- [00:00:09.600]with the University Police Department.
- [00:00:13.208]And I am Captain Aaron Pembleton,
- [00:00:15.090]with the University Police Department.
- [00:00:17.880]I am gonna touch on some of the overview
- [00:00:20.850]of the Police Department,
- [00:00:22.800]including our roles and our philosophies.
- [00:00:25.200]Here at UNLPD, we have several divisions.
- [00:00:27.750]We obviously have our uniformed patrol,
- [00:00:29.790]which most of the students, faculty staff, visitors will see
- [00:00:34.290]on a day in and out business as we patrol.
- [00:00:37.740]We also have an Investigations Unit,
- [00:00:39.720]which handles all our major case stuff
- [00:00:42.510]that comes into the Police Department.
- [00:00:44.550]We also have our Community Service Officers,
- [00:00:46.770]which patrol the residence halls,
- [00:00:48.930]mainly on a third shift or overnight schedule.
- [00:00:53.070]We have our own dispatch facility here
- [00:00:55.530]that handles all the incoming calls, police radio traffic,
- [00:00:59.880]and they are also connected into the LPD
- [00:01:02.430]or the local 911 Emergency Center.
- [00:01:05.760]We also have our own emergency management, IT,
- [00:01:08.430]building access and GIS specialists
- [00:01:10.470]that help us here at the Police Department.
- [00:01:12.750]Our main role here on campus is to provide the safety
- [00:01:15.570]and security for students, faculty staff
- [00:01:18.660]and visitors on campus,
- [00:01:20.070]and that includes both campuses, East and City.
- [00:01:23.970]And we really wanna try to be part of that community
- [00:01:26.520]that we are policing,
- [00:01:27.660]so that's another one of our philosophies.
- [00:01:30.300]And also included within that is our guardian
- [00:01:33.030]or protector mindset that we train and present
- [00:01:37.650]to our officers that work here for our Police Department.
- [00:01:44.010]Our agency is fully accredited through
- [00:01:46.110]the Commission on Law Enforcement Accreditation,
- [00:01:49.620]and these are just a few of the services
- [00:01:52.290]that we provide on campus.
- [00:01:54.060]As Captain Pembleton mentioned,
- [00:01:55.290]obviously, one of those is just patrol of our two campuses.
- [00:01:59.850]The CSOs are typically in the residence halls at night.
- [00:02:04.110]We offer Husker safe walks,
- [00:02:05.580]which is escorted walks across campus or to vehicles 24/7.
- [00:02:10.740]Whenever a student, faculty or staff feels
- [00:02:13.466]that they would like to have somebody walk with them,
- [00:02:15.780]we offer that.
- [00:02:17.730]We'll be having a safe exchange zone,
- [00:02:19.440]where you can sell and buy items online,
- [00:02:23.400]and meet up either at our Police Department
- [00:02:25.200]or at a location on the East campus,
- [00:02:27.570]where it's well lit and cameras are recording that.
- [00:02:30.570]We do the safety notifications for campus.
- [00:02:32.610]We offer firearms storage,
- [00:02:33.990]because firearms are not allowed on campus due to state law.
- [00:02:38.490]You can register your valuable items and property
- [00:02:40.470]with our agency,
- [00:02:41.490]so in case they would ever become lost or stolen,
- [00:02:44.640]we have those serial numbers on file.
- [00:02:47.220]We offer lost and found services to the campus,
- [00:02:50.460]and we do safety presentations.
- [00:02:53.370]And like I said, we do much more than this,
- [00:02:55.170]but these are some of the services that students,
- [00:02:59.670]most students take advantage of from our agency.
- [00:03:05.370]And moving on to some things
- [00:03:06.510]that we generally see on campus,
- [00:03:08.490]as far as law enforcement that are offenses
- [00:03:11.010]that the students or faculty staff can kind of run into,
- [00:03:14.820]is petty larceny and theft is probably our main one,
- [00:03:18.420]followed up by fraud,
- [00:03:19.920]and then also substance abuse.
