- [00:01:02.530]fee increases, with Claudette Biskup.
- [00:01:06.480]Then we will go on to contract uploads, with Julie Snyder.
- [00:01:11.070]Vehicle purchasing updates, with Patrick Barrett.
- [00:01:14.530]Our scientific buyer introduction, by Sydney Zach.

- [00:01:23.460]So, again, thanks for joining us,
- [00:01:25.580]and we will turn it over to Claudette.

- [00:01:31.800]The Microsoft fee increases are coming about because
- [00:01:37.050]we're actually in need of this.
- [00:01:39.440]There has never been a increase,
- [00:01:41.600]since I've been doing this in at least 1999.
- [00:01:45.360]This will cover the Microsoft Education Solutions.
- [00:01:55.970]These increases will happen in two phases.
- [00:01:59.140]So in this year, the Windows machine will be going
- [00:02:02.010]from 130 to $146, which is a $16 increase.
- [00:02:08.380]And the Mac will be going from 40 to $48,
- [00:02:12.170]which is a $8 increase.
- [00:02:15.430]And then in 2020 we will be increasing this again,
- [00:02:19.140]and you can see the numbers there.
- [00:02:20.640]Windows will be going from 146 to 162,
- [00:02:24.627]and the Mac will be going from 48 to $56.
- [00:02:29.880]And this is for each device that is purchased,
- [00:02:33.180]for that particular month.
- [00:02:38.610]You can look at all this information out there
- [00:02:41.310]on our IT procurement site,
- [00:02:43.950]regarding the Microsoft campus fees.
- [00:02:47.140]I run this report on a monthly basis, so in February,
- [00:02:50.820]when I'm running this report, it's actually gonna be
- [00:02:52.980]looking at all the January purchases for new computers,
- [00:02:58.140]including tablets, desktops, laptops.
- [00:03:02.830]On the Mac, Apple side, it will be iMac, MacBook Pros,
- [00:03:07.010]MacBooks, and iPads.
- [00:03:12.220]Let me see if we can go up there and look at this.

- [00:03:24.790]all of our Microsoft agreements.

- [00:03:29.610]on your departmental computers.

