- [00:00:03.340]So local governments in Nebraska,
- [00:00:05.060]specifically Natural Resources Districts,
- [00:00:07.070]have been trying to solve a number of different problems
- [00:00:09.020]over the years.
- [00:00:10.090]One thing that's been lacking is attention to
- [00:00:14.170]the legal parameters that surround those actions.
- [00:00:17.130]So my research helps deal with the legal uncertainty,
- [00:00:20.010]and some of the theoretical shortcomings
- [00:00:22.410]associated with local governments, generally,
- [00:00:24.880]but really Natural Resources Districts in particular,
- [00:00:27.910]as they confront environmental and agricultural issues.
- [00:00:41.870]So the current research,
- [00:00:42.930]the current project that I'm working on
- [00:00:44.370]deals with really an effort at innovation at local level,
- [00:00:49.200]specifically NRDs and the statutory power
- [00:00:52.970]that we've given them.
- [00:01:12.250]So, one thing that's unique about this research
- [00:01:14.680]is typically when legal scholars
- [00:01:16.210]pay attention to agricultural and environmental issues,
- [00:01:18.570]they're operating at national,
- [00:01:20.350]and sometimes regional scales.
- [00:01:22.330]This sort of drills down to local governments,
- [00:01:24.620]and asks the question,
- [00:01:26.260]what are the legal parameters
- [00:01:27.370]associated with local government action?
- [00:01:29.760]And really one of the things that I'm looking at
- [00:01:32.190]is the extent to which local governments can be used
- [00:01:34.800]to better achieve broader goals.
- [00:01:45.330]So being in Nebraska gives me the ability
- [00:01:47.310]to work with Natural Resources Districts
- [00:01:49.220]and see on the ground, what the issues are
- [00:01:52.160]that they're confronting
- [00:01:52.993]and how the law really operates in practice.
