.100]was just a huge hole in the land
- [00:06:13.230]that I had to build the center in.
- [00:06:14.400]And, finally, December 14th,
- [00:06:16.560]which was 11 days after the homestead date,
- [00:06:20.513]I moved a house on top of that hole,
- [00:06:22.500]and then we had a hole to move to a center, so,
- [00:06:25.500]it rounded out.
- [00:06:26.430]That is so deeply meaningful.
- [00:06:28.200]So you've talked a little bit about what's the process
- [00:06:30.570]been like for opening a new childcare center,
- [00:06:32.310]but I'd just like to learn a little bit more like.
- [00:06:34.320]Yeah, and just been told that,
- [00:06:36.630]like, why are these women going about this so quickly?
- [00:06:39.360]Why is it paced so fast,
- [00:06:41.010]and why is this all happening the way that it is?
- [00:06:43.329]Yeah.
- [00:06:44.162]And I think that a part of that is my personality
- [00:06:47.599]a little bit.
- [00:06:48.900]And so really knowing what my personality is
- [00:06:51.780]and how it comes off to other people is important.
- [00:06:53.820]So I think the hustle that my mom and I had
- [00:06:56.100]around a lot of these grants and timelines
- [00:06:58.770]that we had to juggle probably did look pretty aggressive
- [00:07:01.830]to other people.
- [00:07:02.730]I wish people had more of a scope
- [00:07:04.830]around how these grants rolled out with DHHS,
- [00:07:07.200]and with the ARPA funding through the federal side of it,
- [00:07:10.200]'cause that played into a huge role
- [00:07:11.970]of how this all played out, so.
- [00:07:14.010]Yeah, because there's been a lot of funding lately
- [00:07:15.608]and then you have to use it by a certain date.
- [00:07:19.020]So it almost feels like there's a clock ticking, like.
- [00:07:21.120]Right. How much can I get done?
- [00:07:22.786]How much can I get accomplished
- [00:07:24.120]so that I can take full advantage of this funding
- [00:07:26.940]that is just available during this specific time?
- [00:07:28.873]Right.
- [00:07:29.706]Like this amazing window, right?
- [00:07:30.832]Right.
- [00:07:31.665]Is that what you're kinda saying?
- [00:07:32.670]Yes, this window of funding that happened,
- [00:07:35.310]and it opened in January of 2023,
- [00:07:37.705]but there was, like, a weird timeframe
- [00:07:41.280]within probably April to June 30th, which was the deadline.
- [00:07:45.106]The funding just got drastically
- [00:07:47.730]underutilized by communities
- [00:07:49.890]'cause it was required for expansion and startup.
- [00:07:52.500]So there were some hurdles
- [00:07:54.330]in that current licensed working providers
- [00:07:57.360]couldn't utilize the funding.
- [00:07:58.560]And I can see from even my previous provider's perspective
- [00:08:01.800]how frustrating that was,
- [00:08:03.090]but the goal was really expansion and capacity for spots.
- [00:08:06.480]So Milford has a 52 childcare deficit,
- [00:08:09.593]so that means 52 kids don't have access
- [00:08:11.700]to full-time licensed care in our town.
- [00:08:14.550]And as much as current providers in Seward County
- [00:08:18.000]could have utilized that funding
- [00:08:19.200]and it really helped their operating businesses,
- [00:08:22.200]it does show that the amount of businesses operating
- [00:08:24.600]wasn't enough for the amount of kids that we had.
- [00:08:26.850]That expansion was needed.
- [00:08:28.740]I think as a whole, I just don't think
- [00:08:31.350]a lot of communities were ready for having, I'd say,
- [00:08:34.890]a lot of the dominoes lined up for what needed to happen.
- [00:08:38.340]So from a community side,
- [00:08:39.690]I can see where other community members could say,
- [00:08:42.510]wow, they're really going at this really quickly and fast,
- [00:08:44.828]but it did have, like, a price tag to it.
- [00:08:48.930]And so I think that's my maybe biggest misconception.
- [00:08:52.590]I wouldn't want anyone ever to think
- [00:08:53.940]that I went about this for solely, like, economic purpose,
- [00:08:57.060]or because I just wanted to build a business,
- [00:08:58.830]or from an ego standpoint.
