- [00:00:04.980]My name is Dan and I'm a student services specialist
- [00:00:07.540]in the Husker Hub.
- [00:00:08.840]In this video, we will be discussing FERPA,
- [00:00:10.970]the Family Education Rights and Privacy Act.
- [00:00:12.930]A student services specialist in Husker Hub
- [00:00:15.140]can only provide a student's public information
- [00:00:17.320]to the student themselves
- [00:00:18.420]and to those whom the students has granted access.
- [00:00:21.360]If anyone other than the verified student
- [00:00:23.180]either emails, calls in,
- [00:00:24.560]or meets with a specialist over zoom, or in office
- [00:00:27.980]seeking information concerning anything contained
- [00:00:30.330]within a student's educational record,
- [00:00:32.000]that is not public directory information,
- [00:00:34.102]such as grades, academic standing, course schedules,
- [00:00:37.670]billing or financial aid adjustments, et cetera.
- [00:00:40.360]The specialist must have the student
- [00:00:41.930]grant that individual access
- [00:00:43.482]for obtaining this restricted information.
- [00:00:46.300]And a student may grant this access
- [00:00:47.970]by either verbal or written confirmation,
- [00:00:50.354]as well as, through their MyRED portal.
- [00:00:52.610]So, let me go ahead and share my screen here now.
- [00:00:54.860]So, that way we can walk through
- [00:00:55.930]how students can set up their guests user access for FERPA.
- [00:00:59.640]They will select their manage guest users link,
- [00:01:01.910]under the profile tab in their main navigation page.
- [00:01:04.720]To grant guests or parents access
- [00:01:06.500]for the first time,
- [00:01:07.370]the student would add the guests
- [00:01:08.820]by entering the email address of their parent or guests
- [00:01:11.560]that they are wanting to provide access to.
- [00:01:14.290]And then they would click submit.
- [00:01:16.120]Here in the new guest registration area
- [00:01:18.090]is where the email address will be shown.
- [00:01:20.110]And this shows that it does not have a guest account.
- [00:01:22.860]The student would then input
- [00:01:23.800]the parent's first and last name,
- [00:01:26.300]as well as their date of birth.
- [00:01:27.610]Now here,
- [00:01:28.443]students can grant parents different levels of access
- [00:01:31.000]to their educational records.
- [00:01:32.870]Of course,
- [00:01:33.703]there are several different levels of electronic access
- [00:01:35.221]students can grant to their parents.
- [00:01:36.980]First level, of course,
- [00:01:38.010]being the student accounts,
- [00:01:39.140]which allows access to online bill payment,
- [00:01:41.110]bills activity, account activity, payment history,
- [00:01:43.340]and also 1098T forms.
- [00:01:45.870]If a student has granted their parent or guest
- [00:01:49.160]in-person, phone or email access,
- [00:01:51.010]the parent student services specialist here in Husker Hub
- [00:01:54.080]to discuss with them information about tuition, fees,
- [00:01:56.650]payments, collections.
- [00:01:58.035]And if their granted online access for the guest or parent,
- [00:02:01.273]the parent would be able to have access
- [00:02:02.397]to the online bill payment, the view bills option,
- [00:02:06.120]to view account activity, view payment history,
- [00:02:08.300]as well as 1098Ts.
- [00:02:10.290]The third level is personal information.
- [00:02:12.347]Now this allows access to view addresses,
- [00:02:14.600]phone numbers and email addresses.
- [00:02:16.706]Then our fourth level
- [00:02:18.120]that can access provided to a guest or parent
- [00:02:20.600]which has allows access to view financial aid
- [00:02:23.648]and MyRED to-do list items.
- [00:02:26.410]Second option in level is for student records.
- [00:02:29.760]This would allow a students
- [00:02:30.650]to allow parents or their guests
- [00:02:32.544]access to the student's class schedule and final grades.
- [00:02:36.120]You know,
- [00:02:36.953]staff and specialists in Husker Hub
- [00:02:37.950]when meeting with parents in-person or over the phone,
- [00:02:39.686]or email communications
- [00:02:40.915]would have to have authorization by the student
- [00:02:43.205]or an in-person checkbox selected.
- [00:02:45.770]So the parent or guest would need to prove
- [00:02:47.140]to the specialist that they are who they appear to be.
- [00:02:49.494]We would be able to ask for photo ID,
- [00:02:51.700]telephone, email address,
- [00:02:53.035]or the security word phrase that's set up in MyRED,
- [00:02:56.304]that the student be able to provide access for them.
- [00:02:59.610]Once a secret word or phrase has been inputted,
- [00:03:02.090]then they can click to say from there,
- [00:03:04.470]an email will be sent to the parent or the guests
- [00:03:06.566]with instructions on how to complete their account creation.
- [00:03:09.930]Bear in mind,
- [00:03:10.763]students defer the right
- [00:03:11.596]to begin the first day of attendance,
- [00:03:12.930]which can be the day that the students
- [00:03:14.110]both pay their enrollment deposit
- [00:03:14.943]and has officially enrolled in classes.
- [00:03:17.190]So if you are the parent,
- [00:03:18.170]here are the questions arising in your mind,
- [00:03:21.190]I'm paying the bill,
- [00:03:22.540]so why can't I access my students records?
- [00:03:24.660]It's a very legitimate question
- [00:03:25.830]with a legitimate answer.
- [00:03:27.369]FERPA was established to provide security,
- [00:03:29.780]and privacy to students,
- [00:03:30.761]this law protects the student's information
- [00:03:32.830]from being accessed by the general public.
- [00:03:34.480]The law states that I believe that was the security phrase
- [00:03:37.420]set up on MyRED can access the student's records.
- [00:03:39.940]So this clause does include parents,
- [00:03:41.521]in order to access that information,
- [00:03:43.690]the parent would need to talk with the student
- [00:03:45.300]about getting right consent through their MyRED.
