- [00:00:02.070]Poverty leads to eviction
- [00:00:03.890]and continues to follow families
- [00:00:05.860]after they lose their homes.
- [00:00:07.790]Economist Daniel Tannenbaum,
- [00:00:09.660]and his colleagues studied census data and court records
- [00:00:13.190]to follow the evolution of eviction.
- [00:00:16.320]We do see that a lot
- [00:00:17.550]of financial strain proceeds eviction court,
- [00:00:20.730]and we do see that, and we see a decline in earnings
- [00:00:23.180]in the couple of years running up to eviction court.
- [00:00:25.850]And eviction can deepen this decline
- [00:00:28.260]and that earnings losses can persist
- [00:00:29.990]for a long period of time.
- [00:00:32.220]A wealth of information came
- [00:00:33.650]from a US Census Bureau Data Center
- [00:00:35.870]at the university of Nebraska Lincoln,
- [00:00:38.020]important because the first step
- [00:00:39.940]in solving a problem is to measure it.
- [00:00:42.640]Our goal in our research is to inform the policy debate
- [00:00:46.240]on housing and instability and urban poverty.
- [00:00:49.730]Our work is a sort of first step at trying to understand
- [00:00:53.530]what are the costs of eviction on families.
- [00:00:56.374]Tannenbaum's research demonstrates
- [00:00:58.370]that families headed
- [00:00:59.540]for eviction experience serious financial strain
- [00:01:02.940]as evidenced by a spike in applications
- [00:01:05.450]for payday loans leading up to eviction court.
- [00:01:08.530]A court ordered eviction has a lasting impact.
- [00:01:11.710]For example, inability to get a loan
- [00:01:13.750]for a car can affect employment.
- [00:01:16.160]What inspired me and my coauthors
- [00:01:19.240]to think about evictions is
- [00:01:21.070]just how common housing instability is among families,
- [00:01:25.260]and we wanted to understand the consequences of that.
- [00:01:28.380]As evictions increase due
- [00:01:29.900]to the pandemic, economics research will help shed light
- [00:01:33.100]on policy impacts and solutions.
- [00:01:36.070]What crisis has revealed is how starkly
- [00:01:39.500]such a crisis can have unequal impact on families.
- [00:01:42.910]And I think that the economics profession will focus
- [00:01:46.190]on studying American institutions and policies
- [00:01:50.080]that may amplify some of these unequal impacts.