- [00:09:00.060]Every single step of this has been for my kids.
- [00:09:02.220]And so it sounds like that kinda came off
- [00:09:05.160]in the community like, oh my gosh.
- [00:09:06.960]Like, whoa, what are they doing?
- [00:09:09.150]Like they're going so fast,
- [00:09:10.260]like, people trying to keep up with that fast pace
- [00:09:12.849]and coming to terms with that,
- [00:09:14.880]but it sounds like you found
- [00:09:16.500]that when you share with others your core values
- [00:09:19.860]and where you are coming from,
- [00:09:21.270]people are a lot more receptive.
- [00:09:22.639]Yes.
- [00:09:23.472]And they're a lot more understanding,
- [00:09:24.810]and they're a lot more ready to get on board
- [00:09:26.432]with you and your mom and what you guys are doing.
- [00:09:29.178]Right.
- [00:09:30.011]With the amazing work. Yes.
- [00:09:30.900]Like they start to understand that.
- [00:09:32.460]Yeah, absolutely.
- [00:09:33.459]Yeah, and since we're talking about communities
- [00:09:36.210]and involving the community,
- [00:09:37.650]let's talk about some of the groups and organizations
- [00:09:39.637]that you have partnered with
- [00:09:41.550]and maybe even the response from the community
- [00:09:43.409]for helping get this Milford Childhood Learning Center
- [00:09:46.558]started and going.
- [00:09:48.060]After I got notified by my in-home
- [00:09:49.680]and I had my conference call scheduled,
- [00:09:51.840]then I had to figure out, like,
- [00:09:54.180]what does this actually look like for a plan in Milford?
- [00:09:57.450]And so Jonathan and I actually just jumped on a call
- [00:09:59.791]and we brought up Google Maps and we just looked in Milford
- [00:10:02.970]for, like, green undeveloped spaces.
- [00:10:04.559]Oh.
- [00:10:05.392]Milford's pretty annexed, so any expansion has like
- [00:10:09.270]a lot of approvals and things to go through.
- [00:10:10.980]That was part of the grant funding, too, for DHHS.
- [00:10:12.990]They really pushed for renovating existing structures
- [00:10:16.770]and there's not a lot of potential existing structures
- [00:10:20.160]that would work for a childcare center in Milford.
- [00:10:22.470]So we really highlighted one specific area.
- [00:10:25.519]It's an L-shaped piece of land
- [00:10:27.510]next to Bellwood Mennonite Church.
- [00:10:29.100]So I met with the pastor
- [00:10:30.420]and I had kinda connected with him through my pastor
- [00:10:32.212]at a different church.
- [00:10:33.318]So I guess to preface, this isn't a church that I attend,
- [00:10:36.449]which was kind of a wild, like, open conversation I guess,
- [00:10:40.440]to have an open dialogue with a congregation
- [00:10:43.230]that you don't attend or you don't go to a church with, so.
- [00:10:45.960]I connected with my pastor and then the pastor at Bellwood
- [00:10:49.220]and we kind of talked through the land that they have
- [00:10:52.170]surrounding their church.
- [00:10:53.520]And so the church had been talking about
- [00:10:54.900]how to utilize the land the best,
- [00:10:57.090]and if there's an aspect of community outreach.
- [00:10:59.220]So I actually presented, I think it was April,
- [00:11:01.451]like, mid-April, April 17th-ish around there
- [00:11:05.160]and presented to the elder board.
- [00:11:06.930]And then I presented to the church congregations.
- [00:11:08.820]And this was before Kathi and I
- [00:11:10.320]were overly educated on any of these large DHHS grants.
- [00:11:14.640]So to say I went into Bellwood with literally nothing
- [00:11:18.090]but a PowerPoint is, like, 100% accurate.
- [00:11:20.880]I had nothing.
- [00:11:21.713]I had not a dollar,
- [00:11:23.280]not a dime towards this project,
- [00:11:24.628]it was just Kathi and I slinging ideas.
- [00:11:27.540]And they were really positive and, like, receptive to that.
- [00:11:30.660]I think they had some really good questions
- [00:11:32.670]and vetted a lot of things about how this would play out
- [00:11:34.950]and what this would look like.
- [00:11:36.210]That was a huge piece
- [00:11:37.380]in getting the ball rolling with the land.
