- [00:00:00.130]And from ad policy to healthcare,
- [00:00:01.840]the Nebraska Rural Poll is used
- [00:00:03.750]to gauge rural residents' opinions on state
- [00:00:06.150]and also national issues.
- [00:00:07.820]Now in its 25th year,
- [00:00:09.020]the survey looks to get an outlook
- [00:00:10.840]for the ag industry amid the COVID-19 outbreak.
- [00:00:15.410]One University of Nebraska ag economist,
- [00:00:17.160]Dr. Brad Lubben, joins us now with the latest.
- [00:00:19.650]And Dr. Lubben, thanks for taking the time to chat with us.
- [00:00:22.330]If you would, give us a little background
- [00:00:23.700]on this poll and how it works.
- [00:00:26.410]Right, the Nebraska Rural Poll is,
- [00:00:28.430]yes, is a 25-year tradition here within Nebraska.
- [00:00:32.140]It's a team effort in the Department of Ag Economics,
- [00:00:34.520]here at UNL.
- [00:00:35.760]But it's a survey that goes out to 7,000 rural households
- [00:00:38.980]and it really helps us gather information
- [00:00:41.050]on their wellbeing, on their attitudes about various issues
- [00:00:45.130]and on about directions for the future that help us
- [00:00:48.000]to inform the public discussion and debate.
- [00:00:50.640]So what are some of the main takeaways
- [00:00:52.130]from the poll this time?
- [00:00:54.430]Right, over that period of time,
- [00:00:56.140]we've studied issues that we repeat year in and year out
- [00:00:59.460]like personal wellbeing.
- [00:01:00.950]We've studied other policy issues and public issues
- [00:01:04.200]that highlight in a given year and move on.
- [00:01:06.790]But, over that entire period of time,
- [00:01:09.210]we've seen, in general, optimism and attitude
- [00:01:13.210]about the future has continued to improve.
- [00:01:15.200]So wellbeing has continued to improve over time.
- [00:01:18.320]Confidence and sort of standard of living
- [00:01:21.840]has continued to improve.
- [00:01:23.500]So even in some of the plight of rural areas,
- [00:01:26.190]we see increased wellbeing over time.
- [00:01:29.310]We do see some challenges, however,
- [00:01:31.090]over time as well with services and a decline of services
- [00:01:34.680]because of population losses,
- [00:01:36.920]because of increased distance and so forth,
- [00:01:39.270]a decline in services or, at least,
- [00:01:41.660]satisfaction with services over time.
- [00:01:43.929]So taking into account
- [00:01:45.320]the data that's been collected,
- [00:01:46.680]how are the findings put to use?
- [00:01:50.120]These findings really help us inform
- [00:01:51.980]the public discussion.
- [00:01:53.350]It's not explicitly to develop policy positions
- [00:01:56.780]or advocate for policy,
- [00:01:58.620]but it does inform the debate and discussion
- [00:02:01.100]and it helps us understand where we're coming from.
- [00:02:03.560]It helps us understand the direction about things
- [00:02:05.710]like community wellbeing and community satisfaction.
- [00:02:09.780]It helps us understand where we are
- [00:02:11.600]so that we can make better informed decisions going forward.
- [00:02:14.980]How many more times will the poll be released this year?
- [00:02:17.860]And I understand that the respondents will answer,
- [00:02:19.880]of course, questions amid COVID-19.
- [00:02:23.810]Right, the survey goes out right now and it submits
- [00:02:26.900]to the social distancing challenges of COVID-19.
- [00:02:30.860]But the survey went out last year at this time
- [00:02:33.290]and it was amidst the great bomb cyclone and flood
- [00:02:37.710]that followed and so,
- [00:02:39.070]we're always sort of in the middle of whatever environment
- [00:02:42.020]or whatever situation we have at the moment, but producer,
- [00:02:46.640]or rather, participants will respond to us
- [00:02:49.520]and they'll give us good insight.
- [00:02:51.230]We'll be able to report these things in report, in policy,
- [00:02:54.750]or research reports here over the coming months
- [00:02:58.200]and that'll help us pave the way toward the future.
- [00:03:02.030]All right, well thank you very much
- [00:03:03.090]for taking the time to chat with us this morning.
- [00:03:04.560]We appreciate your time.
- [00:03:05.770]University of Nebraska ag economist, Dr. Brad Lubben,
- [00:03:08.260]joining us, of course, from Lincoln, Nebraska today.