- [00:04:25.740]Hi, everybody, just wanted to,
- [00:04:28.330]it's been a few years since we've touched base about
- [00:04:31.940]what was known as LB429, at the time it was a new bill
- [00:04:35.320]that went into effect, in 2013.
- [00:04:41.280]You can see right here, it's now called the
- [00:04:44.100]statute 84-602.03,
- [00:04:48.440]I think I still call it LB429, but anyway.
- [00:04:52.890]So, this bill was passed in order to be compliant with
- [00:04:57.370]the Taxpayer Transparency Act,
- [00:04:59.650]per the law in the state of Nebraska.
- [00:05:03.100]And in order to be compliant, you need to be able to
- [00:05:06.900]upload, or you need to upload any contract expenditures
- [00:05:12.010]of a penny or more.
- [00:05:14.010]And so if you're doing a contract that's actually
- [00:05:16.190]going to be expending money, that would qualify.
- [00:05:20.270]Purchase orders are considered to be contracts as well,
- [00:05:22.940]but they automatically load through a different process.
- [00:05:26.400]So today we're just talking about contract documents.
- [00:05:31.190]Here's the state's website, and this is where
- [00:05:36.026]pretty much all of the state entities
- [00:05:38.590]upload their contracts to, it's pretty intuitive
- [00:05:41.110]if you go out there and look around,
- [00:05:42.840]there's drop down boxes that will kind of walk you through
- [00:05:46.610]what you're looking at.
- [00:05:50.120]So what defines a contract in the eyes
- [00:05:52.340]of the state of Nebraska?
- [00:05:54.390]Well, it's accepted and signed by two parties,
- [00:05:57.210]so it's an agreement that has two signatures,
- [00:06:00.330]and it creates an obligation, enforced by law,
- [00:06:05.020]so, somebody's gonna offer us something,
- [00:06:07.080]and we promise to pay for that offering.
- [00:06:10.270]It includes amendments and documents,
- [00:06:13.070]that are incorporated by reference,
- [00:06:15.350]which means that if we extend something,
- [00:06:17.970]or we change the scope of work, we need an amendment
- [00:06:20.620]to change that contract, and that document.
- [00:06:24.060]Sometimes an amendment will not be for an increase in money,
- [00:06:30.110]so you wouldn't necessarily need to worry about
- [00:06:32.830]uploading that, but often times if the scope is changed,
- [00:06:38.060]or the term of the contract changes,
- [00:06:40.380]it also affects the money that is being expended.
- [00:06:49.140]So how do we determine who is going to be responsible
- [00:06:52.420]for uploading the contracts?
- [00:06:56.350]This is done primarily through signature authority,
- [00:07:00.060]it's the foundation for this.
- [00:07:02.460]So we like to tell folks that if a contract
- [00:07:05.650]comes through procurement, for processing,
- [00:07:08.330]that we will be the ones responsible for uploading it.
- [00:07:11.740]And why would you need to send a contract
- [00:07:13.610]through procurement to be processed?
- [00:07:16.260]Well, if a contract is for $5,000 or more,
- [00:07:19.940]or is for longer than one year,
- [00:07:24.040]then it needs to be processed through Procurement Contracts.
- [00:07:28.140]So, let's say you have a $2,000 contract,
- [00:07:33.250]but it's gonna last for two years.
- [00:07:36.360]Even though it's under the $5,000 threshold,
- [00:07:39.760]the term of the agreement would constitute
- [00:07:42.230]the reason for it to be processed in procurement.
- [00:07:46.310]And ask questions if you need to, at this point,
- [00:07:49.270]'cause I know that this can be
- [00:07:50.180]a little bit confusing at times.
- [00:07:53.929]And I will do my best to answer.
- [00:07:56.960]So, in Procurement Services, just about anybody on our team
- [00:08:01.030]can help you determine what you need,
- [00:08:03.160]as far as how to go about doing a contract upload.
- [00:08:08.880]But your best bet is to go ahead and contact
- [00:08:10.817]the procurement contract team.
- [00:08:13.410]I'm gonna show you in a minute, on our website,
- [00:08:15.260]where you can go on to check it out a little bit closer.
- [00:08:18.780]So, in order to upload, we can help you figure out,
- [00:08:23.820]first of all, where it's gonna process.
- [00:08:26.410]Is it gonna be something that your department head
- [00:08:28.230]can sign, or is it something that we need to
- [00:08:31.480]process through Procurement Services
- [00:08:33.550]and Procurement Contracts.
- [00:08:35.450]And then, we also would help you determine what,
- [00:08:39.120]who's got signature authority,
- [00:08:40.620]based on the Board of Regents' policy,
- [00:08:42.680]and the signature authority document.
- [00:08:45.590]And here you can see our team number, our phone number,
- [00:08:49.730]as well as our email.
- [00:08:51.740]A lot of you are already familiar with this,
- [00:08:53.400]and you send your contracts for review,
- [00:08:55.962]through our Procurement Contracts email box.
- [00:09:00.560]I can't stress enough that you send contracts
- [00:09:03.530]through this email box, because we've been hit by the flu,
- [00:09:08.000]like a number of departments, and somebody will always
- [00:09:11.070]be here to man this email, so if you've got a contract
- [00:09:13.640]that needs to be looked at, and you just send it to me,
- [00:09:16.810]or Julie Hopp or Jessica, Julie and I can't see
- [00:09:21.270]Jessica's email, and vice versa.
- [00:09:23.050]So, if you send it here, all three of us

- [00:10:26.300]we determine who's gonna sign them, based on dollar amount,
- [00:10:30.210]and length of time.
- [00:10:32.610]So if your contract is $5,000 or more,
- [00:10:35.800]regardless of what it is that you're contracting for,
- [00:10:38.930]it needs to be processed through Procurement Contracts.
- [00:10:42.810]If it's like a $400 contract for three months,
- [00:10:48.430]then you'll need to check the signature authority document
- [00:10:52.180]to see who has authorization to sign, in that instance.
- [00:10:56.240]It's probably gonna be your director, or your chair.

- [00:11:11.483]Who signs a contract, exactly $5,000,
- [00:11:13.990]for exactly one year?
- [00:11:17.100]Well, there are number of contracts that we get
- [00:11:19.470]for exactly $5,000 and exactly one year.
- [00:11:22.490]In fact, we do a lot of one year contracts,
- [00:11:25.110]and we do a lot of contracts that are just under $5,000,
- [00:11:28.746]and we do a lot of contracts that are just over $5,000.
- [00:11:33.270]I'm not exactly sure what your question is referring to,
- [00:11:37.070]but this is a threshold that has been decided
- [00:11:39.320]by the president, and has been in place for
- [00:11:43.500]many, many years, I think 1994 was the last time
- [00:11:47.380]the signature authority document was changed
- [00:11:52.410]in any kind of meaningful way.
- [00:11:55.777]So, if you have more questions, you can always go out
- [00:11:59.910]to the University of Nebraska website,
- [00:12:03.310]and type in the search bar, signature authority document,
- [00:12:08.050]and you'll be able to take a look at that.

