- [00:00:09.680]for the local public agency projects, identify risks,

- [00:00:20.810]We've got eight total types
- [00:00:22.490]of project coordination meetings,
- [00:00:23.890]although two of them are optional.
- [00:00:26.770]But throughout the life cycle of a project,
- [00:00:29.970]we will go through a PCM 0, 20, 30, 35, 50, 70, 80, and 90.
- [00:00:36.480]And we'll talk about each of these meetings more
- [00:00:40.030]in the following slides.
- [00:00:42.700]PCM O is going to be our pre-red flag meetings.
- [00:00:45.790]So the purpose of this meeting is
- [00:00:47.160]to provide a high-level overview of the proposed project
- [00:00:49.940]with the goal of identifying known risks upfront
- [00:00:53.660]so we kind of know what we're going to have to deal with.
- [00:00:57.340]And then the goal of these meetings are
- [00:01:00.570]to gather necessary information
- [00:01:02.140]to aid in the development of the scope of services
- [00:01:05.310]for both PE and NEPA,
- [00:01:07.030]and then provide enough information for the consultant
- [00:01:09.700]to develop the project description, project details,
- [00:01:12.560]and purpose and need.
- [00:01:14.810]Our PCM 20 is the project introduction meeting.
- [00:01:18.510]So this one's going to serve as the kickoff meeting
- [00:01:21.010]for the entire project.
- [00:01:22.710]At this meeting, we'll discuss the NDOT-530, the NDOT-53,
- [00:01:27.610]the project description, details, and purpose and need.
- [00:01:31.090]It's important to know, in order to hold this meeting,
- [00:01:34.630]we have to have an NDOT-530,
- [00:01:36.980]which is the LPA programming request,
- [00:01:39.110]and an approved NDOT-53,
- [00:01:42.180]which is the probable class of NEPA action form.
- [00:01:45.480]The goal for the PCM 20 is to review project concerns
- [00:01:49.180]and talk about the initial design.
- [00:01:53.010]Our PCM 30 is going to be our pre-plan-in-hand meeting.
- [00:01:55.860]The purpose of this one is to discuss any changes
- [00:01:58.710]to the project description and details,
- [00:02:01.450]talk about any issues or concerns related to design
- [00:02:04.360]or environmental reviews, and discuss potential conflicts
- [00:02:07.830]that should be verified at the plan-in-hand visit.
- [00:02:10.770]Normally we have this one about a week
- [00:02:12.620]before our plan-in-hands.
- [00:02:14.470]That way everything is fresh in our minds
- [00:02:17.220]when we go out on site.
- [00:02:19.510]The goal is to identify any sensitive environmental areas,
- [00:02:23.290]discuss design constructability concerns,
- [00:02:25.780]and provide guidance ahead of the plan-in-hand field visit
- [00:02:28.410]and PCM 35.
- [00:02:32.545]The PCM 35 meeting is going to be
- [00:02:34.720]the post-plan-in-hand meeting.
- [00:02:37.820]So the purpose of this one is
- [00:02:39.440]to verify that all the PCM 30
- [00:02:41.190]and plan-in-hand comments have been addressed.
- [00:02:43.800]We'll talk about any project design issues or modifications
- [00:02:47.180]that were identified during the plan-in-hand field visit,
- [00:02:50.060]discuss project constructability issues
- [00:02:52.290]that need to be captured
- [00:02:53.310]in project environmental documentation
- [00:02:55.740]or that may require further coordination
- [00:02:57.650]with any environmental agencies.
- [00:03:00.530]And this meeting also initiates
- [00:03:03.020]the documentation of environmental reviews
- [00:03:05.030]and approval phase of the project.
- [00:03:08.970]So the goal for this one is going to be
- [00:03:10.730]to present updated design plans after our plan-in-hand
- [00:03:14.250]with limits of construction,
- [00:03:16.380]changes to the project description, product details,
- [00:03:18.680]and purpose and need also, updated from previously.
- [00:03:23.370]And then the limits-of-construction are considered complete
- [00:03:25.960]at this stage.
- [00:03:30.000]The PCM 50 is going to be one of those optional ones
- [00:03:32.260]I did mention earlier.
- [00:03:34.030]This is going to be pre-NEPA approval.
- [00:03:36.540]So the purpose of this one is to be used
- [00:03:38.540]if the project has had significant changes since the PCM 35,
- [00:03:43.030]or it could be used
- [00:03:44.110]if the project has been inactive for a long period of time
- [00:03:46.750]and we just want to catch people up
- [00:03:48.090]and get them on the same page.
- [00:03:50.510]The goal for this one is
- [00:03:52.020]to provide an update of any significant project changes
- [00:03:55.080]to the project delivery team,
- [00:03:57.460]just make sure everybody knows what's going on
- [00:03:59.510]with the project.
- [00:04:02.900]The PCM 70 is the right-of-way re-evaluation meeting.
- [00:04:06.890]So the purpose of this one is to kickoff
- [00:04:08.810]the right-of-way re-evaluation phase.
- [00:04:10.960]So at this one, we'll discuss final plans
- [00:04:13.170]and any potential changes needed
- [00:04:14.770]for the environmental document.
- [00:04:16.710]An approved environmental document is required
- [00:04:19.070]prior to this meeting
- [00:04:19.950]as well as approved right-of-way plans.
- [00:04:23.200]The goal for this meeting is
- [00:04:24.310]to verify the right-of-way design plans
- [00:04:26.110]and kickoff the re-eval of the NEPA document
- [00:04:28.490]for the right-of-way obligation.
- [00:04:31.720]The PCM 80 is going to be this other optional one
- [00:04:34.970]that I mentioned at the beginning.
- [00:04:36.250]It's our PS&E re-evaluation meeting.
- [00:04:38.930]The purpose of this one is that it occurs near
- [00:04:40.880]the completion of right-of-way acquisition
- [00:04:43.200]and will be used if the project has had significant changes
- [00:04:46.840]as a result of the right-of-way negotiation process.
- [00:04:49.830]This one can also be used if the project has been inactive
- [00:04:53.280]for a significant period of time.
- [00:04:55.640]The goal for this one is going to be
- [00:04:57.320]to review changes made during the right-of-way acquisition
- [00:04:59.830]and kickoff the NEPA re-eval for PS&E turn-in.
- [00:05:04.450]Our final project coordination meeting
- [00:05:06.280]before the PS&E turn-in going to be the PCM 90,
- [00:05:09.810]which is the green sheet review.
- [00:05:11.540]The purpose of this one is
- [00:05:12.650]to ensure that final design plans are consistent
- [00:05:14.830]with approved environmental documentation
- [00:05:17.260]and commitments and mitigation have been included
- [00:05:19.460]in the green sheet for use in contracting.
- [00:05:22.700]One thing you need to know about this one is
- [00:05:24.620]that a draft green sheet is required
- [00:05:26.600]in order to hold this meeting.
- [00:05:29.180]The goal for this one is
- [00:05:30.130]to verify final design plans are ready
- [00:05:31.930]to be submitted to PS&E,
- [00:05:33.330]and then also we'll review the green sheet
- [00:05:35.620]during this meeting as well.