- [00:03:22.140]It is a college campus,
- [00:03:23.160]so alcohol is brought in and on campus sometimes,
- [00:03:26.880]and that's something that we deal with on a weekend basis.
- [00:03:30.900]So we just wanna make sure
- [00:03:32.070]that people are aware of these,
- [00:03:33.210]and it kinda comes into some stuff that we'll talk about.
- [00:03:35.670]But as Captain Baker mentioned,
- [00:03:37.860]for those thefts, registering your items with us
- [00:03:41.460]is a huge step for us to be able to reunite your student
- [00:03:46.050]or faculty staff with that item,
- [00:03:49.410]or being able for us to get all the information
- [00:03:52.320]that's valid for that report.
- [00:03:54.180]So as we go through this presentation,
- [00:03:55.830]you'll hear us harp on that.
- [00:03:56.940]So when you're having communications
- [00:03:59.130]with your future Husker,
- [00:04:01.200]go ahead and try to give them that nudge,
- [00:04:03.240]to make sure that they register items with us.
- [00:04:07.440]Here are some of the ways
- [00:04:08.583]that you can help prevent becoming a victim
- [00:04:11.790]on some of these types of crime that we mentioned.
- [00:04:16.440]First that we'll talk about is property crime,
- [00:04:18.180]theft or vandalism, or stuff like that.
- [00:04:21.110]It is essentially just locking items up.
- [00:04:22.950]You know, lock up the vehicle,
- [00:04:25.140]lock up your cars and pickups 24/7.
- [00:04:28.860]It doesn't matter where you're parked, time of day.
- [00:04:31.110]Keep the valuables out of sight.
- [00:04:32.580]If a would-be thief walks by a vehicle
- [00:04:36.810]and doesn't see anything inside of value,
- [00:04:39.300]it's very unlikely that they're going to waste their time
- [00:04:41.520]trying to break into something when they don't know
- [00:04:43.732]if they can get anything valuable out of it.
- [00:04:47.100]In the residence halls, please keep your doors locked.
- [00:04:49.440]Do not let people walk in after you.
- [00:04:53.910]Nebraskans are known for our politeness,
- [00:04:55.860]and the university community is a very good place,
- [00:04:58.652]and with nice people,
- [00:05:01.290]but holding doors open for other people who may walk in
- [00:05:03.600]when they're not authorized to be so,
- [00:05:05.430]may be allowing them to commit a crime later.
- [00:05:10.500]Leaving property unattended.
- [00:05:12.450]We see this quite a bit in the libraries
- [00:05:14.880]and the student unions,
- [00:05:16.500]where students will be studying,
- [00:05:18.570]and they'll leave items out just for a few minutes
- [00:05:20.640]while they go use the restroom,
- [00:05:21.630]or they go talk to a friend,
- [00:05:22.740]or go buy some food.
- [00:05:24.360]And they come back,
- [00:05:25.193]and their laptops and other items are gone.
- [00:05:27.330]So just following these simple steps
- [00:05:29.670]can help prevent some of the really common offenses
- [00:05:32.490]that we see.
- [00:05:33.750]Again, we don't have a lot of serious crime on campus.
- [00:05:36.870]It's very rare.
- [00:05:38.460]However, unfortunately, we do see these a lot,
- [00:05:40.530]and these are very impactful on students.
- [00:05:44.280]And we'd be amiss if we didn't talk about the bike thefts
- [00:05:47.310]that happen on campus too,
- [00:05:48.870]'cause it's, again, something that can be impactful
- [00:05:54.203]to a student, although it seems pretty trivial,
- [00:05:55.036]but if it's your only form of transportation
- [00:05:56.250]and it goes missing,
- [00:05:57.083]it can be detrimental to your day.
- [00:06:00.300]So we definitely recommend,
- [00:06:01.680]if you're gonna send your future Husker down here
- [00:06:04.680]with a bike,
- [00:06:05.640]make sure they have a lock
- [00:06:07.200]that also will help them keep that.