- [00:12:20.640]one of the things that I wanted to show you
- [00:12:26.470]is that you can register to use
- [00:12:32.150]the Nebraska Contract System.
- [00:12:34.850]So, just because a contract is being processed
- [00:12:38.790]in Procurement Contracts, doesn't mean that you won't
- [00:12:43.050]sometimes be required to upload a contract on your own.
- [00:12:46.830]So, for example, if you have one for less than $5,000,
- [00:12:51.600]and one year or less, and you have it signed by
- [00:12:54.930]your department head, or whoever is authorized,
- [00:12:58.360]then you would need, you'd be responsible to upload it.

- [00:14:13.290]what that document means, 'cause I'll tell ya,

- [00:14:59.980]taken care of in the system within the first 24 hours.

- [00:15:15.570]when you need to come out and load one,

- [00:16:45.490]The comedy aside, one thing to always remember is that
- [00:16:48.610]if you are considering a vehicle for your department
- [00:16:51.840]to purchase, always contact University Fleet Management
- [00:16:55.670]first, before you do anything.
- [00:16:59.100]We have available contracts, both our eBid system,
- [00:17:02.930]or the State contracts.
- [00:17:04.980]You also have the option of piggybacking onto other
- [00:17:10.060]agencies' contracts, for the best pricing.
- [00:17:13.900]We have the preferred buyers who are under contract,
- [00:17:17.580]and we have the lowest pricing.
- [00:17:20.630]I wish I could personally buy vehicles
- [00:17:22.210]for the pricing that we get.
- [00:17:28.220]Items to keep in mind is that in procuring a vehicle,
- [00:17:32.010]be it new or used, it must be routed
- [00:17:34.920]through the eSHOP system.
- [00:17:36.710]And a purchase order will be issued from that.
- [00:17:39.470]This includes ATVs, trailers,
- [00:17:44.970]especially upfitting, it needs to be through
- [00:17:47.760]the eSHOP system.
- [00:17:50.020]You cannot use procurement cards for purchasing vehicles,
- [00:17:52.510]that's a restricted item.
- [00:17:54.330]And it's not allowed to invoice and submit it
- [00:17:56.950]for direct pay without a purchase order for a vehicle.
- [00:18:03.396]In the new vehicle request form, in eSHOP,
- [00:18:07.670]once you log in to eSHOP, it's right up front under
- [00:18:11.560]special forms, and you just click on
- [00:18:13.440]the vehicle request form, and this form will pop up.
- [00:18:17.460]Everything is self-explanatory, and if you look
- [00:18:20.350]at the left side of the form, we have a lot of
- [00:18:23.730]valuable information and hints,
- [00:18:25.860]and we have these broken out in that.
- [00:18:29.220]All vehicles, be it a trailer and ATVs, motorcycle trailer,
- [00:18:34.920]heavy truck, light truck, they go all under 553300,
- [00:18:39.370]which is capital equipment, and is depreciated.
- [00:18:43.977]You need to contact University Fleet Management,
- [00:18:46.830]I'll provide the eBid number, or the contract number,
- [00:18:50.120]or if it's something we don't have under contract,
- [00:18:52.120]we can write a specification and go out for bid,
- [00:18:54.380]and receive the best pricing, and get the exact vehicle
- [00:18:57.600]that is needed for your needs.

- [00:19:02.719]vehicles for testing.