- [00:11:39.420]So they actually agreed to donate
- [00:11:40.446]a piece of that L-shape of land for $1 for 50 years,
- [00:11:44.636]which I am so unbelievably grateful for.
- [00:11:48.480]I can't believe that that even happened,
- [00:11:51.060]that a church did that.
- [00:11:52.740]And I just had a PowerPoint, that's all I had,
- [00:11:55.350]but that really cemented our ability
- [00:11:57.510]to move forward with the grant process.
- [00:11:59.130]And I think they approved that early May.
- [00:12:01.080]And the grant deadline was June 30th.
- [00:12:02.730]So I had to hustle and get this grant going
- [00:12:05.567]after they approved that.
- [00:12:07.590]And then the biggest hurdle next within the grant funding
- [00:12:11.940]was to get a construction timeline that was compliant
- [00:12:14.425]by the end of the year.
- [00:12:16.020]So Southeast Community College
- [00:12:17.190]has a building construction program
- [00:12:18.780]and the students build a home every single year,
- [00:12:21.030]a residential home.
- [00:12:21.863]So we went and met with SCC and we were like,
- [00:12:25.830]we know you're building this residential home.
- [00:12:27.105]It's gonna be done towards December,
- [00:12:29.760]and is there an opportunity for us to buy it?
- [00:12:32.130]And so we had to kind of look through some intricacies
- [00:12:33.938]on how they usually do that,
- [00:12:35.490]but thankfully they were able to agree to that.
- [00:12:37.200]So working with SCC
- [00:12:39.058]and them confirming our ability to buy that house up front
- [00:12:43.110]really laid the dominoes out for us
- [00:12:45.312]to be able to capture that grant funding
- [00:12:47.454]and be able to kind of move forward
- [00:12:50.700]with the rest of the project.
- [00:12:51.720]So to get the land first
- [00:12:53.520]and have the church really have that upfront buy-in,
- [00:12:56.880]that really helped snowball the rest of the funding,
- [00:13:00.780]the house purchase, the build,
- [00:13:02.940]in a really strategic way that had grant compliance.
- [00:13:05.700]It maximized these COVID type dollars
- [00:13:08.280]and really just helped us get moving.
- [00:13:10.980]I think that it was pretty unbelievable
- [00:13:14.400]the timing that went into this project.
- [00:13:16.290]I totally, from my perspective,
- [00:13:19.380]would credit God to all of that.
- [00:13:21.210]I think it's just been almost unbelievable
- [00:13:23.130]how everything's been laid out and how it's all worked out,
- [00:13:25.770]and I really just sometimes can't believe it.
- [00:13:28.140]And how we've just chipped away bit by bit at a time.
- [00:13:31.050]I will say I will definitely credit Milford
- [00:13:32.893]for the generosity that we've received so far.
- [00:13:35.790]It wasn't a lot upfront.
- [00:13:37.470]I think there was a lot of people hesitant
- [00:13:39.325]of what's really going on here, how's this gonna play out?
- [00:13:42.630]But as it's progressed and people have seen progress,
- [00:13:45.272]I think in total we've received over 159,000
- [00:13:49.402]in community dollars donated.
- [00:13:51.750]Wow.
- [00:13:52.583]Like, people's checkbooks signed.
- [00:13:54.714]Yeah.
- [00:13:55.710]So that's immense support and I'm really, really grateful
- [00:13:58.410]that people have seen our vision
- [00:14:00.000]and been able to support us in donating that.
- [00:14:03.210]That's a huge, huge, huge help.
- [00:14:04.920]When are you supposed to open?
- [00:14:06.630]I'm hoping for around April.
- [00:14:08.640]I was just gonna say, like, this episode,
- [00:14:10.740]I think we're planning on releasing in April, so.
- [00:14:13.530]And right now we're recording at the end of February.
- [00:14:15.840]So I'm really excited to follow-up with Kylie
- [00:14:18.270]and see how the center is and maybe post pictures from,
- [00:14:21.870]like, open houses and opening night, so.
- [00:14:24.570]It's just crazy to imagine how much is gonna happen
- [00:14:26.910]in this short timeframe of time.

- [00:14:31.650]and I'm so excited for the community of Milford
- [00:14:33.382]and what's ahead.