- [00:06:09.330]So we recommend a ruggedized U-lock,
- [00:06:11.970]and then not only do they have it, but they use it properly.
- [00:06:15.510]You know, park the bike in a well-lit area on a bike rack,
- [00:06:19.890]and then use the lock appropriately,
- [00:06:22.290]that goes through a tire, through the frame,
- [00:06:24.690]to whatever device that they have.
- [00:06:26.790]And if you wanna be extra safe,
- [00:06:28.470]you can also use another cable lock
- [00:06:30.690]to try to lock the front tire.
- [00:06:32.400]Again, we're a society that wants everything easier,
- [00:06:35.640]so if we make everything really easy to take off the bike
- [00:06:38.700]if we need to change our flat tire, or whatever,
- [00:06:40.936]that's good for us at that point,
- [00:06:42.540]but it also makes it a little easier for a would-be thief
- [00:06:45.090]to try to mix and match a bike together.
- [00:06:47.790]Like, "Hey, I can take this seat off this one,
- [00:06:49.980]and this tire off this one,
- [00:06:51.060]and then put it all together,
- [00:06:52.290]and now I have a full bike
- [00:06:53.370]that I was just easily taking up all these parts
- [00:06:56.070]apart from other bikes."
- [00:06:57.930]Again with that, periodically check on your bike.
- [00:07:01.290]It also helps us, if it does go missing,
- [00:07:03.540]that you don't come to us almost when the semester's over
- [00:07:06.750]and be like, "Well, I locked it up here August 30."
- [00:07:09.510]That's a big gap,
- [00:07:10.350]and there's a lot of timeframe between that.
- [00:07:12.570]And then hit on (indistinct) again,
- [00:07:14.070]make sure you register your items with us.
- [00:07:18.450]Another type of crime that we see reported
- [00:07:20.520]to university police is various types of fraud,
- [00:07:24.090]most of which occurring in the online.
- [00:07:27.030]Some of the more common forms is phishing,
- [00:07:29.130]where you may receive an email that looks to be authentic
- [00:07:32.370]and it looks like it comes from a university.
- [00:07:34.830]It may even come from a university account,
- [00:07:37.140]because their account was hacked.
- [00:07:39.150]And there'll typically be an offer for a job,
- [00:07:42.930]or it'll be from a bank,
- [00:07:46.500]that they need to log in and claim their account,
- [00:07:48.780]or a payment has been suspended
- [00:07:50.820]because they need to verify their information.
- [00:07:52.074]But the link that is there is not authentic,
- [00:07:57.270]and it does not actually go to that bank or that website.
- [00:08:00.750]And instead, it's from thieves
- [00:08:02.130]who want to steal login credentials
- [00:08:04.770]so they can later steal that identity.
- [00:08:07.950]We have seen a very marked increase
- [00:08:11.490]with students engaging in online discussions,
- [00:08:16.200]that they begin friendly,
- [00:08:17.820]and then it turns towards a more,
- [00:08:20.070]it takes a tone of a sexual nature,
- [00:08:24.270]and, eventually, nude photos are exchanged.
- [00:08:28.560]However, the person that initiates the call
- [00:08:31.860]will typically send the first photo,
- [00:08:35.130]and it's most often not of them, unfortunately.
- [00:08:39.510]And so when a student returns with a photo of themselves,
- [00:08:45.420]the original person will then threaten that student
- [00:08:48.060]and threaten to send those photos
- [00:08:51.060]to family and friends, and whoever else,
- [00:08:53.730]unless they're paid a certain amount of money.
- [00:08:55.320]This is called sextortion,
- [00:08:57.150]and if you're not familiar with it,
- [00:08:58.800]please, please do look it up,
- [00:09:00.000]and give yourself some information on this.
- [00:09:03.960]It is illegal,
- [00:09:05.280]and what we tell students typically
- [00:09:07.920]is very, very few people, if any,
- [00:09:11.460]want to see nude photos that quickly.