- [00:19:18.600]and I'm aware of which department we're speaking with,

- [00:19:23.360]flowing one direction.
- [00:19:32.057]Items to consider is that we spec all of our vehicles.
- [00:19:35.920]We have a selector list when we build our specifications.
- [00:19:39.230]The first thing we always take into consideration is safety.
- [00:19:41.950]Everything has a five star crash rating,
- [00:19:44.430]unless it's something like an ATV or a trailer,
- [00:19:47.590]those are different situations.
- [00:19:50.140]But it's a five star crash rating,
- [00:19:52.640]everything has AM FM radio, air conditioning,
- [00:19:56.330]power windows, locks, keyless entry,
- [00:19:59.410]we always obtain at least three key fobs, and four keys,
- [00:20:03.370]and as with model year 2019, everything has a backup camera.
- [00:20:07.760]Full size pickups and SUVs are additionally specified
- [00:20:10.690]with a trailer tow package, with the integrated
- [00:20:13.350]trailer brake controller, full size spare,
- [00:20:15.710]and the heaviest duty cooling available.
- [00:20:19.640]Items to keep in mind is, don't add this to other folders.
- [00:20:24.930]It needs to come through in its own shopping cart,
- [00:20:28.200]as an individual item.
- [00:20:31.130]The form will always be routed through
- [00:20:32.700]University Fleet Management, and keep in mind that
- [00:20:35.910]all the bolded fields are required.

- [00:20:47.210]But here we just have a sample of a half ton,
- [00:20:50.240]extended cab, four wheel drive pickup, in the form,
- [00:20:53.630]right now, under the contract through eBid.
- [00:20:58.750]Like I said, I wish I could buy a four wheel drive pickup
- [00:21:01.710]for this price, for 24 7 6 2.
- [00:21:04.360]Most people are paying more than that for a new one
- [00:21:07.380]off the lot, or a used one.
- [00:21:10.140]But in the form, you complete everything.
- [00:21:15.010]And going down the form we also, you select the engine,
- [00:21:18.060]colors, two wheel drive, four wheel drive,
- [00:21:22.120]front wheel drive.
- [00:21:23.400]And this form is also available to the other campuses.
- [00:21:26.340]They can select the agency that it's going to,
- [00:21:28.540]the top one is the University of Nebraska-Lincoln,
- [00:21:30.890]we purchase the majority of the vehicles
- [00:21:32.950]for the University system, but they can also
- [00:21:36.930]specify UNO Med Center, or Kearney.
- [00:21:41.100]And the Department of Motor Vehicles
- [00:21:43.280]has become very stringent on how vehicles are titled.
- [00:21:46.700]For the University of Nebraska, these are the only four ways
- [00:21:49.960]that a vehicle can be titled.
- [00:21:51.710]If we were talking Midwest Roadside Safety,
- [00:21:55.370]as an example, their name won't be on the title.
- [00:21:59.630]It's going to be University of Nebraska-Lincoln,
- [00:22:01.940]or Agency 51, University of Nebraska-Lincoln,
- [00:22:04.620]at this address.
- [00:22:06.650]If it says other than that on the assignment of the title,
- [00:22:09.430]or certificate of origin, DMV is going to reject it.
- [00:22:13.928]I have an online question.

- [00:22:16.846]procuring vehicles, but what about on
- [00:22:18.530]paying a vehicle for renting.
- [00:22:20.730]What is the procedure?
- [00:22:23.650]That depends on if we're talking about a
- [00:22:25.670]University vehicle rental, or if we're
- [00:22:28.160]looking at private rental.
- [00:22:30.160]If it's a University vehicle rental, they just go to
- [00:22:33.500]University Fleet Management's website, and click on the link
- [00:22:37.090]and submit the rental request.
- [00:22:39.600]If it is for a private rental vehicle,
- [00:22:41.840]and you're wanting it direct-billed,
- [00:22:43.897]you would send a email request to me,
- [00:22:46.917]our to our trans charge email address,
- [00:22:49.970]it's located on our website.
- [00:22:52.460]Submit the request with the date, the pick up,
- [00:22:56.540]date of return, location, vehicle type, driver's name,
- [00:23:00.330]and cost object.
- [00:23:02.050]And from that, we can create a direct bill reservation,

- [00:26:50.390]and we wish him very well in that.

