[00:00:14.815]an Early Childhood Education Program or you're completing
[00:00:17.851]an early childhood field experience.
[00:00:20.320]On the basis of your criminal history background check,
[00:00:23.290]you have been charged or ticketed with committing
[00:00:25.592]an illegal act, or you have a misdemeanor
[00:00:27.828]or felony conviction that may be in violation
[00:00:30.297]of one or more of the Nebraska Department
[00:00:32.399]of Health and Human Services' regulations.
[00:00:34.668]All students should review their background checks
[00:00:37.404]to make sure the information provided
[00:00:39.406]in that report is accurate. You are required to contact
[00:00:41.408]either the Colleges' Director of Professional Experiences
[00:00:45.812]or Certification Officer immediately to review
[00:00:48.615]your eligibility to participate in early childhood
[00:00:51.585]field experiences. Contact information is available
[00:00:54.922]at the CEHS website. Health and Human Services
[00:00:58.492]oversees all field placements in Early Childhood settings.
[00:01:01.929]Before a field placement can occur, this state agency
[00:01:04.531]requires that students under go background checks
[00:01:07.467]and the completion of its report of law enforcement contact form,
[00:01:10.938]which is a self-disclosure document.
[00:01:12.639]Health and Human Services operates under a different set
[00:01:15.809]of standards from the Nebraska Department of Education.
[00:01:19.012]Health and Human Services does not certify teachers
[00:01:21.715]but they have the authority
[00:01:23.216]to stop someone from completing
[00:01:25.052]a field placement in an infant
[00:01:26.920]through pre-school setting.
[00:01:28.789]The questions they ask on their self-disclosure form
[00:01:31.191]consider charges as well as convictions.
[00:01:34.161]The list of convictions that they take issue with
[00:01:36.196]is different than those that are of concern
[00:01:38.432]to the Nebraska Department of Education.
[00:01:41.034]If you are unable to complete a pre-school experience,
[00:01:43.670]you will not be allowed to complete a program
[00:01:45.672]leading to a teaching certificate
[00:01:47.741]in any early childhood program offered by UNL.
[00:01:51.311]It is possible
[00:01:51.912]for a candidate in one of
[00:01:52.980]our early childhood programs
[00:01:54.781]to meet the criminal history
[00:01:55.916]requirements of the Nebraska
[00:01:56.984]Department of Education
[00:01:59.119]but not be allowed to continue
[00:02:00.621]on in an early childhood program
[00:02:02.990]because Health & Human Services
[00:02:04.157]will not allow placement in
[00:02:05.792]an infant to pre-school setting.
[00:02:07.894]It may also be possible for you to continue
[00:02:10.130]in teacher education but not in an early childhood program.

[00:02:18.672]If you do have a conviction, then you may need to watch
[00:02:21.441]one of the other short videos found at the CEHS website.
[00:02:25.946]Students are strongly encouraged to read
[00:02:27.814]the Professional and Ethical Behavior section
[00:02:29.983]found in the Undergraduate Bulletin.
[00:02:32.252]If you are convicted of a felony or misdemeanor
[00:02:34.688]after the completion of this first background check
[00:02:37.591]and while you are a student in the teacher education program,
[00:02:40.293]you are required to contact
[00:02:42.162]either the Colleges' Director of Professional Experiences
[00:02:44.998]or Certification Officer immediately.
[00:02:48.135]Failure to disclose any new charges or convictions
[00:02:51.271]will place you in violation of the Professional and Ethical
[00:02:53.707]Behavior code of conduct and may lead to removal
[00:02:56.276]from the program.