- [00:09:13.228]Essentially, if you don't want it to show up anywhere
- [00:09:17.550]on the internet, do not send it to anyone on the internet,
- [00:09:21.090]'cause it may end up there.
- [00:09:24.788]A less common fraud, but still happens,
- [00:09:27.420]is again, those job offers, or check cashing,
- [00:09:30.270]where someone will advertise
- [00:09:33.360]for a stay-at-home part-time job.
- [00:09:36.007]"We'll send you a check.
- [00:09:37.590]You just need to cash it,
- [00:09:39.240]and then you send us gift cards,"
- [00:09:41.880]or, "I need you to buy items with it and send them here,"
- [00:09:44.910]or, "buy gift cards and send them somewhere else."
- [00:09:48.300]These are often termed
- [00:09:49.500]as being a personal assistant type of a job.
- [00:09:53.880]The check that is sent to the student and cashed
- [00:09:57.060]is actually fraudulent,
- [00:09:58.110]and it's not caught until after those,
- [00:10:01.050]the gift cards and whatnot,
- [00:10:03.000]are sent online,
- [00:10:04.500]or money orders, or whatever the case may be, money wires.
- [00:10:08.370]And that money cannot be retrieved once it's sent
- [00:10:10.500]through the money orders or wire transfers,
- [00:10:15.840]so then that student is out that money
- [00:10:17.370]from the check that they cashed that turned out to be bogus.
- [00:10:22.260]None of these jobs are legitimate.
- [00:10:24.750]No one will ever send a check
- [00:10:27.360]for more than what an agreed amount is
- [00:10:30.120]and ask someone to cash it and then keep the extra
- [00:10:33.150]as a convenience fee for their troubles.
- [00:10:37.140]That is not a legitimate job offer,
- [00:10:38.730]and that check is false.
- [00:10:42.450]We encourage it, if students have any concerns about
- [00:10:46.080]the legitimacy of a job offer,
- [00:10:47.370]please call us, talk to an officer,
- [00:10:49.680]and we can walk you through what to look for
- [00:10:51.741]on what may be a possible scam.
- [00:10:56.940]Now, on a college campus, you know
- [00:10:59.010]it would be not doing our due diligence
- [00:11:01.740]if we just don't talk about some of the sex offenses
- [00:11:05.070]and things that get reported to us,
- [00:11:06.570]or that we deal with here on a daily basis
- [00:11:10.050]as we go through.
- [00:11:11.310]So again, some of 'em are reported
- [00:11:13.230]to the UNL Police Department, some of 'em are not,
- [00:11:15.300]but we also partner with a lotta entities on campus,
- [00:11:19.140]Title IX, CARE, University Health Center.
- [00:11:22.680]And then the university also has campus safety authorities
- [00:11:26.100]that are mandatory reporters that are on campus.
- [00:11:28.350]So if your student comes up and says,
- [00:11:30.637]"Hey, this happened to me,"
- [00:11:32.670]there are people on campus that are required to report that,
- [00:11:35.700]and there's training that they go through
- [00:11:37.260]to make sure that they have the appropriate information
- [00:11:39.360]and ways to handle this.
- [00:11:40.980]Here at the Police Department,
- [00:11:42.210]we definitely want to hear about these stories,
- [00:11:44.790]'cause we want to make sure that we can provide resources
- [00:11:48.480]and we can do our due diligence in the investigations,
- [00:11:51.390]and handling them appropriately.
- [00:11:53.190]But with that, we also use a belief-based,
- [00:11:55.740]and survivor-centered mantra and steps and processes,
- [00:12:01.410]because we want to give them that control back.
- [00:12:03.780]If they are a survivor of a incident like this,
- [00:12:07.440]we want to give them the power,
- [00:12:09.180]we want to give them the ability,
- [00:12:10.590]to take control of what they're doing,
- [00:12:13.590]'cause a lotta that is lost
- [00:12:14.703]when the offense actually occurs.