- [00:26:55.560]so a short amount of time, but, I do want to kind of
- [00:26:59.300]get into my background a little bit, and some overview of
- [00:27:03.770]my category in general, and then we'll recap at the end

- [00:35:46.660]So, before I move ahead, I just kinda want to say that
- [00:35:52.010]this is near and dear to my heart,
- [00:35:54.120]with my years in procurement.
- [00:35:56.060]And procurement really is here to service the University.
- [00:36:00.210]And the best way we can do that is
- [00:36:03.160]not just by helping you on an immediate basis,
- [00:36:05.770]or to add to what Sydney had said,
- [00:36:09.850]engaging us early and often, we can help find out
- [00:36:13.930]where you're running into challenges.
- [00:36:16.320]A lot of what procurement does aside from the tangible,
- [00:36:19.690]day-to-day order processing, and supporting you
- [00:36:22.440]with bids and quotes, is we spend a lot
- [00:36:24.160]of time analyzing spend.
- [00:36:27.370]And analyzing where the University spends our money,
- [00:36:31.334]and we spend it in a lot of places.
- [00:36:34.840]I mean, the University buys a ton of stuff,
- [00:36:38.540]we're like a city unto our own, or four cities,
- [00:36:43.110]you know, and a town here and there, and a couple of
- [00:36:45.990]outbuildings, and a few suburbs.
- [00:36:48.810]So, when you consider the diverse array from livestock,
- [00:36:52.470]to athletics equipment, and charters, and travel,
- [00:36:56.128]and consulting, and professional services, and buildings,
- [00:36:59.540]and property, and everything else,
- [00:37:01.890]it's such a diverse array, that really classification
- [00:37:06.630]of these purchases is very, very important.
- [00:37:10.130]And our accounting folks have provided a lot of good
- [00:37:13.850]information, but that's the top of today's brief
- [00:37:17.580]little vignette, here, is what are commodity codes,
- [00:37:20.640]also known as GL codes, or general ledger account numbers.
- [00:37:26.310]These are standard classification codes that are used,
- [00:37:29.440]and they're established by the University,
- [00:37:31.760]and any organization does this, this is very typical.
- [00:37:36.470]Used for products and services to detail where that money
- [00:37:40.740]has been spent.
- [00:37:42.240]And there is a list of these current codes
- [00:37:45.270]that are available in Sapphire.
- [00:37:46.650]There's a number of ways you can get to these.
- [00:37:49.120]I've got a link later in the presentation,
- [00:37:51.090]our county, and our finance operations have a quick link,
- [00:37:54.360]right on their website, that'll take you right there,
- [00:37:56.800]if you're in Sapphire, and know how to yank it down.
- [00:37:59.450]I think all you really need to do is enter GL,
- [00:38:01.850]or general ledger.
- [00:38:03.930]The numbering scheme is probably
- [00:38:06.070]fairly familiar to everyone.
- [00:38:08.930]And you know, you don't have to be a scientist
- [00:38:11.207]to understand how it goes together.
- [00:38:15.460]I think there's also instructions, if you think there isn't
- [00:38:19.220]a GL to meet the product that you're purchasing,
- [00:38:23.280]for you to request a new GL code, but I urge you
- [00:38:27.120]to get familiar with the current one, because
- [00:38:30.410]what we've found, over time, when we start to go back in
- [00:38:34.770]and do analysis of spend, prior year over year,
- [00:38:38.890]we frequently get asked to do some assessment.
- [00:38:42.690]Sometimes things get kind of stuck,
- [00:38:44.710]maybe where they didn't belong.
- [00:38:46.440]And so what we're trying to do is make sure you understand
- [00:38:49.460]the importance of the proper selection of a GL code,
- [00:38:54.450]and why those are so important.
- [00:38:57.180]You know, when you saw the multicolored balls
- [00:39:00.290]on the previous page, it is a little confusing,
- [00:39:03.050]and we do our best to parse out and organize
- [00:39:06.500]the information after products have been spent,
- [00:39:10.210]to provide better information for making decisions
- [00:39:13.070]and opportunities for savings.
- [00:39:15.120]These codes tell us what's bought the most,
- [00:39:18.260]and we can build better contracts as a result of that,
- [00:39:21.650]to serve the University needs.
- [00:39:23.980]Interestingly enough, you might be buying something
- [00:39:26.202]that another department, and a few other colleges,
- [00:39:29.066]and even other campuses are procuring,
- [00:39:32.040]and the ability for us to leverage our spend,
- [00:39:35.780]as a university, is something we're working
- [00:39:38.540]very closely with the other campuses to accomplish.
- [00:39:41.990]Transparently, behind the scenes, we want to make sure
- [00:39:44.540]that we're always delivering the best contract.
- [00:39:47.770]These commodity codes that you choose,
- [00:39:49.940]allow us to look at that supplier spend,
- [00:39:52.460]not only between departments,
- [00:39:54.240]but also with our peer universities.
- [00:39:58.780]Questions we often ask, are you paying the same price as