- [00:12:17.910]So our investigators are trained
- [00:12:19.560]in trauma-informed interviewing skills and other things,
- [00:12:24.210]to make sure that this process is as seamless
- [00:12:26.520]and as least intrusive as it can be for the survivor.
- [00:12:32.040]As part of that too,
- [00:12:33.420]being able to talk to your future Husker
- [00:12:35.940]on where they can go report,
- [00:12:37.590]there's things on our website, at the police.unl.edu.
- [00:12:41.100]Again, as I mentioned, these other resources
- [00:12:43.269]that are on campus.
- [00:12:45.240]And we'll get into some other things
- [00:12:47.370]that you can talk to your future Husker here shortly.
- [00:12:53.100]So before coming to campus,
- [00:12:54.472]these are things that we ask that you consider
- [00:12:58.020]and that you talk with each other.
- [00:13:01.720]Talk with parents,
- [00:13:02.880]parents, talk with your students.
- [00:13:05.305]If you haven't had these conversations before,
- [00:13:08.400]they may be difficult,
- [00:13:09.480]but a student will be much better prepared for success
- [00:13:13.980]having this background information.
- [00:13:16.860]Personal safety is everyone's responsibility.
- [00:13:22.692]Knowing the surroundings, being alert.
- [00:13:25.260]And it's not just for crime.
- [00:13:26.940]It's also when crossing the street,
- [00:13:28.710]you know, having the head up,
- [00:13:29.820]making sure a car's going to stop at a crosswalk.
- [00:13:34.380]Knowing who you're with and how you're going to get home,
- [00:13:37.770]having a cell phone that's charged,
- [00:13:39.150]having gas in your vehicle,
- [00:13:41.880]all of that is a personal responsibility for your safety.
- [00:13:47.430]Here at the Police Department,
- [00:13:48.540]we acknowledge that this is a time of students' lives
- [00:13:51.960]where they are experimenting and learning,
- [00:13:53.760]and trying new things,
- [00:13:55.710]but it can be done responsibly.
- [00:13:58.860]Consuming alcohol as a minor,
- [00:14:00.900]and, in Nebraska currently, ingesting marijuana,
- [00:14:03.780]are both illegal,
- [00:14:05.310]but it's a choice that students will have to make.
- [00:14:08.195]If students do choose to partake in this,
- [00:14:13.320]we ask that they're responsible while doing so.
- [00:14:17.100]Minor possession by consumption is an offense in Nebraska,
- [00:14:20.160]whereas if a minor under 21 is intoxicated,
- [00:14:24.930]that is treated as the same as being a minor
- [00:14:27.480]in possession of alcohol.
- [00:14:29.580]Now, our officers do use discretion
- [00:14:31.860]on some of these situations,
- [00:14:33.150]where we recognize not everyone, not every situation,
- [00:14:38.040]is the same.
- [00:14:40.890]So it's not automatically that they will be cited.
- [00:14:45.120]However, the university also does have student affairs
- [00:14:49.710]and student conduct that may take more informal actions
- [00:14:54.390]through the university on some of these.
- [00:14:58.368]If a student is driving
- [00:15:01.080]and they accidentally hit another vehicle,
- [00:15:03.720]you know, accidents happen.
- [00:15:05.220]However, not providing information
- [00:15:08.160]on the vehicle that you left,
- [00:15:09.180]or not reporting that to us, is a crime.
- [00:15:12.060]By law, when someone hits another vehicle,
- [00:15:14.880]they are required to leave their information,
- [00:15:16.470]no matter how slight the damage.
- [00:15:18.630]Of course, University Police can always be called,
- [00:15:21.690]and we can always assist in exchanging that information
- [00:15:24.030]if you're unsure what to do.
- [00:15:25.860]The point is to call us so we can help.
- [00:15:29.310]Internet safety.
- [00:15:30.510]You know, the internet has changed immensely
- [00:15:33.060]just in the past five years.
- [00:15:36.300]Criminals have taken advantage of that.
- [00:15:38.670]Know who you're talking to online.
- [00:15:41.220]As I mentioned earlier,
- [00:15:42.180]please do not send any photos
- [00:15:44.040]that you wouldn't want to share publicly.
- [00:15:48.750]Assume that anything that you send on a computer
- [00:15:51.546]will be seen on a front page paper.
- [00:15:56.024]Finally, sexual behavior.
- [00:16:00.870]It's important to know what consent is.
- [00:16:05.670]Regardless of gender,
- [00:16:07.380]everyone should know what consent means,
- [00:16:09.600]how to give consent, how to ask for consent,
- [00:16:12.554]and that it's okay to withdraw that consent.
- [00:16:19.650]As Captain Pembleton mentioned, we also want to ensure
- [00:16:21.900]that all students know their options
- [00:16:23.730]of how to report if something were to happen,
- [00:16:25.500]either to them or to a friend.
- [00:16:27.840]And again, prevention is the key on this.
- [00:16:31.650]And being informed
- [00:16:32.940]and feeling empowered can help everyone
- [00:16:35.850]have a safer time here at the university.
- [00:16:38.790]Finally, we encourage parents and students both,
- [00:16:42.780]call us with questions or concerns.
- [00:16:44.550]If you're unsure on what to do,
- [00:16:47.370]if you do feel unsafe,
- [00:16:50.130]call us before it gets to that emergency,
- [00:16:52.110]or that immediate safety issue.
- [00:16:54.060]We're here to help,
- [00:16:55.080]and we'd like to do that proactively
- [00:16:56.640]with the university community.
- [00:17:00.210]Before you come to campus,
- [00:17:01.470]what should you do before you come down here
- [00:17:03.900]and start classes?
- [00:17:04.733]Well, A, as we've mentioned several times,
- [00:17:06.990]register your property with us.
- [00:17:08.400]That's one of the easiest steps that you can do.
- [00:17:11.550]It doesn't take that long.
- [00:17:12.660]And again, a lot of us, if you look,
- [00:17:14.550]we don't know our serial number on our bike,
- [00:17:16.860]or electronics, or whatever.
- [00:17:18.690]So it's kind of like a one stop.
- [00:17:20.490]I get to stop, grab,
- [00:17:21.750]you know, write 'em down real quick.
- [00:17:23.280]You can enter 'em into our system
- [00:17:24.780]and then you can forget it.
- [00:17:25.710]But then if your bike, laptop, AirPods, whatever,
- [00:17:29.580]goes missing, we have that information
- [00:17:31.590]that we would need for the report,
- [00:17:32.880]and you don't have to go try digging for it,
- [00:17:35.130]especially if you're not from Lincoln.
- [00:17:37.020]If it all your stuff is back in Chicago, or wherever,
- [00:17:40.350]it could already be entered once, and then we have it.
- [00:17:43.020]Again, for the students, sign up for UNL alert.
- [00:17:46.500]Go to our website, put in your information.
- [00:17:49.020]That way, if there is something that happens on campus,
- [00:17:51.900]you are notified immediately through whatever process.
- [00:17:55.320]It'll go to your phone, email, text messages, phone call.
- [00:17:59.100]That way you have the most up-to-date information.
- [00:18:02.220]For the parents on the UNL alert,
- [00:18:03.690]we necessarily don't need you in there,
- [00:18:05.730]because A, we don't need to know where you are,
- [00:18:08.010]and if you're taking,
- [00:18:09.360]again, it's based on the system constraints,
- [00:18:12.660]and if you take the spot of someone that's on campus,
- [00:18:15.330]because the system just grabs certain phone numbers,
- [00:18:18.120]you could be getting the message
- [00:18:19.320]before someone that actually needs it,
- [00:18:20.730]especially if you live in Kearney, or even out of state.
- [00:18:23.100]So again, the UNL alert is mainly for the students
- [00:18:26.160]that are on campus, faculty and staff.
- [00:18:28.530]And then you can follow us on social media.
